The Board felt the plans were sufficient. Mr. Frederick stated that this is not something the Board always does (granting a decision when the addition has already been done) and the Board does not want to set a precedence if they grant this decision. Mr. Butler stated that the Board should look at the Plans and not at the addition. The hearing closed at 7:45 P.M. A motion as made by Mr. Frederick and seconded by Mr. Secher that this is an increase in the non - conformity. A motion was made by Mr. DeTrolio and seconded by Mr. Secher that there is a slight increase in the nonconformity but it is not more detrimental to the public good. Motion approved. 4 -0. Butler, Secher, DeTrolio, Frederick. Minutes of December 5, 1995 1 Page 2 of 2 Mr. Secher read a letter into the record dated November 22, 1995 to Eric Butler from Bill Williams, Town Manager. "I am writing to express my appreciation to you and the members of the Zoning Board of Appeals for approving the application for the Town of Mansfield, It is particularly noteworthy that you and the members of the Board treated our application most thoroughly and showed great respect and collegiality toward us at the public hearing. I was very impressed with the Board and appreciate your cooperation." Mr. DeTrolio expressed his concern over not having his signature on the Parking Variance Plan Decision. Mr. Secher read a letter dated November 10, 1995 from Philip Finer into the record. "I am writing this letter concerning the ZBA's upcoming vote on the parking fro the new town hall at Park Row. I was hoping to be able to attend your meeting concerning this matter on Tuesday, November 7, but unfortunately I had a prior engagement. Let me state that I am not writing this letter opposing the new town hall, its location or even the idea of satellite parking at the old town hall. My problem with the parking situation, however, is two fold. The first problem I have with this situation is the spaces that will be at the old town hall. First of all, if these spaces are allowed, then they should be employee parking only. I am very concerned about the safety of everyone, but mainly our elderly residents walking all that distance. Can the town handle the number of law suits that will come up when people slip on the ice. I totally support moving the town hall to Park Row and utilizing an rxisting building, but again the plans were not completely thought out before being presented£" stituted. This problem should have been addressed and solved before we even voted on the capital improvement plan. That way, if the town did not need to buy land adjacent to the Park Row School, it could have been included in the original price tag. The meeting adjourned at 8:30 P.M.
