Wastewater Treatment Plant Discussion — Mr. Penney said he had asked what would happen
if the town exceeds its capacity, but Mr. Burke did not know the answer. Mr. Penney said
the board may want to talk about how it can help control growth so the town does not go over
its sewer capacity. He said a certain amount of expansion is allowed per year, which is tied
to projected population growth. Mr. Cleary asked if new development has to be allowed to
connect to sewer; Mr. McClanahan said if sewer is available, it has to be allowed to connect.
Mr. Penney suggested the board could look at this issue in a workshop.

conducted.
Michel Feek, Christian & Peck, explained the plan for the following two modifications to the
previously approved, June 11, 2012 Rolling Fields Village subdivision plan: 1) to change the
curbing shown on the plan to sloped granite to match Camden Lane; and 2) to change the
roadway cross - section to comply with the Mansfield Subdivision Regulations.
Board Comment
Mr. Penney asked why DPW had requested thicker pavement; Mr. French said DPW expected
Mass Highway's paving specifications to change, but they are not the same as the paving
specifications required by the town's Subdivision Regulations.
Mr. McClanahan said the sloped granite will be more durable curbing than monolithic cape cod
berm, and will match the existing Camden Lane curbing.

1) to change the curbing on McKenzi Lane shown on the June 11, 2012 plan to sloped granite; 2)

the "Secondary Street Cross- Section, 50'Layout" shown in the Town of Mansfield Subdivision

Mr. French congratulated Mr. Penney on his appointment as a regular member.
Mr. Penney suggested the board begin looking at zoning by -law amendments, including the B4
zone, which was a citizens' petition at the 2012 Annual Town Meeting. The board discussed
scheduling a workshop to discuss zoning issues. Mr. Penney suggested the board also look at
Dr. Mullin's suggestions about zoning changes in the industrial park, including increasing
density. The board also discussed looking at zoning issues in the downtown area. Mr. Penney
said the board should look at the sewer capacity issues raised by the wastewater treatment plant
loan. The board discussed whether that is based on population or capacity, and the difference
between residential and industrial development.
Mr. Cleary said he would like to see the vacant lot at 17 Pratt Street redeveloped; the board
discussed the fact that two - family is not allowed in that zone, so the applicant's only choice was
to apply for a special permit for a three- family. Mr. French said the site could be redeveloped
with business on the first floor and residential above.
Mr. Penney suggested the board continue to look at train station access. Mr. French said there
