Public Comment Mr. Penney asked if the Industrial Development Commission is active. Mr. Burke said it is not, but two of the Strategic Plan subcommittees will deal with the business climate in Planning Board 1 1/6/2012 town, which may help to jumpstart that committee. He said the industrial park is changing, and some zoning changes to the parking requirements may be necessary to help with office -use parking needs. An Industrial Development Commission may help to shape how the industrial park will evolve over the next few years. Mr. Penney suggested an IDC could take on a long -term project like acquiring land along Route 106. Mr. Burke said DPW has proposed using parking enterprise money for the design of a parking garage at the train station; he suggested the board petition Town Meeting to use that money to study access to the train station parking lot and along Route 106. The board discussed the proposed use of the Fales Oil site for parking. Depending on the layout and the type of drainage, there could be as many as 100 parking spaces there. However, he said studies of and construction of that site may not be eligible for parking enterprise funds. Mr. Penney asked if the parking enterprise fund could fiord something like a salary for an industrial development manager -type position; Mr. Burke said he doesn't think that would be possible. Mr. Penney asked if some of that money could be put aside each year for the purchase of land for parking; Mr. Burke said he thinks that could be part of the proposal. Ms. Collins said without a plan, residents might become nervous about what will happen along that corridor. She said even if the plan is revised over the years because this is a long -term project, there should be some sort of plan to begin the discussion. Mr. French suggested looking into grant funding. Mr. Burke said he would prepare an article to ask Town Meeting's permission to use money out of the parking enterprise account to study design options for improved access to the commuter parking lots and along Route 106. [Mr. MacDonald left the meeting at this time] Mr. French asked if a parking structure would replace or add to the existing spaces. Mr. Burke said he believes it would replace existing parking. Mr. Cleary asked what else the board will bring to Town Meeting. Mr. Burke said he will be working with SRPEDD on TOD zoning, but isn't certain that will be ready in time for Annual Town Meeting. Mr. Cleary asked if any of the retailers will be requesting extended holiday hours. Mr. Burke said he has not been contacted by anyone. He reminded the board the special permit was amended in 2010 to allow Kohl's to be open extended holiday hours. Planning Board 2 11/17/2011 Motion: To return to a 7:30 p.m. meeting start time (McClanahan- Pemrey) Mr. McClanahan said it is difficult for him to make a 7:00 start. Mr. Jodice suggested starting at 7:00 and not scheduling any public hearings until 7:30. Consensus was to stay at 7:00. Mr. French asked about inviting the Town Manager to a short meeting to discuss recreation uses on some part of the Hatheway - Patterson site. Mr. Burke said there have been discussions about solar arrays on part of that site. Motion: To adjourn at 8:15 p.m. (Penney- ) All in favor.
