Mr. Jodice asked if the board would like to consider starting meetings earlier. Mr. French
said the board has tried that before, but some people had trouble making it earlier than
7:30. However, he said the membership has changed and it may work now.
Mr. Cleary asked about Capital Improvements; Mr. Burke said the School Department
requests will be heard at the February 17 meeting, and the committee will discuss
priorities and funding at its March 3 meeting.
I 3. Form A (ANR) Plans
I 4. Site Plan Review continued - 111 Plymouth Street - Driveway Extension
Brian King, Crossman Engineering, said most of the board's concerns had been
addressed at the last meeting, but there were some outstanding Conservation and
Engineering issues. Both have been addressed.
Mr. King explained this is a developed 20.5-acre site in the Planned Business District.
Hodges Brook runs along Plymouth Street and there is an intermittent stream on the site.
There are two existing driveways; one is 800 feet long and goes to the main employee
parking area with 183 cars. There is a separate truck driveway. The company uses two
types of trucks, one of which is loaded at grade, the other at a loading dock. The at-grade
trucks have to be loaded outside and there are weather and safety issues. They would like
to upgrade the shipping process by adding a loading dock along the north side of the
building so trucks can be loaded inside. The proposed new driveway is to acces that
loading area. Mr. King explained the proposed location is only reasonable place for the
driveway because it would avoid combining the truck route with the existing driveway.
Mr. King explained they are proposing a three-sided culvert, designed to meet the 100-
year storm and Mass Rivers and Steams Crossing Guidelines. There will be an
infiltration basin because new pavement will be added; the site will flow overland to a
basin a few feet deep. The site has a high water table. Mr. King explained he has worked
with Town Engineer on the design and Mr. Alves has witnessed the test pits. There will

be no increase in stormwater peak flows off site. The system will meet DEP standards
for infiltration requirements, recharge and total suspended solids.
Mr. King explained he has satisfied the Town Engineer's concerns, including widening
the culvert to ten feet, including more information on the existing pipes to ensure there
will be no conflict with the proposed changes, adding the guard rail to the detail sheet,
locating the wetland line and designing the underdrain system along the driveway.
Mr. King explained the Conservation Commission had requested additional information,
most of which did not result in plan changes. He explained one of the changes made to
the plan is the reduction of the driveway entrance from 30 feet to 28 feet; the driveway
then narrows to 24 feet. He said 24 feet should be adequate for trucks, and it reduces the
wetland impacts. They will add six landscape planting areas to existing lawns as
restoration for the work within the 200- foot riverfront area.
Department Head Comments
The clerk read a memo from the Town Engineer indicating his concerns have been
satisfied.
Board Comments
Mr. Cleary asked if the Fire Department has reviewed the plan. Mr. King said they were
at the staff meeting and asked about lighting at the doors. Mr. Cleary asked about
signage; Mr. King said there is no new signage proposed at the new driveway. He said
the Fire Department can access the whole building and the alarm panel through the main
entrance. Mr. French suggested small signs to direct trucks to the proper loading areas.
Mr. Jodice asked what the area behind the building is used for now; Stephen Mancini,
Mansfield Realty, LLC said they don't use it now. It had been used as a soccer field, but
that hasn't been in use for six or seven years.
Mr. Jodice asked about the vacant part of the building. Mr. Mancini said they hope to
lease that office space, which uses the first driveway. Mr. Jodice said he wouldn't want
to see another driveway built to access the back of the building. Mr. Mancini said he
wouldn't want to see that either.
Mr. Burke said Mr. King has done a good job responding to staff and board concerns, and
said he thinks this is a good proposal for the businesses expansion, and it will provide
better access to the building. He recommended sending the Building Inspector a positive
recommendation.
Motion: To send the Building Inspector a positive recommendation

I 5. Site Plan Review/Municipal Clearinghouse - Albertini Well- Town of Mansfield
Lee Azinheira, DPW Director, Kurt Gaffney, Water Operations Manager, Bob Chappelle

Mr. Azinheira explained they held a public meeting in December with the abutters.
Mr. White explained the proposal to construct a I 25-foot by 60-foot water treatment
facility on a 42-acre parcel on the west side of West Street. The building will be set back
from West Street 119 feet and will have an access drive around the perimeter, served by
an existing drive across from Timberline Drive. Three existing well buildings will be
demolished and replaced with sub-surface vaults, so there will be no above-grade
structures associated with the well houses. The property around the perimeter will have a
chain link fence. The distance from the edge of pavement to the fence line will be 80
feet, well within the 40-foot frontage setback required in Rl. Mr. Azinheira said the
building is set back as far as possible in order to retain the existing line of mature pines.
He said the top of the new roof may be visible. He said he doesn't think the project will
change the character of the road.
Mr. Azinheira said the project has received an Order of Conditions from the Conservation
Commission and a septic disposal permit from the Board of Health. The Town
Engineer's comments have been addressed.
Mr. Azinheira explained the treatment plant will be for the treatment of iron and
manganese. The existing wells on this site have not been used for the last few years in an
effort to keep iron and manganese from accumulating in the pipes, but the wells are
needed for redundancy. He said this site was identified 10 years ago as an area where a
treatment plant should be built. He said there will be some overlap with the construction
of this and the Gilbert Street water treatment facility.
Mr. Gaffney said the process used at this facility will be almost identical to the Gilbert
Street facility. He noted the existing West Street facility is outdated and has not been
used much in the last few years, but it is needed as a backup to other wells. He said this
is the last major treatment improvement in the water system.
Mr. French asked if the Morrison and Mahana wells on Plain Street are in use; Mr.
Gaffney said they are used one at a time, and this will subsidize those wells. Mr.
Azinheira said if the Morrison and Mahana wells need to be treated in the future, the
water can be treated at this new facility.
Mr. French asked the capacity of the Albertini wells. Mr. Azinheira said the wells treat
300 gallons per minute.
Mr. Jodice asked ifthere is a reservoir in the area; Mr. Azinheira said there is not. Mr.
Burke said the town has no surface impoundment.
Mr. Burke asked what effect the Town of North Attleboro dumping its snow at its
compo sting facility will have on the Morrison and Mahana wells. Mr. Azinheira said
some impact is possible, but it would take some time. Mr. Gaffney said North Attleboro

has a well in the same area, and he will check on whether that is in the Zone II. Mr.
Burke said he believes it is in the Zone II.
Department Head Comments
The clerk read memos from the Town Engineer, Light Department and Health Agent.
The Conservation Commission has issued an Order of Conditions.
Ms. Collins asked about the chain link fence; Mr. Azinheira explained it is directly
around the building. He said if there are sparse vegetated areas after construction, they
will plant additional pines or arbor vitae to screen the site.
Mr. Azinheira noted this part of West Street is a scenic road, but they are not proposing
to cut down any trees or remove any stone walls.
Mr. French asked how far this is from the Bungay Lake; Mr. White said the facility is at
least 1,500 feet from the edge of the lake. Mr. Azinheira said based on the direction of
flow, Morrison, Mahana and the new Foxboro wells will have more impact on the lake
than this site. Mr. Gaffney noted the lake is outside the Zone II. Mr. Azinheira said the
amount being drawn out in this part of town will be about the same as it is now.
Mr. Azinheira said Mansfield has under 10% "unaccounted for" water, which is the DEP
goal. Mr. Gaffney said the town's meters and controls have been replaced in the last few
years and are tested to ensure accuracy, which reduces leakage.
Mr. Burke said Mr. Gaffney has done a great job with the water system and has made a
lot of improvements. He recommended sending positive recommendations as site plan
and municipal clearinghouse.
Motion: To send the Board of Selectmen a positive municipal clearinghouse
recommendation (Cleary-Collins) All in favor. PASSES
