1. Meeting called to order at 7:30 p.m.
12. Discussion with Jay Zola re: Stanley Village
Mr. Zola requested a field modification to use monolithic cape cod berm at Stanley
Village, rather than sloped granite curbing. He said he has spoken with DPW Director
Lee Azinheria about sloped granite resulting in more maintenance issues.
The clerk read a May 12, 2010 memo from Mr. Azinheira indicating his preference for
monolithic cape cod berm at this subdivision and a May 12, 2010 memo from Mr. Burke
indicating his support for the change as a field modification.
Mr. Jodice said he is in favor of this change for this subdivision, but he wouldn't want to
make this a blanket change to be allowed in all subdivisions. Mr. Cleary suggested the
board might want to look at the regulations and consider that change.
Motion: To allow the change from sloped granite curbing to monolithic cape cod berm
at Stanley Village as a field modification (McClanahan-Collins) All in favor. PASSES

I 4. Site Plan Review - 130 Forbes Boulevard - Smith & Nephew Parking Expansion
John Pauly, representing the property owner and Steve Horsefel, Kelly Engineering
Group, explained the proposed modifications to the parking lot. Additional employee
parking is needed. There is an approved Order of Conditions from the Conservation
Commission on the site.
Mr. Horsefel explained all the work will happen at the rear of the building, with
restriping of existing paved areas and the addition of about 5,000 square feet of parking,
resulting in 44-49 additional parking spaces. Some raised islands in the existing parking
lot will be removed to improve traffic flow.
Existing point source discharge has been eliminated; all the discharge will go into the
wetland area through storm ceptors, and there will be a recharge area at the front of the
property for the roof drainage.

The Conservation Commission has approved an Operations and Maintenance Plan,
including a snow removal area adjacent to the parking area at the back of the building.
There will be a post and rail fence along the back, and a replication and restoration area
will be created. An existing wetland area will be replanted and enhanced.
The Town Engineer has reviewed the revisions of this plan and is satisfied with the
proposed changes.
Mr. Horsefel explained there are eight tandem spaces, which are not included in the
parking count. He said the site is well above the required parking before those eight
spaces. Mr. French asked how those spaces would work. Mr. Pauly said he isn't certain,
but said the company may be doing some level of assigned parking for employees. Ms.
Collins asked if that would impact the required handicapped parking. Mr. Horsefel said it
would not.
Mr. French asked if there is any additional lighting proposed. Mr. Horsefel said there is
not.
Mr. French asked where the primary employee entrance is; Mr. Horsefel said there are
two employee entrances.
Mr. French asked about the post and rail fence. Mr. Horsefel said there is a post and rail
fence along the back edge to show the limit of the snow removal area and the limit of
work, as well as a post and rail guard rail on the retaining wall.
Department Head Comments
The clerk read memos from the Police, Engineering, Conservation and Planning
Departments.
Mr. Horesefel said the existing number of handicapped spaces meets state and ADA
requirements, even with the additional parking spaces. There are no additional
handicapped spaces proposed.
Mr. MacDonald asked about the transformer on the west side. Mr. Horsefel said there
will be bollards added to the front of that transformer. Mr. French asked if new
transformers would be added for any internal changes to the building; Mr. Pauly said
there will not.
Ms. Collins asked how the infiltration basin will be landscaped. Mr. Horsefel said he
believes that will be loam and seed with rip rap and a sand layer below.
Ms. Collins said the plan appears to make the best of a difficult site with wetland issues,
and will improve the storm water treatment.
Mr. Jodice asked how much vegetation will be added compared to what is being lost.
Mr. Pauly said he thinks it will be a positive. He said the Conservation Commission

asked for significant planting along the back edge of the site. Mr. Jodice asked for a
percentage oflandscaping compared to new parking areas. Mr. Horsefel said they
supplemented the back plantings because they are removing some plantings inside the
site for improved traffic flow. Mr. Pauly said specific signage will also be installed to
mark the wetland area per the Conservation Commission. Mr. Horsefel said the site will
still have 52% open space.
Motion: To send the Building Inspector a positive recommendation with the following
conditions:
1. All department head comments must be fully and satisfactorily addressed
(Jodice-McClanahan) All in favor. PASSES
I 3. Correspondence continued
2. ZBA application for Special Permit- 68 Spring Street
The proposal is for the restoration and renovation of the existing building as 22 one-
bedroom residential units; the special permit is required because it is a pre-existing,
non-conforming use.
Mr. French said the building has been vacant for many years and this would be a
good use for the land. Mr. McClanahan agreed, as long as it is a 55 and over use.
Ms. Collins said the Zoning By-Law allows the ZBA to grant a special permit if the
plans meet the submission requirements and if the benefits outweigh the detriments.
Mr. French said he was concerned the board doesn't have enough information. He
suggested sending a letter saying the board is supportive of the concept, but is
concerned about whether this can be allowed with a ZBA special permit, since a 55
and over would not be allowed in the R3 zone.
Motion: To send the ZBA a letter indicating the board's support of the general idea
of the reuse of the existing building for a 55 and over development, but the lack of
information prevents the board from making a recommendation
(Jodice-McClanahan) All in favor. PASSES
3. ZBA application for Variance - 126 Shawmut Avenue Extension
The application is for the construction of a deck with less than the required back yard
setback. Ms. Collins said there doesn't seem to be a hardship. Mr. Jodice noted one
of the hardships mentioned in the by-law is "soil conditions" and the application talks
about the property's difficulty in growing a lawn, resulting in a lot of dust.
Motion: To send the ZBA a positive recommendation
(McClanahan-Cleary) 1 in favor. Five opposed. FAILS
Motion: To send the ZBA a negative recommendation because there is no hardship
shown (Collins-Jodice) Five in favor. One opposed. PASSES

over developments should be determined.
Mr. Jodice congratulated Mr. Annino and Mr. Kozlowski on their election to the Board of
Selectmen. The rest of the board added their congratulations. Mr. McClanahan
encouraged residents to consider applying for the vacant Planning Board positions.
Mr. French said the Mansfield Commons site across School Street from Mansfield
Crossing has been purchased for a potential mixed business/retail use. The special permit
has expired, so a new one will be required. He said Mr. Riccio has spoken with the new
owner about demolishing the houses on that site.
