1. January 20, 2010 minutes
Motion: To approve as submitted (Jodice-MacDonald) All in favor. PASSES
2. February 4, 2010 letter from Jack Riordan, Red Mill Realty, LLC requesting a final
release of surety on Gourdin Estates (Patriot's Way) / February 3, 2010 memo from
Mike Ahern recommending the release the remaining surety [$55,701.44] except
$5,000
Motion: To release $55,70 1.44, leaving a balance of $5,000
(Collins-Jodice) All in favor. PASSES
3. Email from Attorney Evans requesting an extension of time to submit the traffic study
for Kohl's extended hours be submitted February 15,2010.
Motion: To grant the extension to February 15,2010
(Jodice-CoIlins) Six in favor. One opposed. PASSES
I 4. Form A (ANR) Plans
151 Rumford Avenue - Italo Crugnale. The plan proposes to separate one lot into two,
both with adequate frontage and area.
Motion: To endorse the Form A plan (CoIlins- V errochi) All in favor. PASSES
5. Special Permit Public Hearing -1007 West Street - Wireless Communication
Facility
The clerk read a request from the applicant to continue the hearing to March 10,2010.
Motion: To continue the public hearing to March 10,2010
(Kozlowski-Cleary) All in favor. PASSES

Mr. Cleary asked if the town has the ability to set a level for "gap in coverage" for
wireless carriers. He noted that Mark Hutchins' report on the 1007 West Street proposal
says that level has not been designated by the federal, state or local government.
Mr. Jodice said CIP discussed the need to resurface Alumni Field, and asked how the
board would feel about selling advertising at the field and putting the money into a
revolving or enterprise account. Mr. French said he doesn't think the Planning Board has
any authority over that. Mr. Jodice said he is trying to come up with alternative funding
ideas. Mr. Kozlowski said the Zoning By-Law addresses advertising for on-premises

businesses in terms of size and number of signs. Ms. Collins said she would be
uncomfortable with advertising in schools, but she would be comfortable acknowledging
businesses that donate something to the schools.
Mr. French asked to get the fee information in advance of the February 24 workshop with
the Board of Selectmen.
