Around the Table Mr. Jodice asked if the Zoning Board of Appeals had decided on the 1007 West Street wireless tower special permit. Mr. Burke said the public hearing was opened last night, but he did not believe it was closed because the "balloon float" will be done before a decision is made. Mr. Jodice said he is concerned about traffic queuing in front of the Montessori school on Creeden Street. He said people park in the road, blocking the travel lanes, and there could be an access problem for emergency vehicles. Mr. Burke said that would be an issue best addressed by the Police Department. He noted the use is exempt from zoning, although subject to reasonable regulation. Mr. Burke said he would contact the Police Department and ask them to talk to the school about a safe way for parents to queue without causing traffic problems. Mr. Cleary asked about Annual Town Meeting articles. Mr. Burke said he hoped to have the downtown overlay district articles ready for the spring. Mr. Jodice said he had planned to look into defining whether things like overhangs and stairs should be counted in the setback. Mr. Annino asked if a Town Meeting vote would be necessary to change that; Mr. Burke said Town Meeting would have to approve any changes to the Zoning Planning Board 1 12/17/2009 T By-Law. However, if the Building Inspector were to put it in the building permit package as guidance, it would not require a Town Meeting vote. Mr. Burke said the Board of Selectmen discussed fees at its last meeting and would like to schedule a workshop with the Planning Board in February. Mr. French said they would need the information on fee structure, methodology and actual cost to the town before that discussion. Mr. French asked if Mr. Burke had heard from WS Development about refunding their traffic study money. Mr. Burke said he had not. The board discussed the traffic patterns at the lights at Mansfield Crossing, especially problems with drivers making sudden lane changes to get onto Route 140 South. Mr. French said he attended the dedication ceremony for the Chamber of Commerce's new offices at the Stearns/White House at Mansfield Crossing. He said they did a nice job on the renovations, and the Planning Board was thanked for its work on the permit and its help in saving the building. Mr. Cleary said Smurfitt-Stone will be applying for a TIF. He said they plan to spend $20 million on equipment and expand the building 40'x40'. They want a "minimal" TIF so they can qualify for the state tax break. He said there is another request, for a "blanket TIF," on a vacant lot on West Street; the TIF would be on the value of the empty lot. Mr. French asked if TIFs would be more effective as a way to facilitate reuse and redevelopment of existing buildings, rather than vacant lots. He said there are a number of underutilized buildings in the industrial park. Mr. Cleary said the renovation of existing buildings in the industrial park is a good thing for the town, but said he thought the "blanket TIF" would be a tough sell at Town Meeting. [7.
