Discussion with Ed Valanzola re: 905 South Main Street Variance Property owner William Richard and Attorney Ed Valanzola explained the revised plan showing 35% open space. Mr. Valanzola said the variance application will be withdrawn and they are in compliance with zoning on all issues, including parking. Ms. Collins asked how the stormwater will be managed under the new plan. Mr. Valanzola explained they have not created new areas, but have reconfigured the existing areas. Stormwater runoff will be decreased because of the additional green space. Mr. French said the new plan will provide a nice landscaped buffer between the businesses at the front and back of the site. Mr. Richard said they are working with XtraMart on the landscaping plan. Motion: To accept the plan titled "Site Plan at #905 South Main Street in Mansfield, MA" dated June 24, 2009 by RIM Engineering Co., Inc., which shows 35% open space, as a minor modification to the 905 South Main Street special permit. Three red maple canopy trees with shrubs and grass shall be planted as indicated in the cross-hatched area between the proposed gas station and the first row of parking spaces behind it (Annino-Jodice) All in favor. Discussion - Housing Production Plan The board discussed the draft Housing Production Plan. Mr. Jodice suggested alternate language for the paragraph regarding the demolition delay by-law on page 22, Market Opportunities. He said he was concerned that may raise property rights issues. He said he agrees with the intent of requiring someone to consider redevelopment opportunities before demolishing an older structure. Mr. Annino said a demolition delay by-law helps to conserve historically significant structures, which contribute to the character of the town. He noted the town would have to adopt an actual Planning Board 47 3/11/2010 - demolition delay by-law, which could be written to specify things like the age or location of the structures that would trigger the by-law. Motion: To approve the Housing Production Plan (Annino-Collins) Six in favor. One opposed. PASSES I 5. Form A (ANR) Plans 1.6. Public Comment , 7. Around tbe Table Mr. MacDonald said he has spoken to some North Main Street merchants on the north side of Route 106, who have issues with the striping of the parking spaces in the area. He said he thinks the business owners at that end of town feel neglected. Mr. French said he thinks that will improve when MMAS moves to the neighborhood. Mr. Jodice said there was an article in today's newspaper about the Hatheway-Patterson Site becoming green space. He said the board hadn't discussed the issue and asked who had made that decision. Mr. French said he drove downtown after last week's discussion with Rep. Barrows and said there should be a study of the traffic pattern on both the north and south sides of Route 106. He suggested that before the SPREDD and South Coast Rail studies, the board could ask Mr. Sullivan to look at how to bring in the road north of Route 106, create small parking areas there, a two-way traffic pattern on the south side of Route 106, and to provide his thoughts on geometry and what would be needed to create two-way traffic on North Main Street south of Route 106. The board discussed which side of North Main Street parking should be on in a two-way traffic pattern, and whether the North Main Street fire station would be an issue with parking. Mr. Jodice said creating more green space downtown, especially around the train station, would be a good idea. Motion: To send Mr. Sullivan a letter asking him to look at the above issues (Annino-Jodice) All in favor. PASSES Mr. Cleary noted that both West and East Mansfield have signs advertising the businesses in those neighborhoods, and suggested something similar for downtown. I. 8.
