PASSES Leonard Flynn said the draft Environmental Impact Report for the South Coast Rail line has been approved; one of the lines still on the table is the Attleboro Bypass route, which goes through part of West Mansfield. He said one plan also involves a third rail. Mr. Flynn said the Army Corps of Engineers will make the final decision. He said he believes the best route would be the Stoughton line. 4. Site Plan Review/Municipal Clearinghouse - 175 Fruit Street - Mansfield Animal Shelter Lou and Mary Andrews, Mansfield Shelter Friends; Mike Ahern, DPW Special Projects Mr. French explained the board will make a recommendation to the Building Inspector on the site plan and the Board of Selectmen on the Municipal Clearinghouse. Mr. Andrews explained the new animal shelter will be a 3,200 square foot, 12-foot tall, pre-fabricated steel building. There will be space for 10 dog kennels, 30 cats, an office and ADA compliant rest rooms. Mr. Andrews said they have met with the department heads, and have widened the driveway as requested by the Fire Department and fenced the dumpster as requested by Mr. Burke. Mr. Andrews said the building will be at 175 Fruit Street, on the access road to the sludge compo sting center and the existing animal shelter. Mr. Ahern said it is about 1,000 feet down the access road and cannot be seen from the street. Mr. McClanahan asked if it would be sprinkled and fire alarmed. Mr. Andrews said there will be a fire and burglar alarm, but no sprinkler. There is an existing gate, which prevents vehicular, but not pedestrian access. There are streetlights along the access road, and there will be lights on the building. Mr. Andrews said there will be no additional signage on Fruit Street. Mr. Ahem said the existing building will probably be used for storage. The clerk read memos from Fire, Conservation, Engineering and Mr. Burke. Mr. Burke explained the board has to make the finding that this is an allowed use that is not specifically defined in the Zoning By-Law, and that the proposed parking is adequate for the use. He said he thinks the nine proposed spaces will be sufficient for the use. Planning Board 2 4/3012009 ,.. Mr. Kozlowski asked if the parking schedule addresses dog kennels. Mr. Burke said that use is allowed by special permit, but is not addressed in the parking schedule. He said the closest this comes is an office or a veterinarian, which would require one space per 200 square feet. He said for a building of this size, that would require 18 spaces, which would be more than necessary for this use. Mrs. Andrews said they usually have four volunteers on duty at a time. Mr. Cleary asked if Mr. Burke's concern about the dumpster has been addressed. Mr. Andrews presented a revised plan showing the dumpster enclosure, with a six-foot chainlink fence and plastic slats. The plan also shows the widened driveway width. Mr. McClanahan asked how many more animals can be sheltered. Mrs. Andrews said there are six dog kennels now and there will be 10; they will be able to house 50% more cats, plus a playroom. She explained the new shelter will have space for quarantined animals, an infirmary, a restroom and an air quality system. Mr. Cleary asked what is done with the animal waste. Mrs. Andrews said the kitty litter goes into the dumpster. Mr. MacDonald asked if the existing building can be renovated. Mr. Andrews said it cannot. Mr. Jodice asked about funding; Mr. Andrews said the project will be privately funded. They currently have enough money to put up the shell of the building, and hope to get help in the near future for the interior construction. Mr. Annino asked how big the parking spaces are. Mr. Burke said they are 10.4 feet by 20.5 feet; the by-law requires 18 feet by 9 feet. Mr. Annino asked to have the size verified. Mr. Annino asked the width of the walkway. Mr. Andrews said it is five feet; he said everything is ADA compliant. Mr. Annino asked about stormwater drainage. Mr. Andrews said it will flow to a drainage area; Engineering has gone through the plan and approved the drainage. Mr. Burke said it sheet flows through the parking lot to a grass swale. The original proposal had been a deep basin, but this has a lower impact. He said the soil conditions in the area are excellent. Mr. Annino asked about lighting. Mr. Andrews said there will be a pole with a flood light and flood lights on the building. He said it will have to be adequately lit because the volunteers walk the dogs in the evening. Mr. McClanahan noted there are LED retrofits available for streetlights, which use less energy and light well. Mr. McClanahan asked how snowplowing would impact drainage. Mr. Burke said that is one of the reasons there is no curbing, to allow snow piling without blocking drainage. Planning Board 3 4/30/2009 1W Mr. Burke said the applicant has worked closely with staff and made all the changes asked for. Motion: To find that nine parking spaces will be adequate for the use; to send the Building Inspector a positive recommendation; and to send the Board of Selectmen a positive recommendation on the Municipal Clearinghouse (Jodice-McClanahan) All in favor. PASSES I 6. Public Comment I 7. Around the Table Mr. Feck told the board he has to resign. He said he has had a great experience on the board and thanked the members.
