Minutes of May 10, 1999
The Planning Board met at 6:30 p.m. in the Mansfield High School Cafeteria
prior to the start of the Annual Town Meeting.
Present: H. Thomas French, Jr., Chairman; Marydee Flynn, Clerk; Mark Cook;
and Thomas P. McShane. Also present was Shaun P. Burke, Director of Planning
and Development.
Motion: To support Article 24 of the Annual Town Meeting, Land Bank Article.
(McShane- Flynn) 4 -0 PASSES
In making the motion, Mr. McShane noted it is totally consistent with the open
space preservation goals of the Town's Master Plan; the Planning Board on a
weekly basis wrestles with the need for more open space in Mansfield, and
Mansfield has the smallest percentage of open space of all the toNvns in the area.
He noted that as a growing community, we're put in a position of having to pit
open space acquisition against the schools, police, fire and other public safety
needs and all other needs, and this is a mechanism that can accomplish the
acquisition of open space without affecting other at of government.
Mrs. Flynn added that the article includes provisions to purchase recreation land
and that Mr. Burke mentioned that Town Counsel Robert Mangiaratti is working
on a revision to the article. She called Selectwoman Dianne Rovle to find out
what the revision is and was told he is adding a five year sunset provision and
changing the name of it to coincide with State legislation.
Motion: To adjourn at 7:05 p.m.
