Site Plan Review — Intersection of Chauncy and Pratt Streets
David Field of the Town of Mansfield Engineering Department presented the plan
showing the proposed changes to the intersection of Chauncy and Pratt Streets to the
Planning Board in its capacity as the clearinghouse for municipal projects. He noted that
it is a confusing intersection and the Engineering Department was asked to redesign it
due to the number of accidents at that location.
Mr. Burke noted the in -house redesign is similar to what was done several years ago at
the intersection of Otis and School Streets and that it is being done with as little impact
to the abutters as possible. He also pointed out that all abutters to the intersection will be
notified of the public hearing to be held by the Board of Selectmen as Road
Commissioners.
Mr. French asked if there is sufficient room for a trailer truck to get around the corner
radius without going into the other lane. Mr. Field pointed out that the design mirrors the
other side of the road, Chilson Avenue, and they can make that turn without a problem.
He noted that the radius has been tightened up to slow the traffic down. Mr. McShane
asked if they had considered making Pratt Street one -way. Lee Azinheira, Town
Engineer, advised the board that Ptlmn. Lance Lawson, Police Department Safety
Officer, was involved in the process and recommended that it be two -way based on
( traffic counts.
Mr. McShane asked what was happening with the proposed restaurant, noting he heard it

is now being marketed as office space. He also questioned if a change in proposed use
would necessitate their coming back before the board for site plan review. Mr. Burke
advised him that there would be no further review unless there is a change in the
footprint of the building in excess of 15 percent or a change in the amount of surface to
be paved. He noted, however, that we could work with the owner to make any changes
deemed to be necessary in the reconstruction of the intersection.
Mr. McShane also asked about landscaping, noting the need to make the area more
attractive without interfering with visibility. Mr. Field replied that the plans call for
loaming and seeding, but nothing beyond that. Mr. Cook suggested the possibility of
providing a couple of planters and some shrubs. Mr. McShane noted it is a good
opportunity to make a qualitative difference in the way the town looks.
Mr. French suggested painting directional arrows on the pavement.
Motion: To send a positive recommendation to the Board of Selectmen in their capacity
as Road Commissioners for the improvements to the intersection of Chauncy and Pratt
Street according to the plan prepared by the Engineering Department with the following
suggestions:
1. The corner radius be further reviewed
2. Turning arrow(s) be painted on the roadway pavement
3. Discussion be conducted with the owner of the restaurant regarding
modification of the driveway
4. The opportunity to create an amenity for the Town be captured by providing
some attractive landscaping/plantings

Site Plan Review — 880/870A Plymouth Street — Proposed Warehouse
Sherry Clancey of National Development presented plans on behalf of Keep Your Day
Job LLC for a proposed warehouse to be located on a 125 acre parcel at the end of the
Plymouth Street cul -de -sac. Two of their lots totaling 29.7 acres within this parcel which
is zoned 1 -1 are to be used for the 186,000 sq.ft. warehouse. She explained that the
warehouse would be state -of -the -art with high bays, security and fire protection to make
it attractive to someone needing the extra height. The driveway would extend off the cul-
de -sac with a small area off the driveway for short-term trailer drop -off . The proposed
building has separate entrances which could be used for up to four tenants. She further
reviewed the proposed on -site parking, lighting, drainage, and replication of wetlands.
