➢ Letter from Stan Feck requesting reconsideration of phasing request for Woodland
Park — Mr. Burke advised the board that Mr. Feck's request is not unreasonable

47 Chauncy Street Continued Public Hearing
Paul Folkman explained that Ralph Maloon has redrafted the site plan based on the
I sketch brought to the board last month. He noted that in the interim they have met with
the soils people and obtained a bid of $10,400 to do the borings on the site. He stated
that the borings are not integral to the drainage design and they are holding off doing
them until they get their permits. He said it has been determined that the site will be
surcharged and the buildings will be put on piles.
Mr. Maloon reported that he was requested to design a drainage system capable of
accommodating a 100 -year storm event. He pointed out the landscape depression in the
front of the site and the landscaping plan on the second sheet. He reviewed the drainage
design, noting the water goes from the catchbasin into the depression, then from the
depression out to the existing outlet. Mr. French asked how the water gets from the
catchbasin to the three feet of stone underneath the parking lot. Mr. McShane questioned
whether the site could completely accommodate a 100 -year storm.
Mr. Maloon noted that unless Crocker Street is raised, there will be puddling. He said
the drainage design would help to alleviate the flooding problem in the area, but would
not solve it until the drainage is lowered or the land raised. He stated there is not enough
site differential for the water to push through fast enough. Mr. Folkman noted that they
will be keeping their water on their own property, but they cannot take care of the
problem in the entire area. He noted they will, however, be replacing a crushed pipe that
is there now. Mr. Maloon pointed out that they cannot see through the pipe, so they do
( not know how badly it's crushed and they will not be replacing it all the way to the
manhole. Dr. Tonnan asked if the town can "tv" the pipe to determine its condition.

research that went into the design to provide the type of space and amenities people in
that age group are looking for. It was suggested that any zoning amendment they submit
to Town Meeting should address how common space will be managed and refer to the
types of covenants needed to limit occupancy to people over the age of 55.
Public Comment
Leonard Flynn reported on the events of the SRPEDD meeting, at which he represented
the Planning Board.
• They are looking for a 25% increase in the per capita fee which would amount
to a $.15 increase per capita for Mansfield
• They approved Mansfield's open space priorities
• The bike path will not be funded until 2000, and they voted that anything
extended over one year will be dropped. He suggested a case be made at the
state level for funding.
Motion: To have Mr. Burke draft a letter to our state legislators.

Election of Clerk
Mr. French asked board members if they would like to elect a new clerk to the position
created by Mr. Sullivan's retirement from the board or wait until the annual

Around the Table
Mr. Burke advised the board that he is proposing to submit the amendments to the
Zoning By -law for the Annual Town Meeting. He noted that the board had previously
voted for them to appear on the Special Town Meeting warrant this past fall, but were
asked by the Selectmen to hold off until the Annual.
Motion: To submit the four articles previously approved for inclusion on the Annual
Town Meeting Warrant, adding "Light Dept., Water, Wastewater and Board of Health to
the amended Section 5.3.17.
(Dolan - Flynn) 7 -0 PASSES
Mr. French asked that further review of these zoning amendments be added to the agenda
of the February 3rd meeting.
Mrs. Flynn said she has heard that Mr. D'Agostino is going to allow the Witch Pond
Meeting of January 20, 1999
Wellsite to be used for soccer fields and asked if it is true. Mr. Burke said he was not
aware of it.
Mr. Frank asked if the Town plans to find a new source for vending machines, noting all
the machines have been removed.
Mr. McShane took exception to comments made in the Mullin Report and by Selectmen
candidates regarding the inability of industrial uses to expand their businesses due to
current zoning. Mr. Burke said he has heard the same statements, but knows of no case
where expansion has not been possible, noting recent Special Permits granted to Stop &
Shop, Eastern Container, and Cape Cod Lumber. Mr. McShane asked that Mr. Burke
draft a letter addressing these comments to the Town Manager, Board of Selectmen and
the Industrial Development Commission.
