Langmeyer, and the applicant, Ronald R. Montaquila. Correspondence was read from Mr. Maloon, as well as from the following: Ptlm. Lance Lawson of the Police Department — memo dated 9/28/99 John Sullivan, Town Engineer — memo dated 9/28/99 Steve Bishop, Acting Water Operations Manager — memo dated 9/22/99 Lt. Joe Sarro of the Fire Department — metro dated 9/22/99 Mr. Maloon presented plans for both a traditional subdivision and a residential compound, noting he would prefer to go forward with the residential compound layout. In his letter to the Board, Mr. Maloon outlined the three major issues that arose earlier in informal discussion with the Board and noted they have been incorporated into the plan. These were: road length — has been kept within the 650 feet requested 75 foot restrictive easement along Oak Street curvilinear design of the road, with grading and planting, to screen the site from Oak Street 3 Meeting of October 6, 1999 Board members offered various suggestions to Mr. Maloon regarding open space ( on the site, including the extension of the open space area along all abutting residential property. It was also suggested that the roadway be reduced in width when the definitive plan is drawn. Also discussed was the layout of Oak Street differing from the actual location of the roadway, with methods being discussed to correct it in the development of the site. At the conclusion of discussion, direction was given to Mr. Maloon to proceed with the design of the residential compound layout, with Board members reminding Mr. Maloon that their favorable review of the preliminary plan does not obligate them to approve the definitive plan. Plvmouth Street Site Plan Review — Bristol Builders /Ship of Fools LLC Mr. Maloon presented the site plan for the Board's review on behalf of the applicant's engineer, Mike Trowbridge. The site plan showed a 17,500 sq.ft. metal building on a 3.49 acre parcel located on Plymouth Street. The proposed use is a building trade /craft shop. Mr. Trowbridge's letter was read, outlining the changes made as the result of input from Town department heads, and comments from the following were read: John Sullivan, Town Engineer — Memos of 9/1/4/99 and 9/21/99 Shaun Burke, Planning Director — Memo of 9/22/99 Motion: To continue the Site Plan Review until November 3, 1999 at 8:30 p.m. (McShane- Frank) 6 -0 PASSES Around the Table Mr. Burke advised the Board that the Selectmen have requested a brief meeting with them next week to discuss retail use in the Industrial I zone. Following a brief discussion, members agreed on their need to discuss the issue as a Board prior to meeting with the Selectmen and requested that they not be put on the agenda until after 8:00 p.m. At that time they would send up a representative to discuss the Planning Board's position on the issue, while the remaining members continue to work on zoning issues at their scheduled workshop meeting. Mr. McShane suggested the need to review the definition and standards for "Residential Compound" in light of the fact that the Board is consistently exceeding the number of lots allowed. Mrs. Flynn suggested this be added to the Planning Board Worklist. 4 Meeting of October 6, 1999 Motion: To adjourn at 10:55 p.m. ( (Frank- Dolan) 6 -0 PASSES 111,3 9 Signature' of Clem Date of Approval Next Meeting: October 13, 1999 Meeting of October 6, 1999
