PASSES Minutes of September 10, 1997 of the roadways or asking for additional houses, and it might therefore be possible to modify the conditions of the permit without a public hearing. If the Board feels that it's important for the residents to have a say as to whether the roads get topped or stay at binder, then a public hearing should be held. Mr. Folkman next requested a granite curbing waiver for Homefield Estates to match the curbing within Massapoag Estates where monolithic Cape Cod berm is used except at the entrances and end of the cul -de -sacs. Mrs. Flynn asked how much of the roadway would be Cape Cod berm, to which Mr. Folkman replied there would be three houses on each side of the roadway, approximately 600 to 800 feet. Mr. Burke pointed out that the Board would need to entertain a written request and make a finding that the waiver is in the interest of the Town, take a form l -rote on the waiver request, and file any such decision with the Town Clerk. Mr. Dolan stated that he has talked with the DPW Director and has been told that plowing is easier with the monolithic berm. Mrs. Flynn asked that the minutes reflect that site does not feel it is in the Town's best interest to grant the waiver requested. Mr. Sullivan noted his belief that this is something that should have been done during the permitting process. Mr. McShane said that he does think it's in the Town's best interest, but also believes it should have been done during the permitting process. Mrs. Flynn suggested that it would be best to actually look at the plan and see what they're being asked to vote on. Other Board members had differing opinions as to whether or not they were certain about what was being requested. Mr. Folkman said that it was done so long ago that he doesn't remember why it wasn't requested at the time. Mr. Burke agreed to bring all the pertinent information to the next meeting for review. Around the Table Mrs. Flynn commented that she's noticed how nice the new concrete sidewalks look that the Town is putting in and thinks it's an item which should go on the Planning Board worklist for discussion and consideration. She also mentioned that she's been asked by residents about a group home that is being proposed on Highland Avenue. Mr. Burke noted that it is an allowed use. She also pointed out to other Board members that the newspaper article each of them received tonight was the article she had mentioned the week prior and suggested that the Planning Board send a letter reinforcing the Master Plan Committee's position on sewer extension. A brief discussion ensued regarding Mansfield's role in a regional sewer plant and the Board's concern for the Town Engineer's need to be aware of the Master Plan recommendations regarding sewer extension. Mr. Burke suggested that the Planning Board send a letter to the Board of Selectmen requesting a meeting with them, with the Town Manager and Town Engineer also in attendance, to talk about the sewer extension policy. It was also suggested that a copy of the letter be sent to Mr. Boucher and Mr. Azinheira. Mr. French discussed the agenda for next week's workshop, asking for the Board's input as to whether it would be advisable to reverse the scheduled order of workshop topics and 4 Minutes of September 10, 1997 ( discuss zoning articles first in light of a Special Town Meeting coming up. Board members agreed that it would make more sense to discuss zoning amendments at the workshop scheduled for September 17th and postpone Subdivision Regulations to October 1st.
