5. Memo from Planning Board to Board of Selectmen RE: Adult Entertainment
Mr. Burke told the board Attorney Volterra had drafted an adult entertainment
liquor license regulation with a different set of standards from the regular
liquor licenses. He said he recommended the Selectmen go ahead with a
public hearing for the regulation as soon as possible, as it does not have to go
to Town Meeting. He has not heard any comment back from the Selectmen.
3. Around the Table
Planner Penney reminded the board the Selectmen would be discussing the capital
plan at their meeting and said he thought the relocation of Town Hall is a good
idea. He said keeping Town Hall downtown will help stabilize the area and that
the central fire station should also be kept downtown. Planner McShane agreed.
Planner Flynn suggested sending the Board of Selectmen a letter saying the
Planning Board feels the central fire station and the chief's office should stay
downtown.
Motion: To send the Board of Selectmen the above letter, emphasizing the
central fire station should remain downtown in order to maintain the
vitality of the area and to make records and personnel more accessible.
(Flynn- McShane) All in favor. PASSES
Planner Flynn asked if the board could require applicants for adult entertainment
special permits to list all owners, managers, and parties of interest on the
application. Mr. Burke said he would work on a separate application from the
adult entertainment special permit application and add that requirement.
Planner Flynn asked that the paragraph about front yard parking which had been
omitted when the zoning by -law was recodified be added to the work list. Mr.
Burke told her it had been added.
Planner Bonda asked if Mr. Burke had heard back from the Building Inspector on
the School Street day care center parking issue. Mr. Burke told her Mr. Cook had
planned to get in touch with the owner, but has not heard back on it.
Planner Bonda asked about the landscaping at the soccer bubble. Mr. Burke said
he would be meeting with the owner and the Building Inspector next week to
discuss the plans for that site.
Mr. Burke told the board he had looked into Norton's water connection policy and
found it limits connections, though the town has no official policy, which can
leave some homes in subdivisions on town water and others with private wells.
He added it has not been challenged. Planner McShane asked if there was a way
to do something like that sensibly, which would not be under zoning and would
therefore not invoke grandfathering.
Clerk Sullivan said he plans to be at Special Town Meeting and would fill in for
Chairman French.
Chairman French asked about the progress at Massapoag Estates. Mr. Burke
explained the developers are working with their fourth paving contractor and
have been made aware the article to take their surety is still on the Special Town
Meeting warrant because of the incomplete items.
