He stated that the drainage area had just been hydroseeded and was not yet stabilized. It was his belief that the balance remaining would be sufficient to cover any additional expenses. Mrs. Flynn expressed concern about the problems which had already been encountered and questioned whether $57,000 would be enough to cover unforseeable situations. The new building similar to the one they are presently in. The challenge 4 depth issue which makes it difficult to allow for the size of the building and adequate parking. He pointed out the problem they are encountering in designing parking in front of the building and stated that he is not happy with the front landscape buffer as it is shown on the plan. Mr. Folkman stated his desire to replace the straight row with plantings in clumps, adding boulders and perhaps birch trees to make it more attractive. He pointed out the Zone II line and stated that it had been located as accurately as possible. Mr. Folkman was advised that while it is important to have a visual buffer for homes across the street, the by -law addresses only the density of plantings and not the design. Ralph Maloon of RIM Engineering explained that on the 1988 site plan there was a ditch on site and that the drainage has since been revised. The current plan shows the drainage in place. He pointed out that there would be no construction in Zone II and that parking was originally designed in front of the building with a 14 foot lane. The parking plan was re- designed on the recommendation of Lance Lawson. The location of handicapped parking was discussed, with Mr. Maloon stating that he had called Boston and was told he couldn't put it in front with parallel parking. This resulted in relocating the handicapped spaces to 100 feet away, which does not make any sense to him. He further stated that he has gone from a_14 foot to an 18 foot travel lane due to the inability to have parking in front of the building. He would need to go 4 feet into the buffer in order to get enough room for the handicapped spaces in front of the building. Several alternatives were discussed, none of which seemed to be viable. Drainage issues were also discussed and the existence of an oil /water separator was confirmed. Mr. Sullivan read all comments and suggestions received from various department heads and each concern had been addressed on the revised plan. Parking remained an item of further discussion, with Mr. Penney stating that he was sorry to see the travel lane so wide and that he would prefer to see diagonal parking rather than perpendicular. Mr. Folkman stated that they would rather see parking in front and suggested that they could work on it if they were given some leeway. Mr. French suggested they look at a 60 -70 degree angle for diagonal parking. Mr. Sullivan asked about the possibility of banking land to be reserved for additional space if needed. Mr. Burke suggested that they could instead propose phased parking. In considering parking requirements, Mrs. Flynn asked what other types of companies would be occupying the building. Mr. Folkman said that currently a fire restoration business, and electrical company and two other small businesses have expressed interest. She also asked the height of the building and was told that it would be less than 45 feet. She asked if Mr. Folkman planned to put a sign for his own business out at Oakland Street with the other signs. He said that the Depot has a permanent easement and that the National Lumber sign is there as a courtesy. There are no changes planned to that area. Mr. Burke said that he is waiting for the Attorney General to approve it before sending a letter to abutting towns. Mr. Penney commended Mr. French on the letter sent to the School Department regarding the fuel storage tank at the High School. He also stated that he would like to use the meeting posted for October 30, 1996, to work on revising the subdivision regulations. Mrs. Flynn asked if there was any update on the contamination at Clemmey Tank. There was nothing new to report. Mr. Dolan said that he would like to take a look at changing the filing fees for residential and cluster subdivisions at the meeting October 30th. Mr. Penney agreed that more incentive is needed to go with cluster development. Mr. Dolan also requested an update on the vegetative buffer which was a condition required on the site plan for Old Colony Motors. Mr. Burke responded that it is presently an issue being contested with the Building Inspector. Mr. French reported that Andrea Bonda has resigned from the Planning Board and that she stated to him she will be calling members individually. He requested that a letter be sent to her, thanking her for her service. Mr. Burke reminded board members that he would like their comments regarding the Master Plan update. Mrs. Flynn asked if there could be a moratorium on the siting of antennas until the Board can address the issue. Mr. Burke said that we can go back to the next meeting with an amendment to the by -law, but that a moratorium would not be possible. Mr. French suggested that the Board choose two or three items to work on for the next Town Meeting. Adjournment Motion: To adjourn at 11:18 p.m. (Penney - Sullivan) All in favor.
