Preliminary Plan Review - Gordon Court Extension (Robinson Pond Heights) Ralph Maloon, RIM Engineering, presented a plan for a five -lot preliminary subdivision with a road from Williams Street to Gordon Court. Mr. Maloon said the plan could be done as a residential compound with the same number of lots. He said if it couldn't be connected to Gordon Court, he could do a cul -de -sac at the end of the proposed Gordon Court Extension. lvh•. Maloon said he would need a waiver for the radius at the entrance. Mr. Maloon told the board there is a bit of land at the end of Gordon Court that developer still owns, and was unsure if there would be a problem with using it. There are two catch basins at the end of the driveway because of a low point on Williams Street. Mr. Maloon said with the Williams Street bridge project, the street will likely be altered somewhat up to the proposed entrance. The clerk read the department head comments. Board Comment Mr. Burke said he had not heard from any abutters on Gordon Court, so he did not now how they felt about connecting the roads. Clerk Sullivan asked what the maximum slope on the road would be. Mr. Maloon explained it is currently at five percent and would remain so, but could go to six percent and blend better with the abutters property lines. Clerk Sullivan asked if soil testing had been done. Mr. Maloon explained that because the site is heavily wooded, he has not been able to do soil tests yet. He added He had oversized the infiltrators, and that depending on the soil tests, if the board wanted all the water to go into the ground at the same place, it would be comparable in price to an oil/water separator. However, he said he would rather have the two oil/water separators to put water into the ground at two points. Clerk Sullivan and Chairman French agreed. Planner Bonda said she would prefer the proposed road be made a through way. Planner McShane said he liked the residential compound idea. Mr. Burke said if the plan is done as a residential compound, it would be a private way and the town wouldn't own or maintain it. He suggested in that situation, it should be a dead end with a utility easement to connect electricity and sewer to Gordon Court. Mr. Maloon said his client is considering the residential compound option. Mr. Burke encouraged that option and suggested it would keep the houses on the flatter part of the site so the lots drain into the pond more slowly. He added as a residential compound with all the houses on one side of the street, everyone would have a pond view. Clerk Sullivan said he would consider allowing a six percent grade on the road to ease the slope for the abutters. He added two drainage systems would be better because they would better duplicate the existing conditions. Motion: To approve the preliminary plan with all department head comments addressed. The board is receptive to the reduction in the right -of -way radius to 20 feet due to an existing easement. The board is receptive to increasing the grade from five to six percent to minimize the road cut and the effects on the abutters. Soil testing is to be done at the location of the infiltrators. The board strongly urges the applicant to consider a residential compound as a private dead end street with a utility loop to Gordon Court, and failing that, that all measures be taken to make the proposed Gordon Court Extension a through way. (Sullivan - Bonda) Planner McShane said he did not know the benefit of a through street when the fire chief said a cul -de -sac would not be a problem. Clerk Sullivan suggested it would be a second means of access and may relieve some of the traffic on Tremont Street. Planner Dolan said the police and fine departments should have better access. Clerk Sullivan suggested there could be two back to back cul -de -sacs with an emergency access between. Planner McShane was concerned making it a through way would radically alter the existing Gordon Court. Mr. Burke said he had spoken with the Gordon Court developer who said the buyers knew the road may go through at some point. He said as a through way, it would reduce the need to leave one subdivision to go into another, making it safer for pedestrians. All in favor. PASSES 7. Around the Table Planner McShane asked for an update on Garden Street and W6eaver Lane. Nh•. Burke said he had not heard from Attornev Mangiaratti on Garden Street. Weaver Lane has been marked by Dig Safe, and Ndr. Burke met with the developer, contractor and town staff to discuss the project. It will be marked and cut this week and completed by nest week. Chairman French asked about progress on the Massapoag Estates drainage ditch. Mr. Burke said he received a letter from Nir. Nfaloon saying the calculations had been done under the old regulations and the changes to the drainage area cancel one another out. Mr. Maloon is concerned additional changes, such as bringing out the toe of the slope, will decrease capacity. Mr. Burke said he would forward Nir. Maloon's letter to the Town Engineer for cornruent. 8. Adjournment Motion: To adjourn at 9:15 P.M. (Dolan- Sullivan) All in favor.
