Public Hearing Continued - Eistfield Village The clerk read new correspondence. Mr. Folkman said he had received the water report on Monday, July 31, 1995 and had been trying to get together with Dave Archard, could not, and was not prepared to discuss the water issues. Regarding blasting, he said there were many more houses within the 1000 feet range than he had expected. He requested a continuance until August 23, 1995 so he could talk with staff about the water issues. Motion: To continue the public hearing until August 23, 1995 at 8:00 P.M. and continue the Planning Board's final action date until October 5, 1995 (Bonda- Flynn) All in favor. PASSES 4. Discussion with Massapoag Estates Residents Joe Monaco, Elyse Road, said he and his neighbors are concerned about safety issues of the drainage area behind their homes. He said the slopes are unsafe, especially for children, there are open outlet pipes and liability and usability issues for the residents. He said he would like to have the stone trench at the bottom of the drainage area moved back from the properly lines and the toe of slope brought toward the lots, and suggested lvh•. Bonvie should do the work, since he is currently working on the site anyway. Chaiinan French asked Ralph Maloon, RIM Engineering, to explain the trench. Mr. Maloon explained it is a detention area designed for the 100 -year stone, approved under the 1986 regulations, and at that time a major study was done for this and several other proposed subdivisions. The clerk read correspondence from department heads relating to the drainage area. Board Comment Planner McShane asked how well the drainage area works. Mr. Bonvie told him the area was dug out five or six months ago and most of the material was used within the subdivision. He said because he was off on the bottom grades, there has been some ponding. After receiving calls from the abutters, Mr. Bonvie changed some grades, and when Mr. Clifford and Ibh•. Burke visited the site found the outlet of the pipe was high and the bottom of the ditch was raised two feet. Mr. Bonvie was concerned raising the area more would impact its storage ability, adding that with the pipes already installed, he really couldn't change the bottom anymore. Planner McShane asked if raising the bottom compromised the basin's detention capacity. Mr. Maloon said it had not, and the detention area is still capable of the 100 -year stone adding that it was approved using a different method of figuring runoff and the original study may be conservative. He said the steepest slope is 3- 1. Mr. Bonvie explained the 4 foot stone trench at the bottom is set for the middle, and was concerned about erosion if it were placed on the side of the trench, though the loam on the slope will be screened and seeded. Planner Dolan asked about the maximum depth of water in the drainage area. Mr. Maloon said there is an emergency overflow for the water. Chairman French asked if it would work if the trench was installed on the side and the slopes brought down. Ivh'. Maloon explained some storage would be lost. Charles Geis, lot 79, said he had measured the trench when it was brought up two feet and it also widened the trench two feet. He was concerned about the safety of the pipes going into the oil /water separators. Mr. Bonvie said lie was willing to add bars over the moutlis of the pipes. Planner McShane asked if storage is lost, will there be flooding in the subdivision or outside the site? Mr. Maloon said the water would not back up onto the site - the impact would be downstream. Chairman French explained the board is in a tough spot on the issue since the plan was approved by a previous board and the detention area is built according to plan. He said the board is sympathetic to the residents with problems, but asked them to consider the detention area was designed for storage and that function needs to be maintained so as to not flood downstream residents. He suggested shifting the center line of the swale and flattening the slopes. Mr. Maloon said he would check. Mr. Bonvie was concerned about having to redo the flared end pipe if the stone trench is moved, and said he did not think it would help the situation. Planner Flynn said because of the potential magnitude of changing the drainage in the subdivision and downstream, she thought it should be left as approved other than some aesthetic modifications for the abutters and staff. Planner McShane said the storage couldn't be compromised any more than it has been, but said moving the trench away from the houses to get a more gradual slope should be explored. Mr. Bonvie said that could be looked at,_but was concerned the residents want the slope lowered, which would lower capacity. Chairman French asked if he was willing to look at moving the trench and flattening the slopes. Mr. Bonvie said yes. Chairman French asked if it turns out the slopes can be flattened, could he do it? Ivh•. Bonvie said yes. Ivh•. Monaco was concerned the situation would drag out longer than it already has. Planner Flynn reminded the audience Mr. Bonvie is not obligated to do anything and was trying to help the abutters. 2. Correspondence Continued 14. Minutes July 12, 1995 Motion: To approve the minutes as written (Flynn- Bonda) Five in favor. One abstention. PASSES 15. Minutes July 19,1 995 Motion: To approve the minutes as written (Dolan - Bonda) All in favor. PASSES 16. Letter from Maystar RE: Branch Street residential compound 17. Memo from Ivhr. Burke RE: Weaver Lane 5. Master Plan Discussion Chairman French told the board he had gone to the Board of Selectmen's meeting to explain the make up of the Master Plan Committee and Master Plan Advisory Committee and thought he was received favorably. Selectmen Pasquale had asked if a limit on the number of members would be set for the citizens' advisory committee. Chairman French told him they would have to meet and see who - -- attended. The selectmen asked the board to wait until the end of August before - -- asking for a Board of Selectmen representative. Chairman French asked what the board wanted to do until the rest of the Master Plan Committee is formed. The board discussed advertising for the citizens at large until September 20, interviewing on September 27, and waiting on the content until the whole committee is seated. Motion: To advertise August 18, 1995 through September 15, 1995 in the Mansfield News and on cable with an application deadline of September 20, 1995 and do interviews September 27, 1995. (McShane- Dolan) All in favor. PASSES 6. Around the Table Planner Flynn said the board should consider the detention area problems at Massapoag during the next subdivision that comes up. Planner Trombetta asked if underground systems are feasible. Planner Flynn said Mansfield has primarily high ground water, and suggested in a similar situation perhaps the land wouldn't be developable. Planner McShane said under the Wetlands Protection Act, covered culverts were not allowed because of access problems. Planner McShane said the board should get in touch with the Franklin Town Manager on impact fees. _( Motion: To find out if the Board of Selectmen have responded to Wolfgang Bauer's invitation to get together with several towns to discuss impact fees. If they have not, call him and let him know the Planning Board is interested. Get in touch with the Local Affairs Committee to let them know Mansfield is interested in any future meetings on impact fees. (McShane - Bonda) All in favor. PASSES Chairman French said when he visited the Board of Selectmen, the Branch Street residential compound was brought up. Selectmen Pasquale asked if the fees should be reexamined. Planner McShane said maybe they should be, if the residential compound works out to be so much more than a traditional subdivision. Planner Flynn said the residential compound was supposed to be a better alternative for everyone than the traditional subdivision. Planner McShane said if that is the case, shouldn't the fee structure for the residential compound be less? Planner Flynn said she assumed it was, but a plan hasn't had that much extra open space the developer of the Branch Street site would be charged for. 7. Adjournment Motion: To adjourn at 10:05 P.M.
