Bonda Acting Clerk
(Dolan - Flynn) All in favor. PASSES
The board discussed the Town Manager's plan to relocate
several town offices. Mr. Williams said these were hard
issues, and he had considered them and decided to move ahead.
He explained the move was an effort to deal with in -house
goals and objectives that vary from year to year and was
precipitated by the failure to adequately fund services. He
placed the emphasis on "reorganization" and said he hoped it
would improve staff communications. Mr. Williams told the
board he was aware of its concerns, but the decision had been
made and was not reviewable. He had spoken with counsel, who
said the move is not a policy decision of the Board of
Selectmen, but an administrative decision of the Town Manager.
He added town staff may be in the same building within a year
of the start of renovation at the Park Row School.
Mr. Williams said he had placed articles on the Special Town
Meeting warrant within the Annual Town Meeting to fund a
Master Plan update ($24,000) and an impact fee study
($15,000). He said the Board of Selectmen would work closely
with the consultant on the impact fee and capital plan.
