Mr. Trowbridge explained the Board of Health requires everyone to tie into sewer unless the board feels it economically unfeasible, which they did not feel about this project. Mr. Burke suggested it may be beyond the scope of the Planning Board's authority to get into off -site improvements and said the board could send the Board of Selectmen a letter asking them to consider hooking this subdivision to the Mill Farm subdivision up the street. Board Comment Planner Flynn said she was concerned about the right -of -way being forgotten about. Mr. Trowbridge assured her that would not happen because this piece of land is in land court. Planner Bonda asked about keeping the road open during construction. Mr. Trowbridge said all the department heads he had spoken to said it would be impossible. They agreed, however, to do the work during the summer when there would be less school traffic. He added he would be in touch with the schools to find out their summer schedules. Acting Chairman Sullivan stressed the importance of having all the materials on site before beginning construction. Acting Clerk French asked about the 10 foot sidewalk easement to be granted to the Town of Mansfield. Planner Flynn asked what provisions would be made for the alleged gravesite. Mr. Burke said he and Kate Viens, Historical Commission Chair, planned to walk the site when the snow melts. He said he had been told the site was in the back corner of lot 11 , and since the lots would not be on septic and the alleged site was not in the roadway, construction activity could occur without disturbing anything until that lot is developed. Motion: To close the public hearing (French - Flynn) Planner Flynn asked if the Engineering Department had seen all of the updates to the plan. Mr. Burke said Mr. Trowbridge would be making some drafting changes to the plans, but nothing major. Planner Flynn added she was concerned about the depth to ground water. Acting Chairman Sullivan suggested the installation of a monitoring well a condition of approval. He would also like to make working out the bus schedule for construction and making sure all materials for construction are on site prior to beginning conditions of approval. All in favor. PASSES 4. Public Hearing Continued- Eastfield Village Chairman McClanahan returned at this point. The clerk read new correspondence from the Engineering Department regarding the necessity for a looped 12 inch water main up Stearns Avenue. Also read was a letter from Tata and Howard, the town's wager consultants, saying they had reviewed the impacts to the water system and estimated the fire flow at peak hours. The conclusion was that the pressure regulations would not be met, and pressure in Massapoag Estates across Maple Street would be adversely effected. Paul Folkman said he had received the water letter that afternoon and was not yet prepared to comment. He requested water issues be discussed at the next meeting. Ralph Maloon, RIM Engineering, said he had pulled the road over to solve the length problems, and it was now just short of 1,200 feet. He said the Engineering Department had requested a pipe in the drainage easement through the abuttors into the existing wetlands. Mr. Maloon said the closest wetlands were 300 feet away and the easement would follow the existing swale. He said the drainage system is designed for at least the 75 -year storm, adding the test hole dates to the plan and got the Health Agent's groundwater adjustments. Mr. Maloon provided the board with updated school figures. At the last meeting, the board had discussed providing a road stub to George Covett, which Mr. Maloon said was not on the plan at the request of the owner of that part of the site, Ralph Fram. He added the applicants are not opposed to providing the road stub. Mr. Burke said the Planning Board has the ability to require an easement be put on the plan, but Could not make the owner deed the easement to anyone. Public Comment gancy Richardson, 23 Lewis Road was concerned about the effects of blasting and radon resulting from it. Mr. Folkman said the company they use does a pre -blast check of surrounding houses and any damage would be covered by the blaster's insurance. He said he would check with the blasting company about the radon issue. Mr. Maloon said he didn't think they would have to blast at all. Ellen Gleason, 14 Lewis Road asked to be informed of the test hole results, and was concerned about the blasting and wetlands. She also asked a traffic study be done. Phil Gengera, 5 Lewis Road, asked where the water would run off to. Mike Campbell, 6 Lewis Road, asked if their radon levels went up and detection units became necessary, who would pay. Mr. Folkman said he did not know. Mrs. Gleason was concerned about the aesthetics of the site during construction. Mr. Folkman said he would answer any questions Mrs. Gleason had about the soils conditions. He said he had spoken with Mr. Fram and suggested a letter from the board about the importance of the easement may help. Mr. Folkman requested he not be required to do a traffic study because one had recently been done at Massapoag Estates and the traffic is not bad enough to warrant steps like signalization. He said he would take the neighbor's names and contact Atlantic Blasting about their radon insurance coverage and would send copies of any correspondence. Board Comment Planner Bonda asked what the new road length was. Mr. Maloon told her it was now 1,199 feet. Planner Bonda said that was not acceptable, and at a minimum, the board should request Officer Lawson do a traffic count. She also urged the neighbors to follow the blasting process carefully to protect themselves. Clerk Sullivan asked about an easement on Maple Street for a sidewalk. Mr. Maloon said that was acceptable, but he hadn't put it on the plan. Mr. Folkman said they were working on the island landscaping at the subdivision entrance and the shape of the detention basin. Planner French suggested trading sidewalks on both sides of Nicole Road for a sidewalk on Maple in front of the project. Chairman McClanahan was concerned Maple is a scenic road and a sidewalk would go nowhere. Mr. Burke said that may be true now, but it could be connected with another project in the future. He added there may not be room in the Maple Street right -of -way for a sidewalk. n Mr.. Burke suggested sizing the retention basin for the 110 - year storm rather than following the Engineering Department's request to send the flow into the wetland. If the water is put right back into the ground, they wouldn't have to worry about bringing it to the wetland through he abutting properties. Planner Flynn asked if during the 25 -year storm the water would overlow the easement and be dispersed. Mr. Maloon said that would happen so the water flows across a larger area, avoiding erosion. He said it would flow the same route with a reduced rate of runoff. He added if he pulled the road back any further, it would go through the wetlands or Covett's land Motion: To send a letter to Mr. Fram encouraging him to grant the easement for a future road stub for the extension of the way.
