board met to decide whether to amend 1993's decision for the
developer to install booster pumps in all homes or agree to
the allow the developer to install pumps in the homes that
need them now, then the homes that need them after the
subdivision is built out.
Public Comment
Steve Cummings, 11 Donald Allen Drive, said he was concerned
with fire flow and asked if the manpower and equipment would
( be available to put the dual hydrant system into operation.
Mr. Burke said he had spoken with Deputy Fire Chief
Bellavance, who said his department would use mutual aid.
Frank DeMarco, Elyse Road, asked if the fire chief would be
willing to attend the next meeting to discuss fire flow.
Linda Downey, 23 Patty's Road, said her home had not been
pressure tested. Mr. Burke said the Engineering Department
did tests at the hydrants and the plumbing inspector does
individual tests before a certificate of occupancy is issued.
He told her individual homes had not been tested since
certificates of occupancy were granted.
Mrs. Downey asked the completion date for the installation of
the pumps. Mr. Burke told her the project lost its zoning
protection in August, and according to Subdivision Rules and
Regulations, once the developer posts surety, he has two years
to complete all improvements.
John O'Neil, 30 Elyse Road, asked why one pump was not
installed in the road. Chairman McClanahan told him a central
pump would require high maintenance and would be a high
liability to the town. Mr. O'Neil asked why the homeowners
should be exposed to that liability. Planner Annino explained
that it was the responsibility of the developer and builder to
deliver adequate water pressure, not the town.
Board Comments
Planner French said he would like to adhere to the original
agreement of October 1993 and have the developer install
individual pumps. Clerk Sullivan, Planners Annino, Flynn and
Trombetta agreed. Planner French suggested asking the
plumbing inspector, Water and Engineering Departments to
critique the pump specifications received from the developer.
Motion: To find the developers in default of Condition 10 of
the October 1993 modification decision and give them
60 days to install individual water pressure booster

Joan Habeeb, 449 Mill Street, said she h.as a water problem
and was concerned the development may make it worse.
Mr. Trowbridge said the proposed subdiv:ision will pick up
75 percent of her runoff. He said the developer is
willing to give her an easement onto Lot A and provide a
pipe she can hook into with a catch basin.
Acting Chairman Annino asked if the developer would supply
the catch basin and connection. Mr. Trowbridge said it
would be.

traffic study.

regarding future extension of Cedar Ridge Lane be at the

of the soils and reiterated her suggestion for a

the same number and type of tree as the original plan, but
