2. Discussion of Subdivision Rules and Regulations
yr. Burke had prepared and sent members four recommended
amendments to the Subdivision Rules and Regulations.
The first involved preliminary plans. There had been some
discussion among the board that because the town's regulations
went well beyond the state's and therefore may be difficult to
defend in court, perhaps Mansfield's regulations should
reflect only what the state requires.
Planner Flynn said she agreed. Chairman McClanahan suggested
leaving what the town has now would allow the Planning Board
to get more information than the state requires.
Planner French suggested "strongly encouraging" the developers
to include the extra information on preliminary plans in an
effort to generate dialog about what the board would like to
see. Planner Annino agreed in theory, but said he was
discouraged because there is very little give and take between
developers and the board. He said he felt recently submitted
plans were of average quality and had no aesthetic value.
Planner French said he would like to encourage cluster
development, but understands the expense and risk of the
special permit process.
Planner Bonda suggested trying to change the requirements at
the state level. Planner Flynn asked sir. Burke to speak with
Representative Barbara Hyland and Sharon Wason, the American
Planning Association's legislative liaison.
In the short term, Planner French introduced the idea of
giving bonuses such as additional lots or lower fees for good
aesthetic design, connections that work, etc. Planner Annino
agreed.
Motion: To use the state requirements for a preliminary plan
submission, adding the applicant is strongly urged to
supply additional information requested by the board
as a way to encourage dialog with the Planning Board.
(French - Bonda) All in favor. Passes.
Planner Flynn asked why abbuters were mentioned in Section
3.2.1, since abbuters are not notified at the preliminary
stage. She suggested running some sort of notice in the
newspaper regarding the preliminary meeting.
Motion: To advertise informal informational meetings regarding
preliminary plans in the newspaper and on cable.
(Flynn - Bonda) All in favor. PASSES.

Committee, Robert Nash, withdrawing the application for a
special permit.

4. School Street /Otis Street /Whitetail Lane Intersection Revision
The clerk read a memorandum from Town Engineer Bob Swanson and
showed the board a sketch of the revised intersection. The
radius has been pulled back on the north side of the
intersection, and the island on the south side has been pulled
back to open up the approach from Otis onto School.
Motion: To give a positive recommendation on the revised plan.
( Annino- Flynn) All in favor. PASSES.
2. Discussion of Subdivision Rules and Regulations Continued
j Mr. Burke's second recommendation concerned street acceptance.
He suggested moving all of the regulations into one section in
the by -law and putting into the regulations what has been
Planning Board practice. He also reminded the board of its
recent policy change regarding street acceptance and asked if
that should be included in the regulations
Motion: To leave the text the way it is and move what is
necessary for clarity.
(Flynn- Bonda) All in favor. PASSES.
Mr. Burke's third recommendation involved sight distance. He
asked if the board wanted to require a sight distance plan.
Motion: To require a sight distance plan and an explanation of
how the sight distance was arrived at.
(Annino- Flynn)
Planner French suggested making 250 feet the minimum sight
distance, than using the ASHTO regulations. Mr. Burke said he
would check into using part of the ASHTO table. Planner Flynn
asked when the ASHTO regulations were done.
Motion and second withdrawn.
Planner French said he was concerned with the corner sight
distance requirement of four and one half feet. He asked if
that would be too high when sitting in a car. Clerk Sullivan
said that was the standard.
The fourth recommendation concerned width of a travelled way.
Mr. Burke suggested narrowing the minimum width, which would
slow traffic and save the town money in plowing and repair.
He also suggested widening the grass strip between the street
and the sidewalk.
Motion: To make the minimum paved width requirement in line
with the use of the road. (Sullivan- Flynn) All in
favor. PASSES.
The workshop will be continued on July 27, 1994 at 8:30 P.M.
