Burke, Director of Planning and DevelopmL! T' Shaun 1. Meeting called to order at 7:30 P.M. 2. Discussion with Engineering Department Regarding the Otis Street /School Street /Whitetail Lane intersection, Town Engineer Bob Swanson presented his plan for improvements. After discussion with the board, he offered to return with revisions. Regarding the request of Jack Smith to use polyethylene plastic pipe in the Hodges Brook Estates drainage, Mr. Swanson said it had been used in town and the state highway department accepts it as an alternative to concrete pipe. He said the pipe is lighter and therefore easier and safer to handle than concrete, is more water tight, lasts longer and is of the same strength. However, he said it would require more work to install. He suggested asking for an extended warranty on the pipe. A representative of the pipe company said the product comes with a 25 -year warranty. The board requested an opinion on the pipe from Subdivision Inspector Dan Clifford. Motion: To allow the use of polyethvlene pipe in this instance with proper embedding per the manufacturer's instructions and with the use of a water tight joint. If gravel is used to install the pipe, a sieve analysis will be done. (Sullivan - Flvnn) All in favor. PASSES. 3. Public Hearing Continued - Cobbler's Corner Definitive Subdivision Ralph Maloon, RIM Engineering, presented the plan for a 19 -lot subdivision off of Willow Street. He presented revisions to the plan and responded to a letter from abuttor Carole Andrews regarding concerns about drainage. The applicant, Allen Willis, said he thought the town had an easement on the opposite side of the road, and that he would be willing to do a sight easement. Clerk Sullivan said the easement should be shown on the plan. The applicant requested a waiver on the detention area, which is less than 100 feet from the property line, but said its location is the best and flattest on the site. Board Discussion Planner Bonda had no comments. Planner Flynn said she was concerned about the easement along the back of Lots 11 and 12, and said there should be a better buffer along the back of the lots abutting Route 140. Clerk Sullivan asked if Mass. General Law required a letter from the Board of Health on the septic system. Mr. Burke told him that board has 45 days to comment. Without comment, the plan is deemed approved as submitted. Clerk Sullivan requested the wetland line be reestablished. Planner French asked how much drainage from off site flows onto the site. Mr. Maloon said the site takes state drainage. Planner French said he was concerned about how much water would be put into the stream. Mr. Maloon told him he would calculate that volume. Chairman Madan asked if the test holes had been witnessed by any town officials. Mr. Maloon said they had not. The chairman then asked if Health Agent Scott Leite had provided an adjustment figure for the detention basin. Mr. Maloon said Mr. Leite had done an adjustment of 16 inches for the holes in the road, but not for the detention area. Planner Annino asked why the waiver for the detention basin should be granted. Mr. Maloon responded that by using the proposed area, the natural trees would be left in place and the soils would not be disturbed. He said the sluiceway is a buffer to any impact the storage may have on other areas of the site. Mr. Burke said he was concerned about the Police Department's request for a sidewalk in front of the site, when the rest of Willow Street does not have sidewalks. He said it was better to have an attractive detention area like the one proposed than just a hole in the ground surrounded by a fence. He said wetlands already exist on abutting properties and the visual impact of the proposed detention area would be minimal. Planner Flynn asked about open space lots. Mr. Maloon said they would consider it. She suggested setting aside some of the land as a conservation easement. Mr. Willis said the conservation land currently there is used for parties and dumping trash and he thought parcels in private ownership would be better controlled. Gerrin Bresnick, Mr. Willis' attorney, suggested a conservation restriction on the property owners' deeds. Motion: To continue the public hearing to Wednesday, June 22, 1994 at 9:00 P.M. (Annino- Sullivan) All in favor. PASSES. 4. Preliminary Plan Review - Homefield Farms Ralph Maloon, RIM Engineering, presented the plans for a three lot subdivision off of Elyse Road. The clerk read the department head comments. Board Comments Planner Annino said he was concerned about a cul -de -sac off another cul -de -sac and about the 28 foot drop in grade on the street. He requested water pressure be addressed in an Environmental Impact Statement. Planner French had no comments. Clerk Sullivan asked what sort of vegetation the area contained. The applicant, Mr. MacDonald, said mostly large oaks and pines. Clerk Sullivan asked why the cul -de -sac was placed where it was; Mr. Maloon said that was because of the lot shapes. Clerk Sullivan said he was opposed to a cul -de- sac off another cul -de -sac. Mr. Burke suggested hooking the cul -de -sac into the existing cul -de -sac in order to avoid two roads leading nowhere. Mr. Maloon said he would look into it. Chairman Madan asked if any of the land on the plan had been 1 included in the original submission of the Homefield Farms subdivision plan. Mr. Maloon said a small piece had been. The chairman asked if that meant the new submission would have to come under new zoning. Mr. Burke said if the plan were a Form A, it would, but that a subdivision is different. Planner Bonda said she was concerned about water pressure and about the public safety issues of creating another cul -de -sac. Motion: To deny the based on department head and board comments, especially the board's concerns about a cul -de -sac off another cul -de -sac, street offset, water pressure, the grade difference. ( Annino- Flynn) Chairman Madan suggested the applicant look into hooking into the abutting subdivision and doing one residential compound. All in favor. PASSES. 5. Preliminary Plan Review - Eastwind Estates The clerk read the department head comments. Ken McKenzie, Dunn - McKenzie Engineering, presented the plan, which includes a wetlands crossing. He said the Conservation Commission- wanted the roadway to be as narrow as possible to minimize 'the impact on the wetlands. He proposed a retaining wall 6 -10 feet high. Mr. Burke suggested a residential compound, with a driveway rather than a road, where a different grade could be used. Planner Annino requested the applicant carefully address grading, elevation, the retaining wall, guard rails, and the impact on surrounding homes. Mr. McKenzie suggested reducing the width of the road within the right -of -way on he side with no sidewalk. Planner Sullivan suggested a 50 foot leveling area. Motion: To approve the plan with all department head and board comments, especially concerning slopes, retaining wall, rip rap and the wetlands crossing. The board encourages the applicant to explore the possibility of a residential compound. (Annino - Sullivan) All in favor. PASSES. 6. Preliminary Plan Review - Hodges Brook Estates II The clerk read the department head comments. Ralph Maloon, RIM Engineering, presented the plan. He said it would not be possible to sewer the site by gravity, and the applicant would be using grinder pumps. Clerk Sullivan asked if the detention area would spill into the existing wetlands. Mr. Maloon said yes, and they would be using typical detention areas. Planner Annino asked if there would be room on the lots for houses. Mr. Maloon responded yes, and that he would be doing a precise wetlands line. He said depending on whether the line changes, the applicant may lose one lot. Mr. Burke suggested a residential compound. Planner French said he didn't think a second entrance onto West Street was a good idea. He thought the proposed road was too small. Motion: To approve the plan with all department head and board comments. (Flynn - French) Five in favor. One abstention. PASSES. 7.
