3. Public Hearing - Cobbler's Corner Definitive Subdivision Plan
Ralph Maloon, RIM Engineering, represented the applicant and
presented a subdivision plan for 19 lots and 850 feet of
roadway on the southerly side of Willow Street, a scenic road.
In a
letter from Health
Agent
Scott Leite, the Board of Health
said
it would like to
study
the feasibility of sewering the
site.
Mr. Maloon said
they
would have to run 2,300 feet of
sewer
to hook up on
Spring
Street and install a pumping
station,
which would cost $150,000.
Public Comment
Carole Andrews - 211 Willow Street asked Mr. Maloon to explain
the detention area. Mr. Maloon said it would be entirely
within the subdivision and that there would be standing water
in the 25,000 square foot detention area during large storms,
Board Comments
Planner Bonda had no comments.
Planner Flynn had no comments.
Planner Sullivan asked Mr. Maloon to explain the bounds of the
subdivision, since it appeared he was creating 21 lots rather
than the 19 on the plan. Planner Flynn said if that were so,
the board should request a percentage of open space.
Planner Sullivan said since the applicant owns land nest to
the project, an easement should be put across that parcel to
keep vegetation low and increase sight distance coming out of
4
the subdivision road. He also asked that the center line of
Willow Street be staked.
Planner .French asked what the 100 -year flood elevation was on
the site. Mr. Maloon said he did not know.
Planner Annino arrived at the meeting at this point.
Planner McClanahan suggested the board do a site walk.
Planner Flynn said she was concerned the detention basin is
too close to Carole Andrews`s lot.

waivers, Mr. Maloon said they would probably need one for the
distance between the catch basin and the next lot.

P.M.
(Sullivan- Flynn) All in favor. PASSES.

Marydee
Flynn-
102 Jewell
Street said
she was presenting
the
article
to
increase lot sizes
until
the Planning Board
has
time to
do
more. She said
the town is
growing quickly and
the
by -laws should be reviewed and revised periodically.
She said she planned to amend the proposal at Town Meeting to
remove the Residential 3 zone and to include a statement to
protect the lots already out there from becoming
nonconforming.
Public Comment
Alan Willis - Gloria Drive said the town's growth should not
be a surprise because Mansfield is located in a high growth
area. He. said the toxin should work together with developers
so the area grows well.
Lincoln Musto - 489 Williams Street said he has a preliminary
plan for a residential compound and under the proposal he
would lose tots and open space. He said he thought this
proposal would hurt the chances to do other residential
compounds and suggested the board move slowly and study the
impact.
Kelli Baker -27 Jacob Drive said she had chaired the Master
Plan Advisory Committee and did not think growth has been out
of proportion with the region. She said she agreed that the
Master Plan should be reviewed every five years. Her
contention was that the growth in town is because of the lots
filed before the zoning changed in 1989. She said large lots
will not reduce taxes, but in the Residential 1 zone, will
increase taxes on the largest lots. She recommended
encouraging residential compounds and cluster zoning.
Paul Folkman - Winter Street asked if Mrs. Flynn was
attempting to control growth. She said she wanted to slow
growth and the eventual build out of town. Mr. Folkman said
that by filing, she may have done the opposite of what she
intended with the rush of filings before Town Meeting. Mrs.
Flvnn said she understood but felt something needed to be done
to control growth and thought larger lots would lower taxes.
Karl Clemmey - South Main Street
subdivsions out there, many
nonconforming if the proposal
increase costs to the town in re
etc. and would bring in less
studving areas in town where lot
said there are 460 lots in 20
of which would become
passes. He said it would
view of plans, legal opinions,
tax revenue. He suggested
size should be increased.
Mrs. Flynn said this had come up at Town Meeting in 1985 and a
study was done then.
Richard Gordon -407 West Street said he is in favor of the
proposal and it will be a chance for the town to express its
wishes to slow growth.
Kelli Baker asked what the impact would be on population. Mr.
Burke said he estimated 500 -725 lots with 3.25 people per
5
unit, or 1,500 -2,100 additional people.
Karl Clemmey said the biggest problems with service have been
caused by apartment complexes like Depot I and Depot II, not
from single family homes.
Mrs. Flynn said with 1.01 children per household, there would
be 731 fewer children in town under this proposal.
Board Comments
Planner Annino had no comments.
Planner French said he understood Mr. Folkman's point about
the rush to file plans and asked if Mrs. Flvnn had growth
figures from other towns. She did not, but said North
Attleboro was also looking into increasing lot sizes.
Planner Sullivan said he was concerned with two - family homes
being on less space than one - family homes.
Planner Bonda had no comments.
Mr. Burke said both sides had valid concerns,
whenever zoning changes, there is a rush to freeze
said the question of build out would be for Town
decide. He said he supported anything that could
lower demand on services.
Motion: To close the public hearing.
(Annino- Bonda) All in favor. PASSES.
