Public Hearing - Citizens' Petition by Karl Clemmey Mr. Clemmey presented the board with a warrant article to lower the minimum allowable open space in the I -1, I -2 and 1 -3 Zones from 35% to 15 %. He said 15% may be too low and asked V the board to consider 20% or 25 %. He said the open space cannot be built on, and therefore is not on the town's tax rolls. He suggested large lots get an assessor's step -down for those parts of unbuildable land. Public Discussion Richard Gordon, 407 West Street, said the 35% open space requirement had come from the Master Plan and was an indication of the way the town wanted to look. He said he thought ecologically and aesthetically, 35% is a good figure. Kim Foley, 25 Casa Drive, said she thought the industrial park was a good example of open space use. Board Discussion Planner Sullivan asked if there was currently an assessor's step -down and was told there is not. He said he didn't think there should be one because open space adds to the value of the property and should also be considered when assessing. Clerk McClanahan suggested a compromise of 25 %. Planner French asked how much of the open space is included in the minimum required set back. Planner Flynn asked why the warrant article was written at 15% if Mr. Clemmey himself said it may be too low. Planner Bonda asked about open space figures in surrounding communities. Planner Flynn asked what the open space was in the industrial park. Mr. Burke said he had found a document listing various open space percentages in the park. He said he did not know what the assessor's would do about a step -down and agreed with Planner Sullivan that open space serves a purpose. Motion: To close the public hearing. Raymond McCullough would like the town to abandon it, since according to his deed, he owns it. The board asked if any of the other abuttors had rights to any ` part of the road. Mr. McCullough said he did not know. The board told him to find out before they would go any further. Airport Road - Mr. Burke said Town Counsel told him the board could not do anvthing concerning this road. 6. Public Discussion Ed Marcheselli said he thought the board's new policy on street acceptances was unfair to those developers with whom the board did not have problems. Chairman Madan said there would probably be a Town Meeting in the fall, when Mr. Marcheselli.'s roads could be accepted. Mr. Burke said this decision was not a punitive action and the process of acceptance will be best served by letting the roads sit for a year before the town takes them over. Mr. Marcheselli said there had not been any complaints about his streets at the Board of Selectmen's public hearing on street acceptances, but the developers with the most problem streets did not attend the meeting. 3.
