Meeting called to order at 7:30 P.M. 2. Discussion of Giles Place Site Plan 3 t p ITT s The board looked at a plan which was done for the Conservation Commission, which did not include a parking plan. Chairman Madan said Postmaster Brunelli had expressed interest in restriping the lot and was looking for input from the board. Mr. Brunelli had said plans for anything more major than restriping and realigning parking spaces would have to be put before his superiors. Planner Annino suggested not leaving the entrance and exit on curves. Planner Sullivan was concerned about post office patrons backing into one another in the lot and said it would be hard to improve the situation just by restriping the spaces. Planner Flynn was concerned about the safety issue. Chairman Madan said there must be a parking plan somewhere. Clerk McClanahan and Planner Annino suggested contacting the post office or the engineer who did the Conservation Commission plan and asking for a parking plan. Residential Compound Discussion Ralph Maloon, RIM Engineering, represented Alan Brown on a proposed five -lot residential compound. Mr. Maloon told the board the existing two houses already act as a compound, with a shared driveway and lightpoles. A common driveway for the compound would be placed over the existing driveway and there would be three pieces of common land. Chairman Madan said this was just a preliminary discussion and would give the board a chance to let the applicant whether to pursue the plan. No one on the board said they were drastically opposed to the plan, given some changes. Mr. Maloon said the cul -de -sac was approximately 945 feet to the end of the circle. Planner Annino suggested the cul -de- sac not be longer than 850 feet, the distance allowed in a traditional subdivision plan. Mr. Maloon said he could pull the cul -de -sac back and move the common land parcels around. Planner Sullivan inquired as to the possibility of having a contiguous open space area instead of three separate ones. Chairman Madan agreed, saying more green space together would be more usable. Planner Flynn said she was concerned about drainage and open space requirements in the compound. Planner Annino suggested a buffer zone around the perimeter, between the compound and abutting properties. He told Mr. Maloon this plan was too close to a conventional subdivision plan with a few undeveloped lots and suggested a more imaginative approach. 4. Great Woods Plan Discussion The board discussed the outline they had come up with at their last joint meeting with the Norton Planning Board on development in the Great Woods area. Planner Annino questioned one of the plan's goals, involving "reasonable tax benefits." Chairman Madan said that had been a compromise; the original plan had said "maximize tax benefits." He said his major concern was with traffic and that the highest traffic generator is generally retail uses. He proposed coming up with something to give Norton what it needs but eliminating retail - generated traffic in the area. Planner Annino suggested exploring other means of access to the area; finding the best way for traffic without loading Route 140. He requested making that a goal and said he was concerned Norton is not as concerned about environmental issues as Mansfield is. Planner Flynn asked where the proposed slip ramps would go and asked what the Joint Master Plan would involve. Chairman Madan said he did not know the location of the slip ramps and that the Joint Master Plan would be an effort to make zoning in both towns compatible. Planner Flynn requested a copy of the Norton Zoning By -Law. Chairman Madan said most of the land in question is in Norton, so the Mansfield Planning Board really has no say in what happens to it, but with the joint meetings, at least the board has some input. He suggested using the plan to come up with the ground work for what the board would like to see happen in the area, regardless of what may be in either town's by -laws. Motion: To send the revised Great Woods plan to the Norton Planning Board. (Sullivan - McClanahan) All in favor. PASSES. 5. Street Acceptance Policy Discussion Chairman Madan told the board he was uncomfortable with the rush to get streets accepted when the whole street may not be finished. Mr. Folkman had spoken to Mr. Burke, who was negative regarding the idea. Mr. Folkman asked if there was some compromise which would enable some use of the land. Mr. Maloon had done an alternate plan that included paving the right -of -way with a cul -de -sac to the lots. Chairman Madan said he would tend to support the second plan but said the applicant may have trouble with getting all the waivers necessary and with the abutters. 7.
