Norton Town Planner Sharon Wason

Ms. Wason told the boards there are approximately 400 acres of
Great Woods land in Norton, mostly commercially zoned and
owned by three private concerns. She was unsure how much is
wetlands, but said the Conservation Director estimated 50
percent wetlands.
Mr. Burke said the boards should concentrate on working out
compatible zoning in areas of shared concerns and passed out
an outline of suggested topices prepared by Steve Smith.
Chairman Madan said his main concern is traffic; Route 140 is
currently not sufficient to handle the traffic flow. Ms.
Wason agreed, saying something should be done before a huge
store comes to the area and traffic becomes worse.
The Norton board is working on a proposal similar to the
Commercial Cluster concept and is checking with SRPEDD about
the feasibility of projects in that area.
Planner Sullivan said the concept looked good but he was
concerned about the procedure. He requested something be
added to the goals list addressing a minimal impact on
wetlands and aquifers.
Public Comment
Anne Marie Kurko, Norton resident and business owner, said she
can see the traffic problems where she lives, on the town
line. She was concerned 'the problems would be much worse if
the empty 400 acres were developed and said she supported uses
which would produce low traffic volumes.
Marilyn Powers, Mansfield resident and Conservation Commission
member, asked what approach the boards planned to take when
studying tax benefits to the towns. Mr. Burke said they had
not discussed approach yet.
Planner Flynn said the boards would have to work together on
this since whatever happens with the area will have huge
impacts on both towns. She requested proof that adding new
ramps would actually help the traffic problem.
Planner Kelley invited the Mansfield Planning Board to a
Norton Planning Board meeting on Tuesday, March 22, 1994 to
continue the discussion.
Motion: To attend the Norton Planning Board meeting of March
22. (McClanahan - Annino) All in favor. PASSES.
3. Public Hearing - Special Permit City of Attleboro Wading River
Pumping Station
Planner Flynn left the meeting at this point.
Mr. Burke informed those present that he is a resident of
Attleboro and offered to step down during the public hearing.
After the reading of the public hearing legal notice and
department head comments, the engineer representing Attleboro,
Robert Stoops, from Camp, Dresser and McKee, gave a
presentation on the facility.
He explained that residents of Mansfield, Attleboro and North
Attleboro use water from the facility, and because of new
drinking water regulations, the city has to change what the
facility does. He said Attleboro plans to have the plant on
line by the summer of 1995.
The project involves building a chlorine contact tank, which
will control storage and delivery to meet the new code
requirements. The plan is to bring in new electric systems,
new pumps, to replace the roof, paint the existing building,
install exhaust fans and replace broken windows, improve the
grading, add plantings, a security fence, lighting and a
locked gate to reduce dumping and vandalism.
The vacuum system currently used in the wells will be replaced
with underground tanks, lead pipes will be replaced,
monitoring pipes will be installed, and access roads will be
necessary for the maintenance of the tanks. The plant will be
unmanned, but will have restrooms. The existing cesspool will
be replaced with a tank with no outlet, something the state is
allowing because Attleboro will be pumping the cesspool
periodically.
Mr. Stoops explained the city wants to minimize the impacts on
the floodplain, and since the site is very flat and above the
100 -year floodplain, minimal fill will be needed.
He said the chemical and storage facilities have containment
berms around them. The chlorine contact tank will be 80 feet
in diameter and 22 feet tall. Bob Swanson, Town Engineer had
been concerned about storm runoff, and Mr. Stoops explained
they would be increasing the impervious areas and plantings to
decrease runoff problems.
Public Comment
Brendan Fay, 148 Jewell Street, asked how much water is pumped
now, and how that will increase with the new facility. Mr.
Stoops replied that there are currently two systems, a vacuum,
which does three to three and one half mgd, and a pump system,
which does 2.8 mgd. The vacuum will be replaced by two 1.5
mgd pumps. The overall withdrawal will not change, since the
facility is permitted for 2.9 mgd.
Mr. Fay also asked about the state of the dam, and Mr. Stoops
said the dam is not involved in the current project.
Leonard Flynn, 102 Jewell Street, said he was concerned there
was no one representing the City of Attleboro at the public
hearing. He said he agreed the dam needs to be repaired.
Mr. Flynn said when the pumps are replaced, the capacity could
be increased. Mr. Stoops said the DEP permit for the project
( is for 2.9 mgd maximum, and that the average right now is
approximately 1.6 mgd.
Mr. Flynn suggested the Planning Board go look at the site
because there are problems with the project not shown on the
plan. He also said the City of Attleboro had been using the
site as a dumping ground, though that seemed to have stopped,
and that there were other dams owned by Attleboro that were in
need of repair.
Board Member Comment
Planner Annino said he would like to see a locus, the size of
the buildings, noise figures and alarm, lighting, paving and
sign plans.
Clerk McClanahan asked about the reconstruction of Balcom
Street and the color of the tank.
Chairman Madan asked about the size of the tank and if it had
secondary containment. He also inquired about the potential
odor.
Planner Sullivan asked about flood storage, a security fence,
emergency generators and requested a summary of pumping data
over the past year.
(
Planner Bonda asked about the current noise level and the
distance of the pumping station to the nearest house.
Mr. Stoops was able to answer some of the board's questions.

5.
Those he was not will be addressed in a memo to be sent as
soon as possible.
Mr. Burke asked about the possibility of moving the driveway.
Mr. Stoops replied that it would be hard to maintain the
turning radius for trucks if that were to be done.
Mr. Burke also asked what the average travel per day would be.
Mr. Stoops replied there would be five or six trips per day
plus delivery once a month for each of the four chemicals to
be used at the facility. There will also be a pumper truck in
every six months. Mr. Burke requested more screening around
the tank to reduce visibility.
