NOVEMBER 30, 1994
PRESENT: Chairman McClanahan, Clerk Sullivan
PLANNERS: Bonda, Flynn, French, Trombetta
Shaun P. Burke, Director of Planning and Development
1. Meeting called to order at 7:30 P.M.
2. Public Hearing - Winslow Estates Definitive Subdivision
The clerk read the legal advertisement. Michael Trowbridge,
Hutchins - Trowbridge Associates, representing the applicants,
said the site had nine lots and 630 feet of roadway bounded by
wetlands. The applicant plans to extend the East Street sewer
into the subdivision, which will have two drainage areas. The
plan shows two oil /water separators, but Mr. Trowbridge is
requesting a waiver to eliminate one.
Board Comments
Planner Trombetta inquired about the access for lots 1 and 2.
Mr. Trowbridge explained their access would be from East
Street.
Planner Flynn asked whether the lots met lot width
requirements. Mr. Trowbridge said he wasn't sure but would be
able to shift lot lines if necessary to meet the requirement.
The clerk read the department head comments.
Mr. Trowbridge told Clerk Sullivan groundwater in the area
around the infiltrator is about two feet and the! detention
basin is about 3 1/2 feet above the drainage basin. He plans
to request a waiver for the drainage area fencing, which he
proposes to screen with pines. Clerk Sullivan inquired about
the wetland line. Mr. Trowbridge said the Conservation
Commission had not verified the wetland line and he planned to
ask for a six -week extension in order to address the board and
department head comments and to go to Conservation.
Planner French asked if drainage calculations had been done
for the pipe in the street. Mr. Trowbridge said they had not,
because they would not be increasing the flow offsite.
Planner French pointed out the street and the lots are at the
same level and was concerned if the existing pipe is not
adequate, lots may be flooded. Mr. Trowbridge told the board
the sewer would go to the pump station in Mill Street, where
there is already a stub for the subdivision.
Mr. Burke suggested Mr. Trowbridge compare his figures for the
distance to groundwater in the infiltrators and detention
basins with the health agent's groundwater adjustments.
Public Comment
Colin Cauldwell - 842 East Street said the site had been a
noise buffer and asked if the board could require dense
plantings. He was concerned about wetlands, as he has seen
standing water on the site. Mr. Trowbridge said he would
reshape the detention basin to stay away from the existing
buffer. He suggested a waiver on the oil /water separator
could offset the cost of plantings of large trees.
Planner Flynn reminded Mr. Trowbridge they had discussed a
residential compound on the site. He responded he had
discussed it and decided it wouldn't be worth the money it
would cost to permit.
Joyce Miller - Shannon Lane has problems with flooding and
asked if there was any way to keep the drain away from the
street and the groundwater away from the road. Mr. Trowbridge
said that would be up to the builder. Mr. Burke said the
flooding may be a function of the soils on Shannon Lane.
Colin Cauldwell was concerned the owner of lot 2 wouldn't have
access unless they crossed lot 1 or the stream.
Motion: To continue the public hearing until February 1, 1995
at 7:30 P.M. with a corresponding extension of the
time frame for the Planning Board's final action.
(Sullivan - Flynn) All in favor. PASSES
3. Public Hearing - Smithfield Estates Definitive Subdivision
The clerk read the legal advertisement. Michael Trowbridge,
Hutchins - Trowbridge Associates, representing the applicant,
said the definitive plan included eight lots.
Public Comment
Tony Bruno - Lantern Lane was concerned about whether the
retention area would be fenced for safety. Mr. Trowbridge
said the applicant would be requesting a waiver from the
detention area fencing because it would be only two feet deep
and have wide slopes. After discussion with his client, Mr.
Trowbridge withdrew his request.
Marty Greely - 354 Balcom Street asked if there were existing
structures on lot 8. Mr. Trowbridge told him there were not.
Roy DeGirolamo - 158 Gilbert Street said there should be more
background from the Conservation Commission, considering the
wetlands on the site. He also asked about the mess on the
abutting lot and was told Mr. Smith was cleaning it up.
The clerk read the department head comments.
Board Comments
Planner Trombetta asked about the former landfill on the site.
Mr. Trowbridge said everything had been removed and screened,
and the concrete there now will be crushed.
Planner Flynn asked about the slope easement at the entrance.
Mr. Trowbridge said the easement had existed on the deeds
since 1979. Mr. Smith said he had spoken with the neighbors
and wanted to offer them access onto Martha's Way. Planner
Flynn asked what would happen with lot 9. Mr. Smith answered
it may be combined with one of the others or given to the
Attleboro Conservation Commission, but would not be developed.
Clerk Sullivan inquired about test holes. Mr. Trowbridge
answered they had been done in the detention area, and seven
of the eight lots had perked for septic.
Planner French asked if the trailers on site would be moved.
Mr. Smith assured him they would be.
Mr. Burke told the applicant it was important to preserve the
integrity of the bank and the river, because the site is
upstream of the Ash Property and should be protected.
Planner Flynn mentioned the last time a plan for this site had
come in, there were 32 lots and this plan was much better.
Motion: To continue the public hearing until February 1, 1995
at 8:00 P.M. with a corresponding extension on the
time frame for the Planning Board's final action.
(Sullivan - Bonda) All in favor. PASSES

17. Memo from Shaun Burke RE: Train Station Parking
The board was able to reach consensus on several points,
including that it was not in favor of the MBTA buying the
Cleveland Twist Drill site for parking because of the
potential impact to the town from safety and traffic
points of view; that the town should independently pursue
resident only parking to alleviate some of the existing
problems; that regardless of expansion, the MBTA should
explore alternate means of access and egress from the
train station; that consideration be given to using
Mansfield Ave for resident parking; and that intermediate
steps, such as restriping and directional signs, should
be implemented.
Mr. Burke will draft a letter incorporating all of the
above and send it to the board for comment.
5. Around the Table
Mr. Burke asked the board to think about where they were and
where they were going with the work plan and whether he was
going in the right direction.
Planner French said he would like to finish the discussion of
Subdivision Rules and Regulations. The board will hold a
workshop on January 11, 1995 at 7:30 P.M.
Clerk Sullivan suggested a site walk (tentatively) for
Saturday, December 17, 1994.
Planner Flynn asked Mr. Burke if he could get information
about impact fees. Mr. Burke responded that he could, but
that impact fees were still not allowed.
