Burke, Director of Planning and Development 1. Meeting called to order at 7:30 P.M. 2. Public Hearing - Special Permit Vicino Buick The applicant plans to expand his existing facility by approximately 2,000 square feet. Department Head Comments Officer Lance Lawson said the site posed no traffic issues. The Engineering Department was concerned about the site having no drainage and about sidewalk improvements. Mr. Burke was concerned about handicapped parking, lighting, drainage, traffic flow, parking calculations and the dumpster. Board Comments Planner Trombetta asked what the current showroom would be used for. Mr. Vicino told him mostly office space, and the addition would be for a new showroom, two handicapped bathrooms and some storage. Planner Flynn said she was concerned about the size of the addition. Architect Gene Racek showed the board a picture of a two -story addition with a flat roof. Planner Flynn asked if there would be a traffic flow problem and suggested customers be encouraged to use the Pratt Street curb cut rather than Route 106. She also requested the dumpster be completely screened and the lights be shaded. Clerk Sullivan asked if the applicant planned to change the existing curb cuts or signage. Engineer Rick Merriken answered they would not change any curb cuts and 'would add a sign to the addition. Mr. Merriken added the roof now has downspouts for drainage, and the addition would have the same. Builder Tom Murray said they would be repairing the pavement in the area, but did not know exactly what would be done. Chairman McClanahan asked if test pits had been done and was told they had not. Mr. Murrary said they had discussed that at the site plan meeting and was told the Engineering Department would consider allowing a tie -in to town water. Mr. Merriken suggested they do test holes and have Mr. Burke witness them. He added there were sandy areas on site and . drainage could be relocated if necessary. Planner French asked if the site would conform to zoning with the addition and was told it would. He asked what was located across Chauncy Street. Mr. Vicino explained his body shop and employee parking were across the street. Mr. Burke encouraged the applicant to use entrance and exit signs to help traffic flow, require employees to park across the street, and discourage on- street parking on Pratt Street. Motion: To close the public hearing. (French - Sullivan) All in favor. PASSES. Motion: To approve the site plan /special permit with the conditions that the dumpster is fenced, percolation tests are done prior to the addition to find the best location for galleys, an alternate galley plan is developed, a table is provided showing sufficient parking, the sidewalk is repaired after any construction, an entrance sign be placed on Chauncy Street, and the lights are shaded. Planner French - In favor. The plan and provisions are satisfactory. PASSES 3. Discussion with Karl Clemmey RE: Woodlot Estates Ken McKenzie, Dunn - McKenzie Engineering, showed the board a revised plan showing the potential for Woodlot connecting with Woodland Park, another subdivision in the preliminary stage. The plan showed two cul -de -sacs, one wetland crossing, and more regularly shaped lots. He said the roads lined up well with minor shifting, but there is a parcel in the middle of the two subdivisions owned by a third party. Mr. McKenzie said he could push the cul -de -sacs up to the property line in anticipation of connecting the two later. The board was in agreement this was a better plan. 4. Workshop - Subdivision Rules and Regulations Sight Distance - Planner French had requested applicants demonstrate how they arrived at their sight distance figure. Mr. Burke suggested requiring no more than a certain grade change within the sight distance triangle. Planner French said the board could make the requirement tough, then waive it if the circumstances warranted. The board discussed the ASHTO requirements. There was some concern about them being outdated, but the question was raised whether it would be defensible if that were a reason for denial. Planner French suggested adding more backup information to support the board's use of a minimum of 300 feet. Motion: To include sight distance as a revision to the Subdivision Regulations, adding additional support to the ASHTO figures. (Sullivan- Flynn) Five in favor. One opposed. PASSES. Roadway Width - The board discussed location of street lights and street trees. Planner Flynn felt a lighting plan should come from the Planning Board, not the Electric Department. Chairman McClanahan said a 20 foot paved width was tight and suggested 22 feet. Consensus on the board was for a wider grass strip with either a narrower paved width or a wider right -of -way. Motion: To require a 22 foot paved width with a 50 foot right - of -way and one sidewalk on minor roads. (French - Flynn) Four in favor. One opposed. One abstention. PASSES. Correspondence 1.
