DISCUSSION WITH BOARD OF ASSESSORS
Three members of the Board of Assessors came to the Planning Board Meeting to
discuss their concerns. There are several areas of concerns for this board. The Assessors
have received requests for abatements because of drainage easements, fence easements,
retention and detention areas. The Planners discussed the possibility to make the lot
larger as in the wetland's area to have a minimum build able lot size of 30,000 square feet.
Cluster developments were also discussed as to the approach to tax the open
space, presently it is taxed like back lands. The Flint owned property is an exception
because they are under the forest act and are harvesting off their land. It was the feelnrg
that the cluster lots would be more valuable because of the access to the open space in the
area. Maybe an open space bylaw could be considered for Town Meeting.
9:00 Site Plan Review - West Street/Route 140 - Shaws
Applicant: Karl Clemmey
( PLANNING BOARD MINUTES SEPTEMBER 1, 1993, PAGE 3
Representatives from Shaw's presented a site plan to the Planning board for a
proposed facility on the Corners of West and Norfolk Streets and Route 140. The
location would be where the auto parts business is presently located. The topography of
the lot is level and not well vegetated. The site has access to Town water and sewer.
There will be 95,000 square feet of retail space and 513 parking spaces. The parking lot
will be conventionally styled. The service drive would be in the rear and the trucks would
be entering West Street and exit onto the Highway through Norfolk Street.
DEPARTMENT HEAD COMMENTS:
ENGINEERING AND WATER DEPARTMENT: concerned about the traffic
volume, the street opening would have to be approved by the State. The location of the
water needs to be shown. Are the fire hydrants within 500 linear feet. The drainage
should support a 100 year storm.
PLANNING DEPARTMENT: concerned about the limited access of Route
140, traffic flow, one way fire lane, open space, lighting and drainage under Route 140.
Director Burke was concerned with the multiple uses on one lot.
FIRE DEPARTMENT: wanted the fine alarm to be tied in under ground, wants to
see the loop to Norfolk street.
CONSERVATION COMMISSION: stated that they have already issued an Order
of Conditions and Determination. They would like to see the storm water drain through
the catch basins.
The abutters wrote letters and had several areas of concern: The letters were read
into the record and the following are highlights:
1. Several uses on one lot, would this be an additional use or the primary use
of the lot.
2. John Intoska: questioned the 50 foot buffer zone on the driveway, he
would like to see the plan amended to accommodate.
3. Richard Gordon 407 West Street, Wants record to show the proper
ownership.
4. Residents of Walnut, So. Walnut and Casa Drive - concerned because there
are no sidewalks, that their streets will become a cut through freeway, noise pollution.
They stated that there are 70 Children and 3 handicapped children.
The Board questioned the traffic study and would like to look at both proposed
sites for Shaw's and Stop and Shop and would like to see improved conditions.
PLANNING BOARD MINUTES SEPTEMBER 1, 1993, PAGE 4
PLANNER FLYNN: Pass
PLANNER CADDEN: concerned with the traffic, would like to know how many
vehicle trips there would be per day, would this be a 24 hour store.
PLANNER CAPONIGRO: felt that this was a better use of the lot, was
concerned about the neighbors.
PLANNER MCCLANAHAN: Will the milk transfer station traffic exit to Norfolk
Street to Route 140 southbound. How tall will the trees be and will there be a sound
barrier.
CIIABZMAN MADAN: Why do you think you'll have less traffic than the
proposed Stop & Shop. Can you move the driveway or make it smaller so that it does not
have to cross the buffer zone.
PLANNER SULLIVAN: For how many feet is the driveway in the buffer zone.
Does the landscape provide year round screening. Will you put additional plantings to
insure a denser screen. The lights shine on the abutter's property, will you be putting
shields on the lights to deflect the light.
The Board discussed the drainage of the site. It was mentioned that the surface
presently is gravel and there should not be a great difference between the run -off now and
the future paved area run off. The water shed plans need to be revised.
PLANNER FLYNN: concerned with the traffic, where will the cars go and how
many trips a day can we expect. There are a lot of uses for one lot. How deep is the
retention area? 6?.
DIRECTOR BURKE: When will the scope of the traffic study be completed?
Will you get together with Stop & Shop through the E.O.E.A. Are there external
dumpsters or compactors on site. Is the HVAC on the roof - will it be screened to reduce
noise. Can the entrance be moved so there is less intrusion of the buffer zone.
MOTION. • To give a positive recommendation to the sight plan for Erin's Centre,
taking into account the Board's comments. A.) relocate the driveway so the buffer
zone is 50 feet (f this is not feasible, request that additional plantings be made in that
area). B.) install light shields on the westerly side adjacent to the residential area.
