1. Meeting called to order at 7:30 P.M.

2. 7:30 P.M. - Presentation of No. Main Street /Chauncy Street
Intersection Improvements
Robert Swanson, DPW Director /Town Engineer, and David Archard,
Assistant Town Engineer, were both present for the
presentation. Robert Swanson introduced Mike McNally of Beta
Engineering, consultant for this project, who presented the
proposed intersection improvements. The intersection will be
fully signalized with pedestrian signals, islands will be
enlarged, the common will be pulled back, and parking in front
of the common will be eliminated.
Planner Caponigro entered the meeting.
Board Comments:
Planner Sullivan asked if a "bump out" is proposed at Crocker
Street and if pedestrian signals are proposed.
Acting Clerk Cadden asked when Crocker Street went back to the
original two -way street rather than the proposed one -way
street.
Planner Flynn asked how much land would be taken from the
islands containing plantings and if a left turn onto Thompson
Street would still be permitted.
Chairman Madan asked if there is a mechanism to allow
coordination of the traffic lights along Route 106 sometime in
the future.
Presentation of School Street /West Street /Copeland Avenue
Intersection Improvements
Mike McNally presented improvements to be made to the School
Street /West Street /Copeland Avenue intersection.
'i
A twelve hour traffic 'count had been conducted at this
intersection. The intersection met two of the eleven
criteria which warrant signalization of intersections. If an
intersection meets =only, one of ,the. criteria, signals are
warranted. The intersection is proposed to be made narrower
and the islands eliminated to allow for a more organized
traffic flow. Sidewalks will be concrete with a handicapped
ramp on the corner.
Planner Cadden expressed concern of whether or not the
proposed improvements are actually needed and disagreed with
the need for traffic signals.
Chairman Madan stated that he feels that it is a very,
confusing intersection, especially for people unfamiliar with
the area.
Planner Flynn asked who would be paying for the project, how
the changes came about, and stated that another project may be
needed more than these intersection improvements.
Bob Swanson stated that there is not enough money for bigger
projects, such as repairing town bridges.
Planner Caponigro stated that he feels that the traffic lights
will improve the intersection.
Shaun Burke, Director of Planning and Development, questioned
the site distance of upcoming traffic to the traffic signals.
