2. 7:30 - Great Woods Land Use Study Workshop
Rick Taintor, Land Use Study Consultant, presented proposed
revisions to Mansfield's Zoning By -Law Landscaping and
Screening, Driveway Design, and Use Regulations sections as
well as the addition of a Corridor Overlay District.
Proposed landscaping and screening by -laws were discussed
first.
Planning Board members commented on the proposed height
requirment of a berm(three feet is too low), the landscaping
by -law may be too rigid and detailed, if there is a need for
Section 6.B.3.c, the way in which the distance required
between trees was determined in Section 6.B.3.a, addition of
the words "including but not limited to" before shrubs in
Section 6.B.2, minimum depth required for buffer strips should
be fifty feet for industrial property and 15 feet for other
properties, sidewalks should not be included within the buffer
strip, minimum height for opaque screening is too low,
concrete should be excluded for material allowed for opaque
walls, plantings should only be required on one side of walls
and fences, elimination of Section 6.b.4.d, elimination of the
first sentence of Section 6.b.6, requirement for the depth of
mulch, height of trees required in parking areas should be
changed from 8' to 6'; narrowing width of walkways from 6' to
4', and a tree gurantee for one year.
The second set of proposed amendments disucussed were driveway
standards. The Board discussed shared access to sites and
where the width of driveways should be determined.
The third topic discussed by the Planning Board was suggested
changes to the Industrial 1 District Use Regulations. Mr.
Taintor's proposed amendment to the Zoning By -Law would change
all business uses allowed by right to special permit uses in
the I1 zone. Mr. Taintor also suggested that the definition
for "Office" be broken down into two definitions, one for
buildings over 25,000 sq. ft. and one for buildings under
25,000 sq. ft.
Lastly, the Planning Board discussed creating a Corridor-
Overlay District located along School Street and South Main
Street. Any parcel located within two hundred feet of School.
Street or South Main Street would be governed by the corridor
overlay district by- lairs.
Members of the Planning Board asked why uses such as
hotel /motel, auto service center, and retail store are
considered industrial uses.
Karl Clemmev asked why uses such as vehicular dealerships, and
malls are not allowed in the proposed corridor overlay
district.
Proposed revisions to the Zoning By -Lair discussed at the
workshop are attached.
