April.21, 1993
Present: Chairman Madan, Acting Clerk Annino
Planners: Caponigro, Flynn, McClanahan*
Shaun P. Burke, Director of Planning and Development
1. Meeting called to order at 7:30 P.M.
2. 7:30 P.M. - Appletree Farm Continued Public Hearing
Clerk Cadden read a memo from the Engineering Department to
Planning Board regarding the drainage system.
Ralph Maloon, applicant's engineer, presented revisions made to
the plan which shad been requested at the previous public
hearing.
Board Member Comments
Planner Flynn asked if the perforated pipe being used for the
drainage system is the same type as is used in Windermere and
Sturbridge. Planning Director Shaun Burke stated that it is not
similar to the system used in those subdivisions but may be
similar to Northridge. Planner Flynn also asked if the
residential compound use had been explored, if the handicap ramp
location had been changed, if drainage calculations has been
certified, if the type of wetlands replication has been stated,
and if the trees which are already planted in the location of
the cul -de -sac are going to be included in the surety.
Public Discussion
Dot Paiva of 280 Willow Street stated she is concerned that Lot
5 looks like it is in a lot of wetlands.
Board Member Comments Continued
Chairman Madan asked Mr. Maloon if the Conservation Commission
had set the wetlands lines yet. Mr. Maloon stated that he
recently re- flagged the area, but he has not filed with
Conservation yet. Chairman Madan also asked if the metal pipe
being used for the drainage system meets the requirements of the
Subdivision Regulations. The Subdivision Regulations call for a
reinforced concrete pipe when going under streets. A waiver
would have to be requested for a metal pipe and requested in
writing. Mr. Maloon explained his reason for wanting a metal
pipe.
Planner Caponigro asked if galleries would serve the same
purpose as the pipe.
Mr. Maloon stated that he could design the system so it is not
under the street, but it would require an easement on Lot 4.
Chairman Madan stated that he would prefer discharging water off
the street.
Planner Flynn :asked about the number of sidewalks and if the
fire hydrant 'location has been approved by both the Water and
Fire Departments
Chairman Madan asked if a sidewalk could be installed in front
of Lots 3 and 4 and questions about cul -de -sac planting.
Shaun Burke, Director of Planning and Development, suggested
that a note be added to the subdivision plan stating that the
cost of planting all cul -de -sac plants and shrubs will be
included in the surety.
Chairman Madan suggested that the cost to remove growth already
in the cul -de -sac island area also be included in the surety.
Mr. Burke stated that he had a bad experience with an
infiltration system under a roadway in a previous town he worked
for, but that it may have been more of a construction problem
than a design problem. A note should also be added to the plan
stating that hay bales and a siltation fence shall be used
during construction and an easement may be required for site
distance on Lots 1 and 2 if trimming will have to be done.
Planner Flynn expressed concern of the Lot Nos. 4 & 5 being
located within the flood plain being directly downstream of
significant water body. Planner Flynn also asked what the depth
of the crushed stone is and if' any poorly drained soils are on
site.
MOTION: To continue the hearing to June 2, 1993 at 8 P.M. to
get more drainage discussion from the Engineering
Department. Shaun Burke should point out the
discrepancy between the Engineering Departments_
recommendation and what is required in the Subdivision
Regulations to the Engineering Department.
