Buffers Chairman Madan said he was concerned about buffering businesses so much they wouldn't be seen from the road. Planner Sullivan suggested that some areas may need buffering, while others may not, such as downtown businesses. Planner Annino said the industrial park might be used as a guideline for formulating a by -law. Mr. Burke said B -1 and B -2 zones would be exempt from the by- law. Public Discussion Karl Clemmey said the landscaping in the industrial park has been there for 15 -16 years and is mature now; it did not look like that when the park was first developed. Marilyn Powers said if the by -law included a requirement for front screening, would a plan with trees left in their natural state have to be removed and replaced with whatever materials are specified in the by -law? Leonard Flynn said a buffer zone makes a business more attractive for customers and. is important in commercial zones where people would be shopping. Barbara Bayon cited an article in the Sun Chronicle discussing predicted growth in the area and suggested standards for business and residential areas should be set. Mr. Burke said businesses will want to locate in Mansfield because the demographics are changing with more higher income people. He suggested guiding development so growth occurs, but maintain the character of the community. Planner Sullivan suggested taking a consensus of the board to see if what is in the consultant's report is generally acceptable. Consensus taken showed the board would accept the general ideas in the consultant's report. Landscaping Section 4.3.8 suggested making parking lots into 140 -space secitons, which would mean there could be 140 spaces with no breaks. The board agreed that some landscaping of parking lots is needed. Several members had problems with the number 140. Public Discussion Karl Clemmey asked if the size of the building would determine the number of spaces in a lot? Mr. Burke said the number of spaces is regulated by the use o the building, which is regulated by zoning. He said he would find out how the consultant got 140 spaces. Section 4.3.9 discussed landscaping next to a building. Mr. Burke said that could be a problem on a small site. The consultant recommended landscaping on every side there is a public way. The board could consider adding the landscaping and buffering toward the open space requirement. The board felt Section 4.3.10, Standards for Planting Materials, was acceptable. The board felt Section 4.3.11, Pedestrian Circulation, was acceptable. Section 4.3.12 dealt with Maintenance of landscaping and buffering. The board and several members of the audience felt it was too restrictive and the board decided to remove it. Paragraph I of that section was moved to the Objectives section. Several issues remain to be discussed, including driveways, earth removal, hospitals and related buildings, floodplain, site plan review, purpose clause, home occupation. 6. Proposed Zoning Amendments Article 1, one use on one lot. Mr. Burke suggested taking out one use and leaving one building because to limit it to one use was going beyond the initial intent of the by -law. Motion: To recommend and support Article 1 at Town Meeting. (Annino - Flynn) Four in favor, two opposed. PASSES. Article 2, corner lot. Motion: To recommend and support Article 2 at Town Meeting. (Flynn - Sullivan) Three in favor, two opposed, one abstention. PASSES. Article 3, riding stables and religious education. Motion: To recommend and support Article 3 part A at Town Meeting. Mr. Burke suggested amending the article to specify which zones use variances will be allowed in, instead of having it say they are not allowed in residential zones. Motion: To table Article 4, Item 6. (McClanahan - Sullivan) Four in favor, two opposed. PASSES. Motion: To table Article 4, Item 2. (Annino - McClanahan) All in favor. PASSES. 7. (McClanahan - Annino) All in favor. PASSES. 8. Public Discussion Karl Clemmey asked the board if it would be dealing with industrial signs and was told it is on the board's work list. He also asked if the Planning Board would be supporting a hunting article. Chairman Madan suggested Mr. Clemmey submit the article himself. 9. Around the Table Mr. Annino suggested sending a letter to the postal service concerning the poor design of the Mansfield Post Office parking lot. Motion: To send a letter and offer the board's assistance in improving the situation. (Annino - Flynn) All in favor. PASSES. Motion: To send a letter to the Building Inspector expressing the board's serious concerns about the safety issues and asking that he reconsider the use of the curb cut on Chauncy Street. (Sullivan - Annino) All in favor. PASSES. Mr. Burke zoning in B -1 and B -2 areas downtown could be dangerous in that it could produce tiny lots with no area or setback requirements.
