extend the cul de sac approximately nine feet. Everything
else would be kept the same, but by moving the cul de sac and
the catch basin at the end of it, there would be enough
frontage for another lot.
There was no public discussion.
Planner Sullivan asked what

5. Discussion of Possible Second Special Town Meeting
Due to a procedural defect, the zoning articles and the
citizens' petition will not be included on the warrant for
the October 25, 1993 Special Town Meeting.
The Board of Selectmen told the Planning Board if it wanted
to request another Special Town Meeting to deal with the
zoning articles and citizens' petition, it should request it
at this meeting.
Planner McClanahan asked how much it would cost the town to
hold a second Special Town Meeting and whether the articles
could wait until the Annual Town Meeting in the spring.
Chairman Madan said it would not be fair to those who filed
the citizens' petition to wait until the spring.
Mr. Burke asked if the meeting would attract a quorum for
seven zoning articles.
Planner Flynn said it wasn't up to the board to decide if the
articles were important enough to attract a quorum. She said
the board should follow through on both the zoning articles
and the citizen's petition, and if the voters thought they
were important enough, they would attend.
Planner Caponigro said with the controversy that had arisen
from the articles, they shouldn't be let go until the spring
Town Meeting.
Planners Annino and Sullivan said they agreed with Planner
Flynn.
Motion: To readvertise the articles and ask the Board of
Selectmen to call a Special Town Meeting for the
zoning articles and the citizens' petition.
(Flynn - Annino) Four in favor, two opposed. PASSES.
Mr. Burke said the board could hold a public hearing at its
November 10 meeting.
6. Great Woods Land Use Study
The board discussed landscaping and whether it should be a
requirement for developers before they can get the necessary
permits for their sites. Members discussed whether the
zoning should require a certain number of plantings per
parking spaces or the by -law should be more specific as to
location of plantings.
After some discussion, the board decided to continue the
topic on November 3, 1993, at 7:30 P.M.
7. Form As
The board reviewed a Land Court Plan for Deer Path Lane in
Treetops Estates presented by John Walsh. The applicant was
requesting permission to build a larger house than would be
accommodated by the existing lot line.
Motion: To sign the Form A.
(Annino- Flynn) All in Favor. PASSES,
8. Public Discussion
Karl Clemmey suggested the board invite Mark Bobrowski to the
November 10, 1993 public hearing on the zoning articles.
Motion: To invite Mark Bobrowski to the Nov. 10 hearing.
(McClanahan- Annino) Three in favor, three opposed.
FAILS.
Mr. Clemmey also suggested the board sponsor an article
prohibiting shooting on town or privately owned land without
a permit; that the town should look into buying the land
referenced in the citizens' petition and use it for
recreational purposes; that the board look at the 35 percent
open space by -law.
He also said he thought the board had a conflict of interest
concerning Article II in the zoning amendments because
Planner Annino is the architect for the "soccer bubble."
Motion: To reconsider sending Article II, dealing with access
on a corner lot, to the Board of Selectmen because it
was brought to the board's attention that there may
be perceived by the public a possible conflict of
interest.
(Sullivan - Flvnn) All in Favor. PASSES.
At this point, Planner Annino excused himself.
Motion: To send Article II to the Board of Selectmen.
(Sullivan - Flynn) Three in favor, two opposed.
PASSES.
9. Around the Table
Planner Caponigro asked if the board could tell developers to
fix big problems before they come before the board, then
approve the plan after the changes have been made,
Mr. Burke said he didn't know if the board could do that.
At this point, Bill Williams, Town Manager approached the
board and asked if it would appear before the Board of
Selectmen to defend why the Planning Board felt it needed a
Special Town Meeting.
10. Adjournment
