Mr. Folkman referenced a previous memo sent to Board members dated June 10, 1991 Mr. Folkman and Planner Annino discussed the intent of the residential compound and how it relates the proposed plan. MOTION: To approve the special permit application. (Cadden- McClanahan) FAILS. Planner Caponigro: Aye. I think the application follows the intent of the Zoning By -Law. I don't think there will be any harm having two houses on the parcel of land. Planner McClanahan: Aye. I think the application is in accordance with the Residential Compound by -laws, and I think it is in the best interest of the Town due to the fact that it won't really have an impact on the Town Page -4- August 21, 1991 Planning Board Minutes because it will be a private road. I do think you could put two houses in there in a traditional subdivision. Planner Annino: Nay. I am not in support of it. I think it derogates from the intent of our zoning by -laws for residential compounds. It does not promote efficient use of the land. It is not in harmony with the natural resources. I don't think you could put two houses in there with the amount of wetlands. I don't think its right for the neighborhood. Planner Quinn: Nay. I am opposed. I would like to sight the memo dated April 17, 1991 to the Planning Board from Shaun P. Burke, Director of Planning and Development. I support that position. Planner Flynn: Nay. I am opposed for the specific reason that it derogates from the intent of the Residential Compound Zoning By -Law, specifically Section 5.7.2.4. Planner Cadden: Aye. I'm supporting this. I do feel that this does meet the intent of the by -law for the special permit for residential compounds. Chairman Madan: Aye. I support this plan stating that it is in harmony with the rest of the neighborhood already in the existing neighborhood. There is already an existing set up similar across the street from this. There is almost absolutely no difference. There is far more of an advantage to having this driveway put in rather than -a roadway to service he two homes. 6.
