Burke, Director of Planning and Development 1. Meeting called to order at 7:30 P.M. 2. 7:30 P.M. - Joint Meeting with Conservation Commission Both Marilyn Powers, Chairman of the Conservation Commission, and Richard Lewis, Environmental and Conservation Planner, were present for the joint meeting. During the joint meeting the Planning Board and Conservation Commission discussed a memorandum to the Board from the Commission regarding subdivision /site plan review coordination. Both the Planning Board and Conservation Commission expressed the following: The coordination of the reviews would be mainly advisory and dependant upon the applicants' cooperation. The process would both expedite and streamline the review process and eliminate revisions being made to plans once already approved by the Board or Commission. An example of the Board and Commission working together in this manner would be as was done with the Kelli Green subdivision. Also during the joint meeting, it preliminary plan review process be review take place at that time. At the end of the joint meeting both agreed to set another meeting date could be continued. The date and time. was suggested that the Bxpanded and the coordinated the Board and Commission so that the discussion time was not set at this 3. 8:00 P.M. - Dei /Blandori Modification Hearing Planner Caponigro was not present for this hearing. Americo Dei was present for the hearing. Clerk Cadden read the public hearing notice. Correspondence Memo to the Planning Board from Shaun Burke, Director of Planning and Development Memo from Dan Clifford, Subdivision Inspector, regarding itemization of incomplete work and cost to complete Chairman Madan asked Mr. Dei when he was going to finish the subdivision. Mr. Dei said that itl. should be done next week. Page -2- October 23, 1991 Planning Board Minutes Board Member Comments Planner Cadden - Number of occupied lots? Two. Planner Flynn - Would like to see it finished as quickly as possible. Planning Director Burke suggested that the Board either close the hearing and establish a completion date of November 15, 1991 or continue the hearing until after November 15, 1991 to see if the subdivision is completed. MOTION: To set a completion date of November 15, 1991. (Cadden - Flynn) Planner Flynn withdrew her second. MOTION: To continue the hearing to November 20, 1991 with the understanding that the subdivision should be completed by November 15, 1991. (Annino- Cadden) All in favor. PASSES. 4. Correspondence Memo from William F. Williams, Town Manager, to Chairmen of Boards and committees regarding a goals and objectives meeting with the Board of Selectmen Letter from Volterra, Goldberg & Mangiaratti regarding Morse vs. Planning Board trial date Memo to William Williams, Town Manager, requesting that a Special Town Meeting article be placed on the warrant for Mansfield Manor *Planner Caponigro re- entered the meeting. Memo to Volterra, Goldberg & Mangiaratti from William F. J. Walsh was present for the hearing. Clerk Cadden read the public hearing notice. Mr. Walsh requested a two -year extension of the January 15, 1992 completion date. Board Comments Clerk Cadden - Planner Flynn Planner Annino Planner Caponi Chairman Madan Binder Course - Completion date - Subdivision Surety gro - Completion date extension - Extension of Completion date Shaun Burke, Planning Director, respectfully suggested that the Planning Board set a completion date of January 1, 1994 or November 15, 1993 and the surety be extended until June 1, 1994. MOTION: To extend the time limit for completion to November 15, 1993, and the surety shall be extended to June 1, 1994. (Annino - Cadden) All in favor. PASSES. MOTION: To sign the plans for the resubdivision of Treetops Estates. (Annino- Caponigro) All in favor. PASSES. MOTION: To close the public hearing. (Annino - Cadden) All in favor. PASSES. Minutes of October 2 & 3, 1991 Executive Session Minutes of October 2, 1991 MOTION: To approve the minutes of October 2 and 3, 1991. (Flynn - Annino) All in favor. PASSES. MOTION: To approve the executive session minutes of October 2, 1991. (Flynn - Cadden) (4 -0 -1) Planner Annino Abstains. PASSES. 8:45 - Discussion with Karl Clemmey = Katherine Court - Dry Sewer line Mr. Clemmey came to the Board for direction as to what to do with a dry sewer line on the Katherine Court subdivision plan which is to be located in West Mansfield. At the time of permitting Katherine Court, it was planned to extend a dry sewer line to West Mansfield; however, to date, the sewer line has not been extended and there is no time frame for same. Page -5- October 23, 1991 Planning Board Minutes MOTION: To accept the deletion of the dry sewer line as a field modification. This shall be done prior to the Planning Board's signing the subdivision plan. A copy of the letter shall go to the Board of Health and Engineering Department. (Annino - Cadden) All in favor. PASSES. 8. Form (ANR) Plans Folkman and Zola Builders - Weaver Lane - 2 Lots MOTION: To sign the plan. (Flynn - Annino) All in favor. PASSES. 9. Around the Table Clerk Cadden suggested that it is not too early to begin planning for articles that the Board would like to see on the next Annual Town Meeting warrant. A consensus of the Board showed that preparing for the next Annual Town Meeting should be made an agenda item. Planner Annino suggested that at the end of the year the Board evaluate Master Plan and zoning changes that have made. Chairman Madan stated that there has been discussion regarding the connection of "Downtown I" and "Downtown II ". The Planning Board also discussed the Inviting the Chamber of Commerce adding a new sign by -law, School transition zones, holding a Special Annual for all Planning /Zoning neighborhoods of zoning changes if it following: to a meeting to discuss Street zoning /rezoning, Town Meeting within the articles, notifying is their neighborhood. At the conclusion of Around the Table, the Planning Board decided that all Planning Board members should bring a list of suggested zoning by -law amendments to the November 6, 1991 meeting to be discussed during the Planning Session. After discussion of the amendments, the Board will determine a date for a workshop and advertise it in the Mansfield News. A public hearing date will be established at the workshop. 10. 10:00 P.M.
