1. Meeting called to order at 700 P.M.
MOTION: Doug Annino to act as Clerk.
(Caponigro- Annino) All in favor. PASSES.
NOTION: To accept the minutes of February 7, 1990.
( Annino- Flynn) All in favor. PASSES.
MOTION: To accept the Executive Session minutes of January 31, 1990.
(Flynn- Annine) All in favor. PASSES.
2. Clerk's Report
Correspondence
Memo to the Planning Board from Andrew French, Construction Inspector, to
release $2,600 for Conrod Court.
MOTION: To release.
(Flynn- Caponigro) All in favor. PASSES.
Copy of a memo from the Planning Director to the Town Manager concerning
Subdivision Inspector interviews
Memo from the Town Engineer to the Planning Board explaining the amendments
the Engineering Department requested to the Subdivision Rules and Regulations
Memo from the Tosco Manager to the Planning Director regarding the Life Care
decision
Letter to the Planning Director from Michael Trowbridge requesting time or,
the agenda to discuss a proposed cluster development
Letter from Michael Trowbridge to the Planning Board requesting the Board
review a sketch of Shiloh Drive and comment on it.
Letter from a resident of Eastleigh Estates North to the Board of Selectmen
regarding a dangerous intersection, lighting, and fire alarm bores in the subdi-
vision.

MOTION: To approve the modified plan with all recommendations from
the Planning Director and the Town Engineer to be addressed.
The detention basin is to placed in the proposed location and
is subject to the Conservation Commission's and Engineering
Department's approval of detail to it. Everything must be completed
by May 16, 1994.
(Caponigro- Annino) withdrawn.
MOTION: To approve the modified plan with all recommendations from
the Planning Director and the Town Engineer to be addressed.
To also approve request for three waivers is also approved.Everything
must be completed by May 183 1994.
(Caponigro- Annino) All in favor. PASSES.
MOTION: To deny the proposed detention location as part of the modification
plans.
(Anniino- Flynn) All in favor. PASSES.
MOTION: To hold a modification hearing for the detention area at a later
time.
(Caponigro - Flynn) All in favor. PASSES.
4. Stearns Hill Estates - continued hearing - 9 :44 P.M.
Ralph Maloon presented Jess Realty Trust Phase A (J -A) of Stearns
Hill Estates, a 28 lot phase.
This portion of the site abutts Route 146.
This phase is a complete loop in itself and is near the detention area.

The same off -sites as Sturbridge Estates will be dome in this subdivision
Autumn Larne will be widened because of the amount of traffic that will be
going in off of Eastman Street.
Public Discussion

How many homes will be put in this phase? Twenty- eight.
Planning Board
Planner Annino - When are you going to build the detention area?
It will have to be built with the first phase.
The subdivision should have sidewalks on both sides of the roadway.
Chairman Madan - Where is the excess gravel going to go? Somewhere
in the back of the site.
Planning Director - The Board will have to note the phase sequence, what
the waivers will be. Will the Beard entertain waivers on the length of circle?
Jess Phase B
Ralph Maloon presented Phase B to the Board.
This is a 16 lot phase. There is practically no sloping in this phase at
all.
This phase is much more level than Phase A is_..
Planning Director - Have you proposed to attach to Eastleigh Estates North
right -of -way? It is possible.
MOTION: To continue on March 7, 1440 at 4:00 P.M.

5. Residential Compound Discussion - Shiloh Drive - Michael Trowbridge
MOTION: To send Michael Trowbridge a letter stating that Shiloh Drive
is an extension of a dead -end street and that the Board strongly
discourages placing a Residential Compound at the end of a dead -
end street.
(Annino- Flynn) {3 -1} PASSES.
b. Balcom Ridpe II plans
We will handle the dating of the mylar next week at the modifications hearing.
