MOTION: To accept and adopt the Special Permit decision dated }a"uary 3' 1990 in lieu of all previous votes. Winn-A"Kno) Planner Sehn: Abstain. Planner Flynn: To deny the Special Permit application of Life Care As- societez because I do not find- 1. that the use is in haroony wItF the general Pmrprsz and intent of the zoning by-law. 2, that the use cymplicz with thr general or spccific provisions set forth within the zoning by-)ew. The project xill ba detrimental to the existing cap an,--' ( general character of the nsighhcrtood, it will aJ`varscly effect Qv convaxence` jzA IJcq:acy of ;e:ic'/ler ' Bscause our by-law does not specify the msxzmum increase in density of population or intensity of use, l believe it is up to each Planning Board member to use his/her common sense and best judgement in determining what in- creases are best for the neighborhood and the Town. Hut considering these important factors when making my deci- sion would he a derilectivn of my duty" The Willow Street area is an old established single-family neighbor- hood on a narrow country road without sidewalks. The mass and size of this structure and the increase in num- ber of People will be incompatible with the existing uses in the neighborhood and will adveresly affect the resi- dential use and will change the character of Willow Street. The proposed structure is " single, massive building al- must 1000 feet io length and is not allowed by our zoning by-law. This project derogates from the by-lay which states: "Community Life Care Center: A campus type de- velopment of multiple facilities and building:" The increased volume and type of traffic generated by this project will worsen the conditions of an already inadc quete and dangerous street. Willow Street, a narrow winding street without sidewalks, would become more dangerous to vehicular and pedestrian traffic with this increased traffic nod would not allow the safe passage of vehicles and pedestrians. Planner Quinn: In favor. -There appears to be a need fQr this type of facility. -The applicants appear to have the skill and expertise necessary to operate this type of a facility' -The dramatically reduced scope of the project from the ariginel s"bmission is in my opinion in harmony with the neichborhood. -PiKlic safety concerns have been eatisfactcri}y addressed. -C-adway ioprn, ements have been satisfactorily addressed. -The proper safenuards have been put on this special per- mit to prevent easy misuse of this property for purposes other than Life Care. Planner Capuoigr:: in favior, All of Planner Quinn's reasnns, but l would like to add that that this V a permitted use in the area. it was vote! at Town Meeting and was voted again at the new Master Plan. it think the biggest concern that [ would home is the traffic, and it was addressed addrzssed by the different traffic reports. Planner Anninu: In favor, l think they made an attempt to cut back nx the size and scope of the projsct/ certainly in trying to decre3so the traffic flew into and out of the site. They N made an attempt io try to reconstruct Willow Street and add some riff -site improvements, which will greatly help the traffic situation. It is a good compromise for the area. I would rather see this there than a conventional. subdivision. Planner McClanahan; In favor. 1 think it is in harmony with the zoning. I think it will be beneficial to the Team, it won't put a tremendous burden on the Town's resUurcas, and there is a tremendous need for this type of facility. Chairman Madan: In favor. think: they for the da Vote: 5 in favor. Motion; Passes.
