I 1. Meeting called to order at 7:10 p.m.
MOTION: To accept the minutes of September 12, 13, and 20.
(Flynn - Quinn) All if favor. PASSES.
2 Clerk's Report:

Recommendation from Bob Powers to set balance of performance bond for Balcolm
Ridge I at $271,878 (two-hundred seventy -one thousand and eight- hundred and
ninety-eight dollar=_.).
MQT10% To approve the amount.
(Flynn- Quinn) All in favor. PASSES.
Irrevocable letter of Credit from Capitol Bank. RE: Global Realty Tru =_t,
Nicholas Harris, Trustee and developer of Balcom Ridge Estate=_-. In the amount
of $190,000 and Lot 9 as security for balance of bond.

MOTION: To waive the filing fee for the town -owned land for Balcom Ridge.

NOTION: To send a letter to Judy Scott regarding the filing fee.
(McClanahan- Quinn) All in favor. PASSES.
Letter for a partial release of a bond for River ;•food Estates and a recom-
mendatian for Bob Powers to release all except $355,956.72 (three- hundred
fifty -five thousand, nine - hundred fifty -six dollars and seventy -two cents).
MOTION: To sign.

Letter for partial release of bond on Bradford Estates.
MOTION: To release all except $23,846.59 (twenty -three thousand, ix- hundred
forty -six dollars and fifty -nine cents.

Memo from the Town Manager requesting that a hearing be held for the Church
Street Abandonment.
NOTION: The signatures have not been certified by the Town Clerk; therefore,
we do not have to set a public hearing date.

4. 7 :30 Public Hearing - Master Plan
Michel. LaCasse described the Articles in the Master Plan to the people who
attended the meeting.

5. Public Hearin for DeGirolamo ovened 10 :20,
MOTION: To close troth public Hearings.
(Quinn- McClanahan) All in favor. PASSES.
6. Discussion
MOTION: To delete the Business Overlay Zone in its entirety in Master Plan.
(Quinn - McClanahan) All in favor. One ab=_tainticnn. PASSES.
MOTION. To change the setback requirements on scenic reads from 75 feet to
Sri feet.
(Quinn- Caponigro) (3 -3) FAILS.
MOTION: To delete accessory apartments from the By -Lams and lout, at them
— more closely next year.
(Flynn- Quinn) (3 -3) FAILS.
MOTION: To change the Landfill and Resource Recovery facilities from 4 feet
and 2 feet to 10 feet above ground water. Also, Applicants should
get all other certificates of approval or permits from other depart -
ments before seeking input /approval from the Planning Board.
(Flynn- Quinn) All in favor. PASSES.
MOTION; (Landfills and Resource Recovery) To change the number of feet from
the Residential Zone from 500 feet to 2000 feet,
(Flynn- Caponigro) (4 -2) PASSES.
Letter from Ed Rosenburg concerning Resource Recovery facilities_.
MOTION; To adopt the balance of Master- Plan with the changes as voted tonight
subject to reconsider up until the vote of Town Meeting.
(Quinn- Flynn) All in favor. PASSES.
11,05 - Planner Sohn left the tin.
MOTION;: To ask Max Volterra. Town Counsel, if the petition presented by Peter
-- DeGirolamo is legal and if it would be considered -pot zoning.
(Quinn- Flynn) All in favor. PASSES.
NOTION: To schedule the Church Street Abandonment Public Hearing for Friday,
October 13, 1949.
1 (McClanahan- Caponigro) All in favor. PASSES.
Date of next meeting - October 4, 1484.
