MINUTES J
JUNE 20, 1989 JULI,
Present: Chairman Madan, Clerk McClanahan
Planners: Annino, Caponigro, Flynn, Sohn , Quinn
Shaun P. Burke, Director of Planning and Development
1. Meeting called to order at 7:35 P.M.
2. A continuation of the Life Care Discussion, including a letter from town
counsel stating that if a decision was not reached at the meeting, a permit
would be issued to the applicant by default, and that since the public
hearing was closed at the last meeting, the board could not negotiate with
the applicant any further.
Chairman Madan informed the board that they must make a motion for a final
vote, but that there could be discussion among the board before the motion
was made. He asked also that the motion be made in the affirmative, to avoid
misunderstandings.
Discussion followed involving issues of concern such as the number of units
and the impact of this project on the roadway. Planner Annino suggested
reconstructing the entire road, rather than repaving it. (Planners reviewed
plans of Willow Street to examine street width) Further discussion included
the number of units, and the number of additional trips down Willow Street
per day.
Planner Quinn suggested that since they had already taken three binding
consensus voted, and that town counsel wanted a final vote, a motion should
be made.
Motion: That the Life Care Special Permit be issued for the plan submitted,
without modification or condition and to incorporate the sewer plan approved
by the Board of Selectmen on June 14, 1989 as part of the approval.
Planner Quinn added to his motion that should the motion fail that the
applicant consider re- submitting a modified plan as soon as possible and that
the applicant meet with the Planning Board, its chairman and/or its agent at
their earliest convenience to discuss the possibility and/or conditions of a
modified plan and its resubmission.
(Quinn - Annino) - Further discussion followed, including Mr. Quinn's explanation
of his motion.
Planner Quinn put forth that since the board could not negotiate with the
applicant anymore, the meeting should be ended, and that the applicant should
discuss with the chairman and the planning director possible changes to the
plan.
Vote called for by Chairman Madan: (The issue needed five (5) votes in the
affirmative to pass.)
Planner Annino: Opposed. Sited public safety and density problems as reasons.
Planner McClanahan: In Favor. Stated the project would be beneficial to
