Present: Chairman Annino, Clerk Madan

1. 'Meeting called to order at 2:00 P.M. at Mansfield Town Hall.
2. Continuation of Public Hearing for Street Abandonment
Chairman Annino continued the public hearing for Street Abandonment at this
time. This publid hearing was then closed.
The following motions were made at this public hearing:
Motion: To close the public hearing for Articles 27A - 27J.
(Caponigro -Sohn) All in favor. ' PASSES.
Motion: To support Article 27A at Town Meeting.
(Caponigro - Flynn) Planners Caponigro, Flynn, Sohn and Chairman Annino
in favor. Planner Madan abstains. PASSES.
CMotion: To support Article 27B at Town Meeting.

3. Continuation of :Public Hearing for Article 46 - To see if the Town will accept
Section 21D of Chapter 40 of the M.G.L. and add Chapter 18 - `Enforcement to the
General By -Laws of the Town of Mansfield.''
At this time, Chairman Annino continued the public hearing for Article 46.
This public hearing was then closed.
The following motions were made at this public hearing:
Motion: To close the public hearing for Article 46.
(Caponigro -Sohn) All in favor. 'PASSES.
Motion: To support Article 46 at Town Meeting.
(Flynn -Sohn) Planners Flynn, Sohn and Chairman Annino in favor.
Planner Caponigro opposed. Planner Madan abstains. PASSES.
4. Continuation of the Public Hearing for Article 41 - By petition to amend the
2on_ing By -Law and the Town's Zoning Map to rezone from its present class-
ification, Residence A, to the classification of General Business a parcel of
land off Copeland .Drive.
At this time, Chairman Annino opened the public hearing for Article 41. This
public hearing was then closed.
The following motions were made at this public hearing:
Motion: To close the public hearing for Article 41.
(Caponigro -Sohn) All in favor. - 'PASSES.
Motion: To support Article 41 at Town Meeting.

in favor. "Planner Madan abstains. PASSES.
5. Continuation of the Public Hearings for Article 40 - By Petition to amend the
Zoning By -Law and 2aning Map to rezone from Residence C to Residence A a parcel
of land bounded by Shield Street, Hope Street, Thompson Street, Fuller Place and
Oakland Street.
At this time, Chairman Annino continued the public hearings for Article 40.
These public hearings were then closed.
The following motions were made at this public hearing:
Motion: To close the public hearings for Article 40.

6. Continuation of the Public Hearing for Article 52 -'By Petition to Extend the
Moratorium on the Construction and Siting of Resource Recovery Systems in
Paragraph N, Section V of the Zoning By -Laws
At this time, Chairman Annino continued the public hearing for Article 52. This
public hearing was then closed.
The following motions were made at this public hearing:
Motion: To close the public hearing for Article 52.
(Caponigro -Sohn) All in favor. PASSES.
Motion: To support Article 52 at Town Meeting by amending to add: "study
committee will study during two (2) year period ".
(Flynn -Sohn) Planners Flynn, Sohn, Caponigro and Chairman Annino in
favor. 'Planner Madan abstains. PASSES.
7. Continuation of Public Hearing for Planning Board Articles 28, 29, 30 and 31.`
At this time, Chairman Annino continued the public hearing for Articles 28, 29,
30 and 31. This public hearing was then closed.
The following motion was made at this public hearing:
Motion: To close the public hearing for Article 283 29, 30 and 31.
(Caponigro- Sohn) All in favor. PASSES.
Motion: To support Article 28 at Town Meeting - To amend Section I.E. and
IV.B. of the Zoning By -laws regarding Lot Width.
(Sohn - Flynn) Planners Sohn, Flynn, Caponigro and Chairman Annino in
favor. Planner Madan abstains. PASSES.
Motion: To support Article 29 at Town Meeting - To amend Section III.E.a. and
b. of the Zoning By -Laws to amend by deleting reference to Paragraph
b.

favor. Planner Madan abstains. < PASSES.
Motion: To support Article 30 at Town Meeting - To amend Section IV.C.1. by
deleting paragraph 1 of the Zoning By -Laws.

in favor. 'Planner Madan abstains. ,PASSES.
Motion: To support Article 31 at Town Meeting - To amend Section V.C.3.j.,
Item I by correcting a wording error to add "at the discretion of the
Planning Board ".

8. Article 56 - Amend Zoning By -Laws and Zoning Map to rezone from Agriculture to
General Business a parcel of land located at East Street, Franklin Street and
Lawndale Avenue.
Planning Board voted on April 26, 1989 to support this article at Town Meeting.,

ARTICLE 26A "Cowan Meadow" Subdivision - Cowan Lane
Motion: To waive Section III.C.13 of the Subdivision Regulations for Cowan
Lane.
(Caponigro- Sohn) All in favor. - PASSES.
Motion: To release remaining bond for Cowan Lane in the amount of $21,952.70.
(Caponigro -Sohn) All in favor. PASSES.
Motion; To support Article 26A, Cowan Lane, for Street Acceptance at Town
Meeting.
(Caponigro -Sohn) All in favor. PASSES.
ARTICLE 26B - "Timberline" Subdivision - Timberline Drive
Motion: To waive Section III.C.13 of the Subdivision Regulations for Timber -
line Drive.
(Sohn- Caponigro) All in favor. PASSES.
Motion: To release remaining bond for Timberline Drive in the amount of
$19,580.50.
(Sohn - Caponigro) All in favor. PASSES.
Motion: To support Article 26B, Timberline Drive, for Street Acceptance at
Town Meeting.
(Sohn - Caponigro) All in favor. PASSES.
ARTICLE 26C - "Shiloh Estates" - Shiloh Drive
Motion: To waive Section III.C.13 of the Subdivision Regulations for Shiloh
Drive.
(Caponigro- Madan) All in favor. PASSES.
Motion: To release remaining bond for Shiloh Drive in the amount of
$14,689.97.
(Caponigro- Madan) All in favor. PASSES.
Motion: To support Article 26C, Shiloh Drive, for Street Acceptance at Town
Meeting.

ARTICLES 26D AND H - "Camelot Estates" - Lancelot Lane and King Arthur Way

Final release of bond for "Granada Park" was issued June 24, "1987.
Motion: To support Articles 26F, Granada Circle, and 266, Evans Circle, for
Street Acceptance at Town Meeting.

ARTICLES 26E AND I - "Magna Vista II" - Lawndale Road and Tanya Drive
Motion: To release remaining bond for Lawndale Road and Tanya Drive in the
amount of $4,024.00 according to current records.
