1. Meeting called to order at 7:50 P.M.
Motion: To nominate Planner Flynn Acting Chairman.
(McClanahan- Caponigro) All in favor. - PASSES.
Motion: To nominate Planner Sohn Acting Clerk.
(McClanahan- Caponigro) All in favor. PASSES.
2. Site Plan Review
Sannies - `Applicant: 'Guy Nardone
Motion: To send a positive recommendation to Bertram M. Cook, Inspector of
Buildings, for the Site Plan for Sannies.
(McClanahan- Caponigro) All in favor. PASSES.
3. 8:00 - Continuation of Public Hearing for Special Permit - Mansfield Life Care
Community
Due to a lack of quorum for a special permit public hearing, this hearing could
not be continued. At the request of the applicant, the continuation was
postponed until May 3, 1989.
Motion: To agree to continue the public hearing for the special permit for
Mansfield Life Care Community, until May 3, 1989 at 8:30 P.M. at the
request of the applicant.
(McClanahan- Caponigro) All in favor. PASSES.
4. Clerk's Report
Correspondence
Tri -Party Agreement from MerchantsBank of Boston for "Sandy Hill Estates ". Mr.
Phil Corbett explained that the two -year stipulation requested by the Board
could only be added on the covenant, not the tri -party agreement.
- Motion: To accept the tri -party agreement for "Sandy Hill Estates ".

Motion: To endorse the tri -party agreement for "Sandy Hill Estates ".

Motion: To read a letter into correspondence from Mansfield Life Care As-
sociates.

Letter to Planning Board from Mansfield Life Care Associates, Attorney Steven J.
Mastrovich, requesting a continuation for the Special Permit public hearing un-
til April 26, 1989, or the first date on which all the members will be present.
Discussion followed as to validity of members who are not present for all public
hearings and subsequent continuations being allowed to vote on a special permit.

Shaun P. Burke will contact Town Counsel for an opinion.
Motion: To send a letter to Town Counsel, Max Volterra, asking if the Planning
Hoard, with a four member quorum present, has the authority to con -
tinue a public hearing without opening and closing said hearing.
(Sohn - McClanahan) All in favor. 'PASSES.
7. "Form A" (ANR) Plans
MacHomes - 'Eastman Street (Route 106)
Motion: To sign the "Form A" (ANR) plan for MacHomes for property located off
Eastman Street (Route 106).
(Caponigro- McClanahan) All in favor. PASSES.
Folkman & Zola Builders - Eastbrook Road
Motion: To sign the "Form A" (ANR) plan for Folkman & Zola for property
located off Eastbrook Road.
(McClanahan- Caponigro) All in favor. PASSES.
8. Around the Table
Shaun P. Burke, Director of Planning and Development, suggested amending the
Subdivision Rules and Regulations for "Form A" (ANR) Plans by adding a dis-
claimer to the plans stating: "'Signatures of the Planning Board do not
guarantee that any or all portions of these lots shown are buildable lots."
Planning Board feels this is a good idea.
Planner Sohn spoke to the Board about a course she recently took with Robert
Lamire. Planner Sohn also told the Board about subdivisions she had looked at
in Lincoln which were actually common driveways with three or flour homes on
each.
Planning Board discussed the proposed budget cuts and the possibility that serv-
ices are being duplicated by having Andrew French as Construction Inspector and
Robert E. Powers as Subdivision Supervisor.
