PASSES. 2. 7.40 P.M. - Continuation of Public Hearing for Master Plan At 7:40 P.M., Chairman Annino continued the public hearing for Master Plan. At 8:30 P.M. this public hearing was continued until February 22, 1989 at 9:00 P.M. in the Planning Board's meeting room, Town Offices, 50 West Street. Public hearing tapes on file in the Planning Department office. Chairman Annino gave a brief statement as to the nature of the public hearings for Master Plan. Acting Clerk Flynn read correspondence from Dunn Engineering Co., Inc., on be- half of their client, requesting a parcel of land on Reservoir Street be zoned Reservoir District rather than R3. Chairman Annino explained to the public that this is the second night for public input for the Master Plan and the proposed zoning changes. The following people spoke at this public hearing: Anna Prohodsky, 73 Fowler Street, Mansfield, stated she would prefer to see the area on Copeland Drive, which is zoned B3, zoned either BI or B2. Mrs. Prohodsky feels zoning the area B3 would leave this area open to fast food busi- ness. 81 or B2 would permit banks, retail stores and office buildings, which is basically what is there now. George Sweeney, 171 Dean Street, Mansfield, spoke to the Planning Board about the possibility of receiving State aid to ,purchase land in the Town for recrea- tional use. Wendy Willhauck, 601 East Street, Mansfield, addressed the issue of the Neigh- borhood Business Overlay. <Mrs. Willhauck stated her support for this zone in the Franklin and East Street area but felt it should be extended to the lot line at the Landfill. Dr. Stanley Sohn, 621 East Street, Mansfield, stated he was in agreement with Mrs. Willhauck. Edward 7aegar, 361 Williams Street, Mansfield, presented the Planning Board with a petition for the modification to Section 3,2.1., stating opposition to elimination of the Agriculture Zone. 'Mr. daegar asked what the next step would be for the Master Plan. { Chairman Annino stated there would probably be two or three more meetings to 1 , Planning Board's Minutes February,14, 1989 Page -2- take public input and the Planning Board would also have workshops until the Board feels comfortable with the proposed zoning changes. The new Proposed Zoning would be published before the Special Town Meeting takes place. Richard Larkin, 15 Otis Street, Mansfield, asked the Planning Board why the Master Plan was not going to be voted at the Annual Town Meeting and if it would be the entire ,Master Plan, or just a portion of it, voted at the Special Town Meeting. Chairman Annino explained that the Planning Board could not meet the deadline for the Warrant for the Annual Town Meeting in April. The Master Plan is quite a lengthy revision to the Zoning ,By -Laws and it would be easier to hold a Spe- cial Town Meeting to address Master Plan only. Gary Forget, 163 Tremont Street, Mansfield, stated his concerns regarding the R4 and downtown district. Mr. Forget feels people developing in the downtown dis- trict need the financial offset of the apartments above. iMinimum lot size in R4 district as it ,relates to cluster, makes it nearly impossible to develop a piece of property. Mr. Forget asked the Planning Board to review this section more closely. Anna Prohodsky stated that two previous Town Meetings defeated general business rezoning for the property on Copeland Drive. Motion: To continue the public hearing until February 22, 1989 at 9:00 P.M. at the Town Hall. (Flynn- Sohn) All in favor. PASSES.
