Mr. Goldberg told the committee that the audit committee candidate interview has been delayed. This interview needs to take place by the Board of Selectmen and the School Committee. Mr. Goldberg said that the light commissioners met on Monday night to discuss funding. He said that they had approved the establishment of a fund for the unfunded liability but he was unsure if it had been set up yet. Mr. Goldberg suggested that the study on the unfunded liability be redone each year. It was decided that Mr. Goldberg or Mr. Gazzolo would call Mr. Riccio to make sure that a study is done once the town has a better idea on the healthcare package. Mr. Goldberg said that a change in healthcare will change the unfunded liability. That way each department can take responsibility for their portion of the unfunded liability. Mr. Gazzolo suggested that they invite Ms. Donovan to discuss the unfunded liability with the Finance Committee. Mr. Lazzara said that the healthcare costs have been split by department and that some variances have been found. He said that some of the school retirees have been carried in the municipal budget. Mr. Lazzara said that it is expected that the town will receive a quote on the healthcare from the consortium near the end of November. Mr. Gazzolo said that they have a detailed report from the town accountant and that he would like to match that up with the new system. Mr. Gazzolo said that the report is broken out by fund and that he would like to separate department accounts by category. Mr. Gazzolo said that they will need the first pass at the fiscal year 2010 budget for January 1. Mr. Gazzolo said that the town has still not received the money from the state and that it is not expected until January. Mr. Goldberg mentioned that the current benefits budget does not include the unfunded liability and that this will be a new cost. Mr. Gazzola said that they need a warrant at town meeting to establish an enterprise account for the ambulance. He said that they need to see how much money would be placed in the account and said that they don't want there to be too much since it will be difficult to access any surplus. Mr. Goldberg said that after replacement and maintenance on the ambulances there wouldn't likely be much of a surplus. Mr. Ratliff said that an enterprise account may not be the best solution. Mr. Gazzolo said that he would rather see the money not placed in an enterprise account but allocated for the replacement and maintenance of the ambulances. He also said that they need to know of any emergency capital projects. Ms. Lavin said that she would ask for information on safety and emergency for CIP.
