Paul Boyden, Vice Chairman, Colin Cauldwell, and Elizabeth met with Catherine Memory and Michael Trowbridge of Hutchins - Trowbridge Associates, Inc. at Mrs. Memory's house at 23 Lakeview Avenue. The meeting was to discuss the buffer zone plantings to stabilize the bank of Greenwood Lake and the removal of 161 sq. ft. of patio pavers; approximately 12 -13 rows of pavers along with a row of border will be removed. This area will be loamed and seeded. Two (2) shrubs will be planted on the edge of the bank behind the new grass to serve as a buffer to Greenwood Lake Michael Trowbridge and Mrs. Memory were given a list of native plant species that would be suitable for the area. Elizabeth told them any Zone 1 plantings would be acceptable. Mrs. Memory was told the plantings would have to be monitored for two (2) growing seasons through reports and photographs. Elizabeth also gave Mr. Trowbridge a copy of a restoration plan submitted by BSC for another site in Mansfield as a guide for the restoration on Mrs. Memory's property. Colin Cauldwell and Elizabeth asked Mrs. Memory to plant four (4) shrubs on the left side of the property (facing the lake) to provide a better buffer and to prevent any fertilizer used on the grass from entering the lake. Mrs. Memory was told the stone edging could stay. Colin Cauldwell and Elizabeth said they would prefer Mrs. Memory did not place mulch in any of the areas near the lake because of the mulch could migrate into the lake. Carole Matthew asked why Michael Trowbridge is allowed to do restoration /replication plans when he is not a Professional Engineer; he is a Land Surveyor not a Wetland Scientist. She asked if the board was supposed to approve the wetland scientist doing the restoration plan. The documents from Mrs. Memory's attorney will be looked at. Paul Boyden reminded the board that Mrs. Memory is also supposed to replace the stairs and landing on the new addition. The Walsh property on West Street was discussed and the board asked Elizabeth to call Mr. Walsh on Monday for a site visit. The Clemmey property on South Walnut Street will be addressed at the July 26, 2010 meeting; the filing will be closed out. Motion: To adjourn executive session at 10:05 pm and return to open session for the sole purpose to adjourn.
