P "I;'i S S A C' 11)S T T S Also present: Michael Trowbridge, Hutchins - Trowbridge Associates, Inc., and Catherine Memory, the homeowner. The meeting was held to discuss the buffer zone plantings to stabilize the bank of Greenwood Lake and the removal of 161 sq. ft. of patio pavers. Mrs. Memory violated Section 2.4 of the Mansfield Wetland Protection By -law and the replacement /restoration plantings are proposed as part of the settlement package. Elizabeth gave Michael Trowbridge and Mrs. Memory a list of native plantings that would be suitable for the area. She told them any Zone 1 upland shrubs would be acceptable. A total of six (6) shrubs /bushes will be planted to provide a buffer between the pavers and the grass area to Greenwood Lake. Elizabeth said the plantings will have to be monitored for two (2) growing seasons through reports and photographs. Approximately 12 to 13 rows of pavers including 1 row of border will have to be removed. The area will then be foamed and seeded as per the agreement. The buffer plantings would be on the edge of the bank behind the new grass area. Elizabeth would like to see some plantings on the left side of the property facing the lake to prevent run -off from the grass area. Presently there is an area of small stones bordering the lake front. Colin Cauldwell agreed with Elizabeth. He said this is the least stable area on the property and the plantings would provide a better buffer to the lake. Catherine Memory said this area was never disturbed. She said no work was done in this area and was not included in the submitted restoration plan. She said this has been a huge expense for her. She asked if the additional plantings on the left side of the property would off set the removal of the patio pavers. She was told no, she would still be required to remove 161 sq. ft. of pavers. Because the area to be restored already has mature trees, a blueberry bush and natural ground cover, it was suggested that Mrs. Memory plant two (2) additional shrubs /bushes in this area and that four (4) shrubs /bushes be planted on the southern side of the property to the left of the dock. The small stones already in place will remain. The plantings should be 3 ft. apart and 3 to 4 ft. high. Two (2) shrubs should be planted to the right of the dock along the western portion of the lot. Mrs. Memory asked about a small area between the addition and the original house; should she mulch the area, plant grass or plant a shrub in this area? Elizabeth told her to plant a shrub in this area. Colin Cauldwell and Elizabeth said they would prefer Mrs. Memory did not place mulch in any of the areas. The mulch could migrate into the lake. Mrs. Memory asked Elizabeth if she could add top soil to the area where the new septic system was installed. She would then re -seed the area. Elizabeth told her any work, because of the lake, would require a filing. Mrs. Memory also told Elizabeth she plans to put gutters on the addition by the landing. The gutters would tie into the existing gutter on the old portion of the house. She was told it would be all right to add the gutters as long as it did not change the foot print of the house. Mrs. Memory is required to replace the landing and stair treads on the addition. She will be changing out the pressure- treated lumber with a composite material. She will have to apply for a building permit to do this work. Mrs. Memory said her neighbors, Mr. and Mrs. Verrochi of 27 Lakeview Avenue, have done a lot of work in the water front area. She was told to write a letter outlining all the work done in the water front area. If she has any pictures, she should submit them with the letter.
