Chairman Aptowitz asked that the group remain standing and stated that on behalf of the Board
and the Town Manager expressed condolences to the Gonsalves family on the passing of Joe
Gonsalves who he noted was an "all Mansfield kind of guy ", always asking what he could do. The
Chairman asked for a moment of silence.
ronce %,,nrei icon xenon tnanxea the board of Selectmen and Town Manager Bill Ross for having
the department this evening and for all of their support shown to the department since his tenure
began April lst. The Chief echoed Chairman Aptowitz's thoughts concerning the passing of Joe
Gonsalves who he felt was a "truly kindred, generous spirit ".
Chief Sellon noted that when he stepped in as Chief last spring he announced an extremely
aggressive agenda with regards to changing the way the department operated and the way they
conduct business in terms of policing the community. He went on to say he could not have gotten
this far without the assistance of Lieutenant Sam Thompson who he noted has been a tremendous
partner in this initiative. Chief Sellon also thanked Chief Neal Boldrighini as he has been a
tremendous asset and the cooperation thus far has been evident.
The Chief spoke about the expansion of the organization and that the four individuals present
tonight are a massive part of that plan. Chief Sellon invited Tracey Juda before the Board, He
gave a brief summary of Ms. Juda's background, which included that Ms. Juda is a 20 year veteran
of the force, whose most recent assignment was the 4:00pm — 12:00am shift and was promoted to
sergeant in 2008. Ms. Juda was recognized in 2012 by the Massachusetts Women of Law
Enforcement for courage in the line of duty and given a commendation by the Southeastern Chief
of Police Association for saving several people and their pets trapped in a burning building. Ms.
Juda is also a Marine Core veteran. Marianne Staples, Town Clerk, swore in Lieutenant Juda and
Chief Sellon pinned the badge and he noted it was an honor.
Chief Sellon invited Frank Archer before the Board and gave a brief summary of his career, which
began in 1993 as a reserve officer. Chief Sellon noted a large pant of Mr. Archer's time has been
spent on the 4:00pm — 12:00am shift, which is the busiest, where he handled high scale, difficult
cases. Mr. Archer received the Mascot President's Award in 2008 for his response to a critical
incident and is a Mansfield High graduate. Officer Nicole Archer, wife of Lieutenant Archer,
pinned his badge and he was sworn in by Marianne Staples, Town Clerk.
Chief Sellon invited Sergeant Michael Ellsworth before the Board and noted that he too is a
Mansfield High graduate. The Chief noted Mr. Ellsworth is a 20 year veteran of the Mansfield
Police Department with the bulk of his time in Detectives. Mr. Ellsworth began his career in law

enforcement in the US Air Force with the military police and returned to Mansfield where he
earned a Bachelor's Degree in Criminal Justice. Mr. Ellsworth is credited with re- energizing the
DARE program in the school systems. He has been a Detective for the past 16 years. Sergeant
Ellsworth's wife, Allison, pinned his badge and he was sworn in by Marianne Staples, Town
Clerk,
Chief Sellon invited Sergeant Brian Thibault before the Board and gave a brief summary. Mr.
Thibault is a nine year veteran of the police force, a Mansfield High graduate and holds a
Bachelor's Degree from Northeastern. He began his career as a reserve officer and became a full
time public safety dispatcher shortly thereafter, Chief Sellon noted Mr. Thibault is a second
generation sergeant following in the footsteps of his father. Mr. Thibault's wife, Cindy, pinned his
badge and lie was sworn in by Marianne Staples, Town Clerk.
Each member of the Board gave a few statements of how proud they are of the entire force.
Michael McGinley, Area Manager for Chipotle, is present before the Board. Reginia Dvorak was
unable to appear at the meeting but was present before the Board at its December 4th meeting. Mr.
McGinley first wanted to apologize to the Board on his behalf for the recent issues with Chipotle.
Chairman Aptowitz noted that the Board was stern with Chipotle at its last appearance before the
Board and has been frustrated by the lack of communication between Chipotle and the Town
regarding these applications. He stated that as the Licensing Authorities they need to know when
there is any change to the alcohol license. The Chairman noted the diligence of the Board's office
and it is not the Board's job to chase for that information.
Mr. Dentino noted that the Board is very business friendly and very fair. He stated that Chipotle
came as close as he has ever seen as a Selectmen to losing its license.
Mr. Annino is still concerned and upset due to the fact that Chipotle had an alcohol violation and
that Chipotle then exhibited very irresponsible behavior as the Board is still trying to remedy that.
I-Ie is doubtful that Chipotle can be counted on to police the license and be responsible. Mr.
McGinley expressed that it is their corporate office's belief that the right people are now in place
and are committed to following the law both State and Local. He informed the Board that along
with Ms. Dvorak on as new manager there will also be Michael Young who have both been
working on training employees properly. Mr. Annino felt it was unprofessional behavior on the
corporate side to place blame on the Town in regards to follow through on the license and he is
concerned with the regard to lag time between corporate and the store level on accomplishing the
completion of the application. Mr. Annino did not expect this from a company Chipotle's size and
with so many locations. Mr. McGinley noted in his eight years with Chipotle this has never
happened and stated he is responsible for 13 restaurants covering Massachusetts, Maine, Vermont
and New Hampshire and he blamed himself.
Mr. Kozlowski asked to schedule a discussion on a future agenda in regards to sanctions when the
Town is not notified when there is a change to an alcohol license. Mr. Kozlowski also noted that
Chipotle should expect some type of follow to ensure they are operating within the law.

approach to working with other non - profits to which she noted she learned managing skills in her
time volunteering for the Girl Scouts and youth soccer and is familiar with the Parks and
Recreation programs as her children utilized the services. She felt her leadership would be an
asset.
Mr, Dentino appreciated Ms. McCabe coming forward to do something for the community. He
noted her active background but asked that she please attend Town Meeting.
Mr. Annino thanked Ms. McCabe and noted how important the input of these Boards /Committees
is. As it is time consuming it is well worth it.

Consideration of Application by John F. Guravage for Appointment to the Board of
Registrars
Mr. Ross reported that the way the Statute works is this is a recommendation from the Republican
Committee. Mr. Ross reported that it is the Republican Town Committee that selects the candidate.
Chairman Aptowitz noted that this is more of a formality. Mr. Ross explained that the Board of
Registrars is a four member Board and is required to have two people from each party with the
Town Clerk as one of the members and is considered the ex officio member (Marianne Staples is a
registered independent).
Chairman Kozlowski noted it is a Town Committee that supplies the name and the Board supports
the appointment. Mr. Kozlowski has known Mr. Guravage for years and will vouch for him if
necessary. Mr. Dentino echoed Mr. Kozlowski's comments and has known Mr. Guravage for
years.

Mr. Ross reported that the office has contacted the establishment on numerous
occasions in regards to the deadline for this application and has yet to receive any
paper -A,ork or collect any of the necessary fees. He noted that the Board of Health
has had similar issues regarding the annual restaurant permit renewal process.
Tracey Whalen noted packets were sent in October and this was the only
establishment that did not follow through. Ms. Whalen reported that phone calls
and emails were placed. Mr. Ross noted that the establishment will not have a
proper license as of midnight January 1 st. Mr. Dentin liked the fact that the office
goes out of its way to try to assist establishments and to be fair. At this point he felt
the Town was at a point of no return therefore there is no sense to continue the nice
guy act. He explained that the Board is status quo until December 31St but would
like to leave open an option to consider leaving them open if they come forward.
Mr. Annino felt the establishment was taking advantage and the Board cannot make
excuses for them. Mr. Ross felt obligated to close the establishment down as of
January I st but felt the establishment was due written notice.

Annino noted it has been a great year and an honor

Mr. Kozlowski stated he forwarded to Finance Director John Stanbrook and Mr. Ross information
on a group that has created a new app called "Visual Budget ". He noted that it presents the budget
in laymen's terms and is currently being used in Arlington.
Mr. Kozlowski noted that when the Board set the tax rate a few weeks ago, that the calculation had
the average household increasing $300 and wondered where the Town begins to chip away at that
figure no longer increasing. Mr. Ross stated it is important to understand that the budget that will
be presented in early January is preliminary. Mr. Ross will be meeting with Brenda Hodges and
working in unity once again to establish the budget.
Mr. Kozlowski noted that on December 16tt' several legislatures and part of the committee of
public safety had a forum at the North Attleboro Police Department on various gun control pieces
of legislation which are being considered and reported that it was standing room only and that no
one spoke in favor of increased regulations on lawful gun owners.
Chairman Aptowitz again gave his condolences to the Gonsalves family and asked that the Board
