Chairman Aptowitz reminded that this meeting is nroaacast rive oy MansIlela lame Access ana tanea Ior future nroaacast. Chairman Aptowitz noted that Mr. Trowbridge distributed a mock -up of the proposed sign for the Board to review and opened the topic up for discussion. Mr. Annino asked for the size of the sign to which Lee Azinheira, DPW Director, who was present, suggested that the DPW could make whatever was needed but suggested a 2'x 3'. Mr. Annino also inquired as to how many signs and where were the signs to be placed, to which Mr. Ross explained that had yet to be decided. Mr. Annino would be hard pressed to vote on this without the quantities or locations. He mentioned that there are existing signs in the Route 106 corridor and would need signs taken down in order to put new signs up as he did not want Mansfield to become "signville ". He proposed a free standing sign, located in front of the school, where they could recognize teams or other accomplishments. Mr. Moran asked if the sign is comparative to the speed limit signs to which Mr. Ross responded yes. He did not have a problem with it as other communities do the same thing and proposed major access points such as either end of Route 106 or Route 140. Mr. Ross stated the Town can only place the signs on right of ways that the Town owns. Mr. Kozlowski agreed with Mr. Moran in that he has seen these types of signs in other communities and has no problem with allowing the signs. Mr. Dentine noted this is a special event and thinks it is a great gesture. He felt various entrances into the community for placement would be the best, border of Route 106 (Easton) and South Main Street (Norton). He has no problem with the sign and felt they are worthwhile and is all for recognizing accomplishments. Mr. Annino would like to have on a future agenda a discussion of a central location for accomplishments with the School Committee. Mike Trowbridge noted that he is here as a parent and was asked by other parents as to how to proceed with getting these commemorative signs produced. He would certainly pass along to the School Committee thoughts on a central sign location regarding accomplishments. Motion: Approve the installation of up to 4 Mansfield lIornets Undefeated State Champs Division 2 Football signs, as presented, no larger than 3'x 3' with locations to be determined by Lee Azinheira and Bill Ross (Annino /Kozlowski) Discussion: Board Of Selectmen's Meeting December 11, 2013 Page I of 16 Mr. Dentine was concerned with the number of signs in the motion as he felt that four did not do this accomplishment justice and felt more was needed. Chairman Aptowitz explained that this was what the private citizen had proposed. Mr. Moran asked if Mr. Dentine would like to amend the motion to remove the member of signs to which he stated yes. Amendment: To remove the number of signs from the motion (Dentino/Moran) PASSES 4:1 Annino NAY Discussion: Mr. Annino was concerned that now we are allowing for as many signs as possible to be manufactured. Mr. Moran noted that the discretion would be placed on Mr. Azinheira and Mr. Ross. Motion: Approve the installation of Mansfield Hornets Undefeated State Champs Division 2 Football signs, as presented, no larger than 3'x 3' with locations to be determined by Lee Azinheira and Bill Ross PASSES 4:1 Annino NAY Lee Azinheira, Director of the DPW, is present before the Board. Mr. Azinheira explained that approving these job descriptions is a formality as the positions were approved by the Board as part of the MOA (Memorandum of Agreement between the Town of Mansfield and the Department of Public Works union) in June 2013. Mr. Azinheira stated that the two Water Department positions added the requirement of being a certified backflow prevention device inspector and cross correction surveyor and the Highway Construction Foremen was a new classification but the language follows the previous General Foreman position. Chairman Aptowitz inquired as to why these descriptions are coming before the Board now when they were agreed to in June. Mr. Ross explained that the job description itself has not been agreed to but creating the position through negotiations has. He noted that if there was language in the job descriptions that the Board disagreed with then the description could be revised. Chairman Aptowitz wondered if that would then hurt the agreement. Mr. Ross disagreed because the job descriptions require approval by the Board of Selectmen. He further noted that if the Board does in fact disagree then the Town goes back to the bargaining unit and states it needs to be revised. In Mr. Dentino's mind if a new job description is created with an increase of pay as well as an addition of steps, then it is a new job, therefore there are two new jobs, not one. He asked if the Town is doing these because it needs a job description of sorts to satisfy an obligation of the department. He asked who is currently doing the work to which Mr. Azinheira replied the incumbents are doing the work. fIe explained that the department had a leadman who has been filling the position since July 151— that the department is not adding a new position — the leadman is now the construction foreman and not filling the leadman position but is adding benefits, pay and new responsibilities. Mr. Ross explained that basically that this is a promotion from leadman to foreman where the leadman position will remain vacant. He noted that this actually came from Mark Cook, Highway Division Manager, who found that he needed a foreman in each of these areas. Mr. Dentine, does not like the movement of people and creation of position as he felt it creates a domino effect. Mr. Kozlowski asked what the estimated cost would be to which Mr. Azinheira reported it is less than $2.00 an hour and noted it was negotiated in the MOA. Mr. Kozlowski asked if the unfilled Board Of Selectmen's Meeting December 11, 2013 Page 2 of 16 position could be eliminated to which Mr. Ross explained that what the Town can and will do is not provide for that position in the budget and then there is no appropriation to pay for it. nit"Unm I 1 • 1 e i e i ,' e o e e `_ e e ° •e a ge e t 4! e e Chief Neal Boldrighini, Deputy Chief Jim Puleo and Finance Director John Stanbrook are present before the Board. Chief Boldrighini first thanked Deb Herbert for her assistance with this evening's presentation as well as Human Resource Director, Mark Wilson and Finance Director, John Stanbrook. Chief Boldrighini read the Fire Department's mission statement: The Mansfield Fire Department is charged with the response to and mitigation of all emergencies that threaten the lives and property of our citizens, those that do business here or visit here whether natural or manmade. The goals and objectives are to provide better service to the community and a safer environment for the firefighters, to reduce dependence on Mutual Aid, reduce loss of revenue and increase revenue. Chief Boldrighini explained that there are two problems with one solution - the problems the department is facing are staffing and supervision. He reviewed the staffing history which highlighted that the runs have more than doubled in the past 13 years with little manpower increase and that staffing should be at ten but Hurst at least maintain at 8. He then reviewed the manpower and per capita spending comparisons where Mansfield ranked 28t1i out of 33 communities. In explaining staffing, Chief Boldrighini stated that with seven men (with which they currently operate) it is very difficult to truly achieve a quick response to simultaneous emergencies. He noted that out of approximately 3,000 emergency runs made last year — 1,300 were simultaneous, which in terms of supervision half of those calls are going without the lieutenant. In terms of the EMS breakdown, which is the "meat and potatoes" of what the department is doing, the Chief noted that approximately 70% + of their emergencies are EMS related and that 67% of those emergencies are Advanced Life Support. He was proud to state that his department has a 43% CPR save rate compared to 20% nationally and that the paramedics make a difference. He reported that the ambulance service has generated approximately $700,000 per year to the General Fund and adding projected revenue increase of over $300,000 annually increases total revenue over $1,000,000 + per year. The Chief noted that the department is governed by three industry standards: NFPA 1710 (adequate supervision and personnel on a fire in a single family home — 1,200 sq. ft.), OSHA & EPA (safety while on scene) and ICS/NIMS (national model and span of control) who look out for the health and well -being of not only the community but of the members who are responding as well. Chief Boldrighini is asking the Board for manpower and supervision. This would entail a reorganization done in stages: Stage I would create a Captain position in FYI (currently from lieutenants in place), Stage 2 would bring lieutenants in FY16, Stage 3 would address manpower with 9t1i man added per shift in FY17. He explained that an ambulance revenue adjustment would cover stages I and 2 with surplus. The Chief proposed the following: increase ambulance rates, opt out of Blue Cross/Blue Shield provider plan, lower dependence on overtime, lower loss of revenue to mutual aid and increase to budget will be needed from Town. The Chief stated that this Board Of Selectmen's Meeting December 11, 2013 Page 3 of 16 is not a new situation and that he, as well as previous Chiefs, have been coming before the Board since FY06 proposing the Captain position. Chief Boldrighini stated emphatically that what he is proposing is not going to affect the tax payer but will impact those who utilize the services. Chairman Aptowitz stated that he and the Board have gone into detail in reviewing the presentation and asked for discussion from the Board. Mr. Annino applauded the Chief for finding ways to create revenue but asked why this wasn't done sooner. The Chief noted when he entered the department the community was in a phase of recession and in respect of those who were struggling he felt inclined to wait until the economy was up and running again. In the last several months the Chief has had discussions with the Town Manager and Finance Director, and felt the economy has changed and that the time is now. He also wanted to see if there was any fallout from other communities in regards to opting out of Blue Cross Blue Shield to which he noted there hasn't been any. Mr. Annino asked what the current cost of an ambulance run is to which the Chief reported between $500 - $1,200 and noted it depended upon the services needed. Mr. Annino inquired that if the Town increases its costs than those numbers could double to which the Chief agreed. Chairman Aptowitz asked the Chief to explain that it doesn't so much come out of the person's pocket. Chief Boldrighini then explained that Fire Departments in general are pretty unique in that for the vast majority, with the Massachusetts initiative to provide health insurance coverage for all persons, they have seen more bills are being paid and everyone has insurance. He noted for those cases where there is a surcharge or co- payment there is a program available to claim hardship and the elderly are covered as well. Mr. Kozlowski inquired are we not entering into a stage where health insurance generally will be turned on its ear and can we assume that the rates of reimbursement are going to be the same. The Chief stated that right now they are seeing healthcare costs are maintaining but what is happening is creating unique ways to get the consumer to take a lesser venue to offset the high costs of emergency rooms for example. The Chief stated that the cost per run will not go down. Mr. Ross stated the question is there is going to be changes in the amount reimbursed and there is going to be changes in insurance coverage and once luxury tax in the Affordable Care Act kicks in there is going to be movement to higher deductibles and co -pays in order to avoid paying the luxury tax and then how does the Town collect. Chief Boldrighini disagreed and stated that the Town will see more people covered; therefore more fees will be recouped. Chairman Aptowitz summarized to the Board that what Chief Boldrighini is looking for is 1) reviewing the rates and 2) reorganization of the department. He would like to focus on the rate issue first. Mr. Annino is concerned and does not want to put people at risk who do not have insurance or insurance won't pay, if the Town now has a $2,000 ambulance run. The Chief stated that from his perspective most insurances cover the vast majority of an ambulance run. Mr. Dentino has been proud of the way the Town has always handled the costs of ambulances. He noted that going to Medicare plus 150 would bring in significant revenue but he worries about those, the seniors, who would be incapable of paying something like that. Chief Boldrighini noted that these are not unique issues and that there are programs out there and that the department has been able to provide for those on the low end of the economic scale, which is evident in that the Board Of selectmen's Meeting December 11, 2013 Page 4 of 16 Board has never heard a complaint regarding ambulance bills. He also noted that with Medicare the elderly typically do not pay a co -pay. Chairman Aptowitz summarized by explaining what Chief Boldrighini is saying is that there is an ability for the majority of the people to pay more through insurance as the Town has been under billing by nearly 100% by a State standard. Chief Boldrighini noted he is not advocating an Enterprise Account or taking out more money than the Town receives into its General Fund, but what he is advocating is that the finds that would be recognized from this change in revenue would go directly to the organization that provides it. Mr. Moran is looking at the two issues as being interconnected because the increase in fees is an end to a means. The concern he has is that this money is going into the General Fund and although the Town has done a better job of prioritizing things it will still be at the mercy of the General Fund and whatever Board is in place. It would be contingent on the year to year ability to function each phase of this and the ability of the finances of the Town and the situation of the Board. He has always advocated increasing staffing levels. He is in favor of increasing the rate to get the Town to the State level where it belongs and as a mechanism or tool we can reduce our reliance on mutual aid. Chief Boldrighini felt that on an administrative level he is not terribly fond of Enterprise Accounts. Mr. Kozlowski noted the Town is only to recoup its costs and questioned if that applied to a service such as an ambulance run to which Mr. Ross noted that once you take all the costs involved in providing the service the cost of providing the service far exceeds the reimbursement. Motion: To authorize Fire Chief Neal Boldrighini to opt out of the Blue Cross Blue Shield Provider Plan (Kozlowski/Moran) PASSES 5:0 Motion: To raise the rate to Medicare Plus 150 (Moran/Annino) PASSES 5:0 Mr. Moran asked if the numbers presented regarding the reorganization were solid to which Mr. Stanbrook explained he assumed a 3% increase on all expenses and in FYI the Town had done what the Chief had asked for. It is Mr. Stanbrook's position that if the assumptions are valid, which he believed they were, then the numbers support the initial reorganization. However, Mr. Stanbrook felt the money was not therefor phase three which is Fiscal Year 17. Chief Boldrighini noted that $167,000 at that time (cost of two firefighters) would need to be absorbed by the tax payers. Mr. Moran is deferring to Chief Boldrighini and Deputy Chief Puleo's expertise as to their staffing needs and believed with the exponential growth of the community and anticipated growth at Cabot Park — all factors that will impact the department. Mr. Kozlowski understands the concern with wanting to have a constant 8 member count. His question is rather than adding another firefighter why can't the Town have someone on standby. The Chief noted the complexity of the scheduling and to account for 24 hours in a day and four separate shifts is a difficult thing to do. The Chief stated that contractually it cannot be done as it dictates their work hours and how they are used and assigned to shifts. Finally the Chief noted that the continuity of the shift is very important as it is an intimate team that relies and learns together for several years. I-Ie stated that having someone float around from shift to shift is not only unfair to that person but to the team. Mr. Kozlowski agreed with Mr. Moran on deferring to the Chief's expertise. However, lie stated a contract depicting "you can't do more therefore you must add on" bothered him. The Chief clarified that the contract doesn't state he has to add on but he is saying he needs to add on and that he doesn't have enough. Mr. Ross noted additional complexities that are unique to Massachusetts as to restrictions to the hours a firefighter can work and it is not a negotiable item. Board Of Selectmen's Meeting December 11, 2013 Page 5 of 16 Mr. Kozlowski continued by inquiring about staffing levels and command levels in regards to a fire that killed a firefighter from Stoughton that was referenced earlier. Deputy Chief Puleo referred to the terminology "clouded lines of authority" and noted it is referenced in the death of that firefighter. The investigation showed that a clear rank in authority was not evidenced and Deputy Chief Puleo stated that quite frankly the Mansfield Fire Department experiences that quite often and also nationwide. It requires the Deputy Chief's job to become more strategic than tactical. Mr. Annino inquired as to out of the 3,000 emergency calls, how many were to Comcast to which Chief Boldrighini answered 26. Deputy Chief Puleo explained that there is a separate detail that handles emergencies on that campus at any event and that number is in the 1,000s. In regards to the $69,000 for the Captain position Mr. Annino asked if it included benefits to which the Chief noted it is already in place because he is not hiring a new person — the person is already in place and has benefits. The Chief explained that as the Town grows (especially Cabot Park and the Train Station area) his department needs to grow with it in order to meet public safety needs. Mr. Annino noted with the recent tax increase and now proposing an increase of firefighters in FY 17 - that he is having trouble justifying that. Chairman Aptowitz stated, to be fair, what needs to be realized is that the Town is opening new restaurants and businesses which will tax the fire department. Mr. Dentine stated one of the things he was unsure of is how the Town gets from 2013 to 2017 as far as positions. In 2013 there are Chief, Deputy Chief, 6 Lieutenants (2 Fire Prevention and 4 Line) and 28 firefighters. In 2015, there will be a Chief, Deputy Chief, 6 Captains, 0 Lieutenants with 28 firefighters. In 2016, there will be a Chief, Deputy Chief, 6 Captains, 4 Lieutenants, 24 firefighters. In 2017, there will be a Chief, Deputy, 6 Captains, 4 Lieutenants and 28 firefighters. The Chief reiterated to Mr. Dentino that currently the department is working with 8 men per shift but that number decreases when anyone is sick or injured and thus out on leave. Mr. Dentino asked Mr. Stanbrook for the financial impact from 14 to 17 with the reorganization. Chief Boldrighini had that numbers and reported an impact of $67,000 on FY15, FY16 $108,000 and FY17 is $485,000 and that those numbers are all inclusive (carried year to year). The Chief also stated that FYI is covered by the revenue increase as is FYI 6. He noted that all but $169,000 is covered by the revenue increase for FYI 7. Chief Boldrighini was asked by Chairman Aptowitz for the total operating budget for his department which Mr. Stanbrook stated for FY14 was $4.8 million and EMS was $640,000. The discussion between Chief Boldrighini, Deputy Chief Puleo and Mr. Dentino and Mr. Kozlowski then focused on whether this is simply just a title change to Captain. Both Chiefs were adamant that this is a supervision issue stretched out between two stations, over various shifts and firefighters which requires a completely different skill set. Chairman Aptowitz did his own review of surrounding communities and noted that Easton has a similar design system. The Chairman stated that the Board is not fire experts and that the Chief has always operated efficiently. He too entrusts both Chiefs and relies on their expertise to keep the community safe. Mr. Ross stated that his initial thoughts were that the Town needed additional firefighters but as he read the materials and investigated further he realized that adding more firefighters without proper chain of command to manage those positions would just add to the issue of lack of adequate Board Of selectmen's Meeting December 11, 2013 Page 6 of 16 command. He came around to an understanding of what Chief Boldrighini envisions as - building that stricture first and then move in that direction — have people in the proper place and then add the firefighters to maintain a solid 8. Mr. Ross supports the proposal but suggests monitoring the revenue stream. Chairman Aptowitz felt that Chief Boldrighini would not be asking for something he didn't need. Mr. Kozlowski stated that in the context of things the Board looks to professionals to advise because it is their level of expertise. However, Mr. Kozlowski still has serious concerns over where healthcare, insurance reimbursements will be and what the whole industry will look like and he is skeptical of the numbers that will come in. Mr. Moran stated that this addresses a need and felt that it carrot be disputed that the Town gets good value from the fire department. It is an investment that needs to be made. Motion: To accept the fire department's reorganization proposal as presented by Chief Neal Boldrighini and Deputy Chief Puleo (Moran/Annino) Discussion: Mr. Kozlowski inquired as to how this gets revisited. To which Mr. Moran stated yearly and is subject to appropriation. Chairman Aptowitz stated that the Board is the policy setter. Mr. Dentino inquired as to the avenue to go out four years and utilize that money and should it not be a motion predicated on the plan that is in place to which Mr. Ross noted that the Board is adopting plan as submitted then one year from now Chief Boldrighini will propose his budget with a promotion of four firefighters to lieutenants contingent on the revenue stream being there and so on. He noted each budget year must stand on its own. Motion: To accept the fire department's reorganization proposal as presented by Chief Neal Boldrighini and Deputy Chief Puleo (Moran/Annino) PASSES 5:0 Present before the Board are Neil Rheinn, Patricia Holiver and Nancy Wall from the Keep Mansfield Beautiful Committee. Mr. Rheinn stated that the Committee noticed when reviewing the Town Report that there are a few Gift Fund Accounts that appear to be dormant that have similar purposes as the Keep Mansfield Beautiful Committee and its beautification of the Town. The Committee's question is it is possible to have those monies transferred if it appears there is no one on those committees. He referenced the South Common ($1,442) and Middle Common ($3,600) Gift Funds and would like to see those funds transferred where it could be put to good work. Chairman Aptowitz noted the issue is the Town would need to have staff go back and research the origination of the funds (how was donation made and stipulations). Mr. Ross informed the Board and the Committee that the Town is investigating but it is taking time as it involves reading through the entirety of older minutes as they are not on the computer system. Mr. Rheinn stated that if it is found that the monies cannot be transferred the Committee would like to offer input as to how to utilize it. He asked for a time line and Mr. Ross explained that as the Town is in the middle of Budget season it would be a while. He assured that the Town would also like to have those accounts cleaned up as well. Board Of Selectmen's Meeting December H, 2013 Page 7 of 16 Mr. Dentine, stated there are two factors - to research to see if there are covenants on how the funds are to be used and the reality of the Board's obligation to the Non - Profit Gift Fund Committee as they are the group created to provide impartiality. Mr. Annino felt the more ideas that the Keep Mansfield Beautiful Committee can come tip with and the more money the Board can give them it is to the Town's benefit. It was his feeling that if the money was to go straight to the Non - Profit Gift Fund then it would be divided further. Mr. Rheinn reiterated that the Rinds they are pointing to are similar to the Committee's mission. Mr. Annino felt there is an obligation to put money back into the Committee. Mr. Ross noted that if the Town finds that the purpose of any of the gifts is of a beautification/renovation nature that the Town can spend money directly out of there if the Keep Mansfield Beautiful Committee has a proposal. He stated that this was much easier and the Town has done that in the past. In regards to the signage program, Mr. Rheinn stated that the Committee currently has $1,500 from the Non - Profit Gift Fund for the purchase of a sign at the Library and Council On Aging. This is being held up in an effort to standardize signage in Town, which they support, and are looking for the next step in that process. It was initially their thought to purchase a sign like the ones donated by their Committee on the North, South and East Commons but in looking at the proposal that Mr. Armin presented they are now unsure as they have been put on hold. Mr. Annino commented that one of the reason is that that specific sign will have an electronic reader board to which Ms. Wall asked if that is what the Council On Aging and Library wanted. Mr. Annino stated it is what the Board felt was needed. Mr. Rheinn felt that the Keep Mansfield Beautiful Committee should have been a part of this process. Mr. Annino stated that the sign package has been developed and questioned how much they wanted to be involved. Mr. Rheinn stated that they have done a lot of work in this area and is in their "sweet spot" and at a minimum they should have had input. He further stated that if the Town goes forward with this sign package it will conflict with the nice signs that the Committee did on the previously mentioned commons, which was approximately $5,000. Mr. Ross stated that as time goes by and signs wear out that they would be replaced by signs from the new package and in starting somewhere that would be the Council On Aging and Library. Ms. Holiver asked would it not be possible to design that sign along the lines of what the Committee did on the Commons to which Mr. Ross stated the Town would be abandoning the program that it has already put together. Ms. Wall stated that then the Committee would be abandoning its program and the $5,000 they invested. Mr. Annino noted that the new signs are to be phased in. Ms. Wall stated it is unfortunate that the Committee was left out of this process and is puzzled as to why. Mr. Annino stated it was rather presumptuous to think that the Committee should be considered. Ms. Holiver stated it was the Keep Mansfield Beautiful Committee who initiated the sign process with their design, which took a lot of time and effort and to create a uniform look and by the Board to initiate a program that doesn't resemble theirs it lacks consistency and uniformity and the direction they would like to go in. Mr. Annino stated that the direction they would like to go in may not necessarily be the direction the Town wants. Mr. Rhein stated it comes down to a level of taste and who decides. Mr. Armin stated that the Keep Mansfield Beautifiil Committee never presented a signage program to the Board. Mr. Annino stated that the Board put together a signage program which it presented and Mr. Rheims asked to whom. Mr. Ross stated the presentation was at the Board of Selectmen's meeting, which was posted, on May 22nd and the Town has been moving in that direction with its letterhead, ect. Board Of Selectmen's Meeting December 11, 2013 Page 8 of 16 Ms. Wall stated that that would make sense but it is the Keep Mansfield Beautiful Committee's mission to beautify the Town in physical ways, such signage, the mural and flower barrels and that the Committee shared all of that with the Board. Mr. Annino stated that the Committee has come before the Board and asked to do flower barrels and a few signs but that it was never presented as a package. Chairman Aptowitz noted that what is done is done and that the signs on the Commons are not going anywhere. The Chairman noted there are a lot of people here with good ideas but that the signage program is in progress and is going forward and we will have to work together. Mr. Ross reported that the Girl Scouts are already in the process of fimdraising for a sign on the trail at Fruit Street under the new signage program. Ms. Wall asked how the signage package is funded to which Mr. Ross noted that as the Town has to replace the signs they will either be paid for by the Town, donations or fimdraising. Mr. Rheinn asked that when the topic of beautification comes up that the Committee be informed so that they can be involved to which Chairman Aptowtiz noted that there was no intention of slight on the Board's part.
