Chairman broadcast live by Mansfield Cable Access and taped for future broadcast. Motion: Public Hearing On Application Of Flynn's Restaurant Group d /b /a Flynn's Irish Pub, Heather Lynn Buck, Manager, For A Transfer Of A Restaurant All Alcohol Beverages License At The Facility Located At 219 North Main Street From The Department Of Revenue (Kozlowski/Dentino) PASSES 5:0 Jolm Downes, Owner, and Heather Buck, Manager, are present before the Board. Mr. Downes noted that he has been in the business for more than twenty -five years with three other establishments presently operating. Mr. Downes reported that one of his partners, Jack Doherty, has experience in the field with seven operating establishments. Mr. Downes noted that he is modeling Flynn's Irish Pub after his establishment on the Cape (Bourne), which is a traditional Irish pub with live Irish musicians and a menu geared towards comfort food. Mr. Downes stated that his establishment on the Cape has won Best Neighborhood Pub as well as Best Burger in the past few years. He runs a very tight ship (clean and organized) and considers his establishments to be family ftiendly. Ms. Buck summarized that she has worked for Mr. Flynn and Mr. Doherty for over two years and prior to that has worked primarily in the restaurant field with more than twenty years of experience. She stated that Flynn's will offer an eclectic menu and beer selection and are looking forward to building a business in Mansfield. Mr. Annino asked what changes Mr. Downes was making to the facility to which he noted the changes are mostly cosmetic which included changing the bar from granite to wood and all new floors, tables and painting. Mr. Downes would like to continue with the Irish theme and considered them a burger and beer joint with forty -six craft beers on hand. Mr. Annino asked if there were any changes to the kitchen area to which Mr. Downes noted only as far as cleaning. Mr. Annino stated that due to having live entertainment that the establishment would be on a tenuous rope and to ensure it does not tread to a night club venue. Ms. Buck noted that no admission would be charged and it is mostly acoustic with two to three members. Mr. Annino also inquired as to hours of operations which was noted would be Monday through Thursday opening at 4:00pm and Friday, Saturday and Sunday opening at 12:00pm. Mr. Dentino inquired as to the establishment's policy on TIPS Training to which Ms. Buck explained that Flynn's requires all employees to be TIPS Certified through ServSafe which also encompasses food safety. Ms. Buck stated that this is a responsibility that Flynn's carries into every community where they provide a service. Ms. Buck stated that she will mostly be in charge of the license but there is another manager as well as Mr. Doherty that will be on premises. Ms. Board Of Selectmen's Meeting November 13, 2013 Page I of 6 Buck explained that Flynn's emphasizes craft beers as it is a growing industry and that Flynn's will display local breweries. Mr, Downes reported that 43% of sales are craft beers. Mr. Dentino liked Ms. Buck's energy and approach. Mr, Moran noted that what the group is presenting showcases how well run their business is and their experience shows. He is glad to have that kind of example in the Town. Mr. Kozlowski was hoping that the license would remain in its current location and was happy to see it is happening. He noted that the website only listed Mansfield in its Contact Us tab to which Mr. Downes noted it is in the process of being updated. Mr. Kozlowski inquired as to the other locations where Mr. Downes reported this will be his second Flynn's and the third is set to open in March and that their partner Jack Doherty has seven locations, mostly in Rhode Island. Mr. Kozlowski asked if there have been any alcohol related violations at their other locations to which Mr. Downes reported there have been none. Mi•. Kozlowski noted that Ms. Buck currently also works at the Shannon View Inn where she noted that she is committed to working at Flynn's in Town for at least one year and currently works about 100 hours a week as it is her passion. Chairman Aptowitz asked if Mr. Downes will be on the premises to which he noted that he will be on premises at least three nights a week with Ms. Buck there six times a week as well as Mr. Doherty at least six days a week. The Chairman inquired as to percentage of food to their gross revenue to which Mr. Downes noted that Flynn's averages 51 % food to their gross revenue in their current locations. Chairman Aptowitz asked for the anticipated opening which Mr. Downes noted would be a few weeks after receipt of approval by the ABCC. Ms. Buck explained there will be training of staff for a few weeks prior to opening so as not to overwhelm the kitchen, wait and bar staff. Mr. Annino asked about seating to which Mr. Downes notes was a little less than the previous establishment and that they have created a waiting area. He noted that parking is at a minimum in that location. He also inquired about the patio area mentioned in the lease to which Mr. Downes was unsure. Mr. Ross thought that may have been the lease from the previous establishment. Mr. Downes stated there will be no outdoor seating. Mr. Dentino liked the new layout of the establishment and noted that both the Fire and Police Departments are great to work with and asked that they be sure to introduce themselves to both Chief Sellon and Chief Boldrighini. Chairman Aptowitz asked for any comments from the public to which there were none. Mr. Ross noted that Mr. Downes and his group have been extremely professional in all their dealings thus far with Town Hall and its departments. It is his impression that they will be a great group to work with. Motion: To close the public hearing (Moran/Kozlowski) PASSES 5:0 Mr. Ross noted that the process of this transaction would be to first renew the current license, which was seized by the DOR, to ensure that the license is available to transfer as this is renewal season for the ABCC, then approve the transfer of the license from the DOR to Flymi's. Board Of selectmen's Meeting November 13, 2013 Page 2 of 6 Motion: To renew the 2014 All Alcohol License for ARB Enterprises on behalf of the Massachusetts Department of Revenue (Moran/Kozlowski) Discussion: Mr. Dentino was unclear of the process as it was his understanding that Flynn's Restaurant Group purchased the license at auction. Mr. Ross explained that the transfer procedure still needs to take place between the DOR and Flynn's and approved by the ABCC. Because the license renewal lapse at the end of November, it is required by the AB CC to renew the license first to ensure it is available for the transfer. Mr. Kozlowski inquired as to Mr. Pereira's background to which he reported he has been in the industry for eighteen years with prior experience with Ruby Tuesdays and has had his name on numerous liquors licenses with no violations. Mr. Pereira noted he would be at the establishment, on average, seventy hours a week but also has five other managers underneath him. Mr. Moran was impressed with how the company manages to have both a sports bar and family friendly area as he has seen it in two separate locations. He hopes that this location serves a need in the community. Chairman Aptowitz noted that alcohol licensing is extremely important to the Town and given that Buffalo Wild Wings has a sports bar he emphasized noticing the difference between the point of enjoyment and when it goes too far.
